About this file
This performance work statement outlines requirements for nearshore meteorology and oceanography subject matter expert support services for Naval Special Warfare Command. The contractor shall provide one-day training courses for up to seventy students covering topics such as tidal prediction and exploitation, mapping shorelines using forecasting methods, and assessing tidal variables' impact on maritime operations. The subject matter expert instructor must have over five years of relevant experience, knowledge of forecasting techniques, and communication and computer skills. Training dates will be defined in task orders under the multiple award indefinite delivery indefinite quantity contract to be awarded, with an anticipated minimum of six one-day courses required per ordering period in San Diego, California. Performance Work Statement Naval Special Warfare Command
TIDAL FORCES AND METHODS OF PREDICTION
1. BACKGROUND
1.1 Naval Special Warfare (NSW) requires the services of a Nearshore Meteorology and Oceanography Subject Matter Expert (SME) who shall provide support for training, demonstration, and personnel feedback regarding various advanced processes, for environmental forecasts
2. OBJECTIVES
2.1 NSW intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide students with the ability to assess and evaluate ocean/bay tidal variables in order to mitigate their impact on NSW waterborne operations during maritime training.
3. SCOPE
3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to conduct training on Nearshore Meteorology and Oceanography.
4. REQUIREMENTS
4.1 The Contractor shall provide one (1) day NSW personnel targeted training on Nearshore Meteorology and Oceanography, for up to seventy (70) students, which shall develop a basic understanding of the underlying forces driving the near-shore engine, and demonstrate simple techniques to predict waves and currents along a small stretch of beach. These basic principles taught shall be applicable to all shorelines worldwide.
4.1.1 Topics covered shall include the prediction and exploitation of the near-shore environment to explain how the bathymetry and ocean floor would affect waves, tidal action, currents, rip currents and how it may affect potential swimmer and small craft operations.
4.1.2 The Contractor shall instruct Students on how to map a shoreline using simple forecasting methods and overhead imagery; labeling locations of wave concentration points, lower wave areas, general speed and directions of wave driven currents and how to exploit learned information for over the beach operations and further, how the bottom shapes and change in tides would affect the surf-zone and impacts.
4.2 The Course Instructor shall provide a training plan prior to training. The training can be modified in any way by NSW training department to best suit the requirements of SQT. Training plan shall include the following topics covered and schedule
4.3 The Course Instructor shall be a Subject Matter Expert (SME) on Nearshore Meteorology and Oceanography. The SME shall provide SQT students training in the production of intelligence assessments in support of NSW Maritime Operations. In order to be effective, the SME shall be skilled, experienced, and willing to work flexible or alternative hours as needed to complete the training. Further, s/he:
4.3.1 Shall have the ability to instruct the necessary techniques to perform research, gather data, assemble and analyze facts, draw conclusions, and develop solutions regarding the Nearshore Tidal engine
4.3.2 Shall have more than 5 years of experience working as a Nearshore Meteorology and Oceanography SME supporting NSW operations;
4.3.3 Shall possess knowledge and ability to use email and Microsoft Office applications (at a minimum including Outlook, MS Word, Excel and PowerPoint);
4.3.4 Shall possess an excellent work ethic, verbal and written communication skills, and be detailed and accurate in performing all administrative and routine functions.
4.4 Course Topic shall consist of the following:
4.4.1 Assessment and evaluation of ocean/bay tidal variables to mitigate their impact on NSW Maritime Operations
4.4.2 The overall intent shall be to fuse newly acquired knowledge of near-shore forces and predictions into an accurate and relevant theoretical assumption of what to expect along a shoreline.
4.4.3 The establishment of simple, rules of thumb shall be the ultimate goal.
4.4.4 The Contractor shall administer a 2 hour administrative evaluation office/computer session followed by practical evaluation time (~2-hours) in the ocean experiencing the surf zone.
4.5 The Contractor shall provide reference cards required to meet course objectives to each student during the class.
4.6 The training dates shall be defined in the task order.
