H92241-13-R-003 Engine Barrier Filter Development/MH-47G
1. In order to predict performance impact (power, temperature margins, etc.) FDC requests the following:
a) The portion of Honeywell Document 21-9845A addressing inlet losses related to pressure loss (inlet depression) and its effects on power.
This document is considered proprietary to Honeywell (Allied). I recommend FDC contacting the Authors for any requested information.
b) Baseline data: Effect of the All Weather Screen (AWS) installation on engine power (inflight and hover) as compared to the clean inlet.
Recommend looking into the CH-47 F -10, reference: TM 1-1520-271-10, “Technical Manual Operator’s Manual For CH-47F Helicopter”, 31 October 2011.
2. IBF Attachment to Airframe:
a) FDC understands that the EAPS mounting rails have not been installed on the MH-47 airframe. Can these rails be installed on the MH-47?
The integration of any proposed filter technologies for the MH-47 / T55 application is up to the Offeror. As the solicitation states, “minimize any engine performance reduction, system weight, and drag penalties/impacts.”
b) Alternatively, can a lightweight rail system utilizing the same internal attachment be used?
The integration of any proposed filter technologies for the MH-47 / T55 application is up to the Offeror. For clarification, the original EAPS solution used the “rail” technology in order to have access to the engine for preflight/post flight inspections. The secondary reason was to allow access to the engine mounted transmission. The EAPS being covered with swirl tubes has no access panels requiring this capability (rails to slide EAPS system forward to gain the appropriate access).
Although the USG will not preclude any Offeror from proposing the use of the existing EAPS rail system, lighter weight material solutions are likely engineering alternatives. As the solicitation states, minimize any engine performance reduction, system weight, and drag penalties/impacts.
c) If so, can the structural data used to substantiate the rail attachment available to the awardee?
The USG will work to get access to this information for any potential awardee.
3. Please provide further definition of integrated/installed test environment. Does this include a simulated blowing sand/dust environment?
As stated within paragraph 3.3 of the SOO/SOW, the final integrated test should demonstrate “performance of the technical solution as air flow changes are introduced via changing environmental conditions (i.e. rain, sand, salt contamination), foreign object debris (e.g. birds), varying engine performance (i.e. compressor surge), and any other abnormal condition affecting optimal pressure distribution. This system performance should also demonstrate the automatic bypass feature functionality and the ability to manually override.” It is up to the Offeror to define this testing effort.
The USG anticipates this test to be conducted in an integrated test environment (e.g. flow test bench) to demonstrate the performance of a baseline, unfiltered engine versus a clean barrier filter equipped engine, to include demonstrating the items described in SOO/SOW Section 3.3.
4. Bypass Door
a) The solicitation states: “The system shall be able to flow a minimum of 27.0 LBM/second at Sea Level ISA when in the Bypass Condition with a full blockage of the filter elements and shall not “dump” the accumulated sand/dirt into the engine when the Bypass system is opened.”
Doesn’t appear to be a question here..?
b) Is “full blockage” defined as maximum contamination loading at 20” H20 differential pressure or defined as 100% blockage of filter media?
Although the media solution may not be fully blocked, the maximum contamination loading at 20 inches H20 differential pressure should be used.
c) What is the allowable pressure loss at the minimum airflow of 27.0 LBM/second when the bypass door is open?
None. When the bypass door is open, the system should flow at no less than 27.0 LBM/second and any contamination within the filter shall not be “dumped” into the engine.
5. Future Procurement: What are the projected quantities for future procurement?
TBD…. For your information, we currently have 61 fielded MH-47Gs and a program of record taking us to 69 fielded MH-47Gs in nominally 2016.
