H92257-15-Q-0031 Element Leaders Course (Communications Strategies) Questions and Answers 9 January 2014
1. In section 1.3 Period of Performance, you state in part that, "...event which will be conducted by (15) members of 3D Marine..." Do you mean that there are 15 participants anticipated to receive the training?
Yes
2. In Section 2.1 Scope of Instruction, you state in part that, "Course hours are listed as the minimum required to satisfy this requirement, however, the contractor may modify hours as needed..." Since the only apparent way to modify the hours is to extend the number of days, would you consider this option equally with a three-day proposal?
We can't go past the three days because the students are rolling right into the next portion. They can stay longer hours if there is a need for it.
3. In Section 3.1.1, you state in part that, "Instructors shall be experienced in the fields of decision making...." Do you anticipate that the contractor will satisfy this requirement by providing as many as five instructors, both for the avoidance of instructor fatigue and to ensure in depth expertise on the five topics?
We would be fine with five instructors but would like each of them to at least be familiar with most of the things requested.
4. Student profiles and demographics (age groups, academic, college education, years of service) Students will be senior Sgt's (E-5) or SSgt's (E-6) with 5-10 years of service (approximately). It will be all men, and they will either already be, or going to become element leaders for special operations teams.
Some may have some college but most will not.
5. Anticipated class size: course is designed for a maximum of 20 students.
15-20 students
6. Class room description: Is the room reconfigurable to a U-Shape? Internet? Video capabilities? Are ancillary training supplies like markers, butcher paper, tape, and easels available?
We should be able to configure the room to a U shape. It will have a one eye and internet capability. We will have the ability to use Secret material, but it will have to be stored somewhere else and taken over daily. Materials are available.
7. Video: The communication segment of the course requires the students to make a short presentation. Having the ability to video-tape each presentation will enhance our individual feedback.
Thus, having the ability to video the presentation will be key. We are requesting access to an individual with the appropriate video equipment for the last day of the course.
We should be able to have video equipment to video students if we want to.
8. Dates: Do you have flexibility in the training dates (26-28 Jan 2015).
The dates of the course are firm (pending the contract gets approved) but we can work with the schedule with the awarded vendor.
