The United States Special Operations Command, Special Operations Forces Support Activity (SOFSA), Blue Grass Station, Lexington, Kentucky intends to issue a full and open competitive solicitation for Contractor Logistics Support Services under NAIC 561990 and the FSC R706. The solicitation number is H92254-08-R-0001. The United States Special Operations Command (USSOCOM) is required to maintain a dedicated, highly responsive logistics support capability for Special Operations Forces (SOF) worldwide. The cornerstone of this contractor logistics support (CLS) effort is located in Lexington, Kentucky with facilities and equipment located in strategic areas within the United States. SOF customers are provided a SOFSA-forward presence wherever logistical support requirements are needed. The primary SOFSA industrial operation is a State-Owned Government-Leased Contractor-Operated business enterprise tenant on Blue Grass Station, Lexington, Kentucky. Secondary operations (tenant status) currently exist at Blue Grass Army Depot, Richmond, Kentucky and leased (non tenant) building in Fort Walton Beach, Florida with CLS personnel stationed wherever requirements dictate [in the Continental United States (CONUS) and Outside CONUS (OCONUS)]. The objective of this contract will allow for mission critical systems integration and airframe modification and the procurement of products and service associated with operational requirements for the USSOCOM components and subordinate units. In concert with the Joint Publication 1-02, the contract scope is defined as the science of planning and carrying out the movement and maintenance of forces. In its most comprehensive sense, those aspects of military operations which deal with: a) design and development, acquisition, storage, movement, distribution, maintenance, evacuation, and disposition of materiel; b) movement, evacuation of personnel; c) acquisition or construction, maintenance, operation, and disposition of facilities; and d) acquisition or furnishing of logistics services. The procedures of FAR Part 15 are applicable to this solicitation whereas negotiation procedures will apply. The Government intends to use best value decision processes for this action. A draft solicitation will be issued on or about 30 April 08 with a response or industry feedback due no later than 20 days after posting. A final solicitation will be issued around mid-May timeframe. The acquisition strategy approved for this requirement is an Indefinite Delivery Indefinite Quantity type contract with mixed payment provisions: Cost-Plus-Incentive-Fee; Cost-Plus-Fixed-Fee; Cost Reimbursable; Fixed Price Incentive Fee; Firm Fixed Price; and labor hour. The contract will consist of a base year; four two-year option periods; and a final year for transitioning for recompetition. Prior to year four being exercised a special briefing will be scheduled and given to OSD ATL on the health of the contract. The maximum ceiling is $5B with a minimum to be defined in the draft solicitation. Further, the contract terms and conditions will require a high-level of socio-economic mandated percentages (not goals) that will have to be met during performance including firms that are under the Ability One program. Offerors must be registered in the Central Contractor Registration database at www.ccr.gov to be considered for contract award. The draft solicitation, final solicitation and any other documents relating to this requirement will be available on the Internet at www.fedbizopps.gov. The synopsis posted on 6 March 2008 announcing an industry meeting may or may not occur. The purpose of the industry meeting was to announce the acquisition strategy stated in this synopsis.
