| Most small businesses receive an FCL by being a subcontractor on a contract first. I feel this bid would not be competitive as it is currently written. Would you consider allowing subcontractors on this proposal to NOT have an FCL as long as the Prime contractor has an active FCL? Or would you consider removing the requirement to encourage competition? | We understand the difficulties with obtaining FCLs and/or individual security clearances and strive to increase competition where possible. We considered the request; however, we decline based on operational requirements and the uncertainty as to how long the process will take to process and obtain the required clearances. See Amendment 1 which clarifies the Government's requirements for this effort to demonstrate active Secret FCL and all Key Personnel clearances for both the prime and subcontractor at time of proposal submission. |
Note, some Q&A appears to refer to FCL and/or personnel clearances as the same thing. They are distinct and separate. Generally, a company must have an FCL first to obtain Secret clearances for their personnel. This process can take anywhere from 6 months to longer depending on if the company and/or individual have been favorably adjudicated in the last 2 years. There is no set timeline and increase unacceptable uncertainty if both are not demonstrated at time of proposal submission.

If selected I do not mind at all to reimburse you for the cost of sponsorship | For operational purposes, NSW typically doesn't sponsor companies because of the waiting process. Estimated process can take up to 6 months or longer. | If I am a current San Diego Police Canine Sergeant would this suffice for any interim clearance until the official was complete? | See Answers 1 and 2. |
| Is it just myself that would need a security clearance or all employees by May 23 when the contract is due? | Because NSW is awarding the Task Order concurrently with the IDIQ, we are requiring offerors to demonstrate active Secret FCL and all Key Personnel clearances for both the prime and subcontractor at time of proposal submission. See Amendment 1. |
