52.212-1 Addendum:
Interested parties are responsible for monitoring the https://sam.gov/content/home website regarding this solicitation.
(1) Quote Submission: All quotes shall be submitted and received at matthew.a.spencer.civ@socom.mil no later than the date and time established on Page 1 of this solicitation. Quotation submission time indicated on Page 1 is Eastern Standard Time. The email should have the following in the subject line: QUOTE FOR H92240‐23‐Q‐0002.
Quotes shall be submitted in accordance with the instructions herein, and non‐conformance with the specified required content may be cause for rejection of the quote.
TO BE CONSIDERED TIMELY. E‐mail quote must be received in its entirety in the designated E‐ mail inbox by the due date and time for final quote submission. An E‐mail quote that resides on a Government server, but has not appeared in the designated E‐mail inbox by the due date and time for quote submission will be considered late in accordance with FAR 15.208(b). Therefore, it is incumbent upon the Quoter to ensure that its entire quote is received by the Agency by the designated due date.
(2) Question Submission: All questions shall be directed soonest to the Contracting Office and received by email NLT than 4pm EST on 31 October 2022, to allow adequate time to prepare and issue responses prior to the date and time set for receipt of quotes.
The email should cite “H92240‐23‐Q-0002” in the subject line and be sent to the following email address: matthew.a.spencer.civ@socom.mil Questions received after this date run the risk of not being answered.
Only written questions will receive a response. It is required that each question should include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification.
(n) QUOTE FORMAT AND CONTENT:
The quote shall consist of three (4) four volumes: (I) Administrative, (II) Security Qualifying Criteria, (III) Quoter Capability and (IV) Price.
Electronic quotes shall contain separate files for each volume. Individual emails shall not exceed 10 MB.
Submissions with .zip files are not acceptable and will not be delivered by the government email server. The quote page format will be 8 1/2” x 11”. A page is defined as one face of a sheet of paper containing information. Type shall not be less than 10 pitch, Times New Roman, double spaced.
VOLUME I ‐ ADMINISTRATIVE:
General requirements;
o Complete business address of the Quoter o The corporate name to be used on any resultant contract, and the remittance address if different from that above. If this name does not identify a "parent company" or sponsoring "corporation" name, also provide such identity, as appropriate.
o The Quoter’s Commercial and Government Entity (CAGE) Code and Unique Entity Identifier (UEI) Number.
o Name, telephone numbers and e‐mail address of person(s) to be contacted for clarification or questions to the quote.
o Include Signed SF1449 and any/all Amendments
Fill‐in clauses; Provide all fill‐ins or certifications required by the solicitation for inclusion in any resulting contract.
o FAR 52.212‐ 3, paragraph (b).
o The Quoter must be registered in the System for Award Management (SAM) to be eligible for award; Quotes received without the completed copy of the provision at FAR 52.212‐3 Alt I or completed SAM representation may be considered non‐compliant. NOTE: If a quoter is registered in SAM, the quoter is still required to complete paragraph (b) of FAR 52.212‐3.
o FAR 52.204‐20 (if applicable) o FAR 52.204‐24 and 52.204‐26
Terms and Conditions; The Quoter must include a statement that it either – o (a) agrees to the terms and conditions of this solicitation (which consists of the entire RFQ, including all documents, and attachments that are incorporated therein by reference and made a part thereof) and any solicitation amendments; or o (b) takes exceptions to any terms or conditions of the solicitation, and clearly identifies those exceptions. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Exceptions to any of the terms and conditions of this RFQ will be considered by the Government and may render the quotation ineligible for award.
The Quoter shall limit this Administrative volume, to include the Terms and Conditions, to 2 pages.
FAR/DFARS/SOFARS Clause completion does not count towards the page limitation. The cover page and table of contents do not count towards the page limitation.
VOLUME II – SECURITY QUALIFYING CRITERIA – FACILITY CLEARANCE (Pass/Fail) The Quoter must have, at a minimum, an active Secret Facility Clearance (FCL), as accredited by the
Defense Security Services (DSS) at time of quote submission.
The Quote shall provide documentation evidencing that the quoter (Prime) holds, at a minimum, an active Secret FCL as accredited by DSS at time of quote submission. (Reference; DoDM 5220.22 and Section 1629 of the 2020 NDAA provision) o Joint Ventures (JVs) – The entity is not required to have a Secret FCL pursuant to section 1629 of the 2020
NDAA provision IF ALL joint venture partners possess a minimum of a Secret FCLs as accredited by DSS at time of quote submission.
o Subcontractor(s) ‐ If any proposed FTE is employed by a subcontractor, then the proposed subcontractor shall ALSO have at a minimum an active Secret Facility Clearance as accredited by the DSS at time of quote submission. The quote shall provide documentation evidencing this. (No Page Limit)
VOLUME III – QUOTER CAPABILITY
This section shall address the Quoter’s technical capabilities to provide the services described in Attachment 1 – Performance Work Statemen. The quoter shall provide specific narrative details and/ or description of actual methods, processes and procedures and corporate capabilities to accomplish the scope of work to include Course Curriculum summaries and personnel capability summaries. Quoters are cautioned not to simply rephrase or restate the government’s requirements in the quote, but furnish convincing narratives describing “how” they intend to provide the services outlined in the PWS. The Quoter shall limit the Technical Section to 20 pages, 10-pitch, double-spaced, 1” margins. Course curriculum summaries and personnel capabilities summaries will be evaluated to determine the Quoter’s ability to meet material requirements of the RFQ.
VOLUME IV – PRICE
The Quoter shall utilize Attachment 2 – Pricing Spreadsheet in the Excel format provided. Areas highlighted in yellow shall be completed by the quoter. Pricing is required for all ordering periods.
Firm Fixed Price means that all quoted prices for each Course of Instruction shall be inclusive of all direct and indirect rates (i.e., direct labor, material, travel, and other direct and indirect costs).
The Quoter shall not alter formulas in the Microsoft Excel spreadsheet provided. The Total Evaluated Price (TEP) will be automatically formulated.
