1. SUMMARY: The U.S. Marine Corps Forces Special Operation Command (MARSOC), 3rd Marine Special Operations Battalion, Camp Lejeune, NC, has a requirement for a Mobility Course in accordance with the attached Statement of Work (SOW). The resulting award will be a Firm-Fixed Price (FFP) contract.

3. SUBMISSION OF QUOTES: Quotes must be returned to the below listed address no later than the date and time specified: 2 December 2013; 1000 A.M. EST(eastern standard time). Quotes may be hand carried, submitted by mail through the U.S. Postal Service, sent via commercial courier service (FedEx, UPS, etc.), Emailed or Faxed. The Government reserves the right to make award solely on initial quotes received. Faxed or Emailed quotes should be followed with a verbal conformation that the quotes were received. Offerors bear the burden of ensuring that all portions of the offer (and any authorized amendments) reach the designated office before the deadline specified in the solicitation. 4. ONLINE REPRESENTATIONS & CERTIFICATIONS APPLICATION (ORCA):
Offerors shall submit representations and certifications electronically at http://orca.bpn.gov/. Certification is required prior to submission of the offer.
5. QUESTIONS CONCERNING THE SOLICITATION:
Questions must be submitted in writing no later than 25 Nov 2012 at 10:00 a.m. (Eastern Time) to the email address listed below. The deadline is necessary to ensure timely award and the Government may, in its sole discretion, choose not to respond to questions received after the deadline. All questions will be reviewed and responded to by an amendment to the solicitation on or about 3 Dec 2012.

6. CONTRACT AUTHORITY: The Government will solicit and award this contract using Commercial Item Acquisition, in accordance with FAR part 12.
7. AWARD: The Government will place an order resulting from this solicitation to the responsible contractor whose quote, conforming to the solicitation, is the lowest price technically acceptable (LPTA).
1. Technical: In order be considered Technically Acceptable, the contractor shall conform to all aspects of the SOW.
2. Delivery date: Jan
3. Past Performance: Provide 3 past performance referecens relevant to this type of trainging.
4. Price: Pricing shall be the contractors best and final price.
The Government may award based solely on information contained in the quote and is not obligated to seek completion or clarification of any or all of the evaluation factors.
