Performance Work Statement
Naval Special Warfare Command
Indoor Shooting Range HVAC Service Contract
1. BACKGROUND:
1.1 Naval Special Warfare Group EIGHT Container Indoor Shooting Facility at Pearl City Peninsula
(PCP), 2001 Victor Wharf Access Rd, Pearl City, HI uses suitable ventilation as the primary source in removing harmful contaminants and particles from the user’s respiratory zones. These contaminants are created during the firing of a weapon by those occupying the range and the ventilation is critical for the safe operation of the range. The ventilation system is made up of four large Trane commercial grade air conditioning units and four large exhaust fans located on the roof of the shooting range and are prone to the harsh tropical island elements. Routine preventative maintenance is a must for the long-term use of all air conditioning (AC) and exhaust fan units.
2. OBJECTIVES:
2.1 The objective of this requirement is to provide a service for quarterly preventive maintenance, immediate repairs, and/or the replacement of major AC and exhaust fan components to keep the systems operational. Other related services may be negotiated at the Task Order level.
3. SCOPE:
3.1 The Contractor shall provide all materials, equipment (e.g. ladder), parts, and labor to complete the following services.
3.2 Quarterly Maintenance: ELIN 001
3.2.1 Conduct quarterly preventative maintenance on four Trane Model#
WSC090E3R0A0R00B AC and four exhaust fan roof-top units.
3.2.2 Technicians will if needed, replace air filters and v-belts on all AC units.
3.2.3 Technicians will clean coils and clean drain lines on all AC units.
3.2.4 Technicians will if needed, replace v-belts and grease bearings on all exhaust fan units.
3.2.5 Technicians will inspect, assess, and recommend, if necessary, upgrade/replace any and all old obsolete, ineffective, and/or non-functioning hardware
3.2.6 The recommended repairs shall be captured in the Maintenance Report which shall be delivered electronically to the Government TPOC listed below within 3 business days of the visit.
3.3 Immediate Support Services:
3.3.1 Technicians will provide onsite support for troubleshoot/repair that cannot be corrected by normal troubleshooting practices due to system failure. These services can only be provided within scope of an active task order. Sufficient funds must be available prior to any work being performed with the approval of the Contracting Officer or authorized
Government Representative.
3.3.2 Provide a within 24-hour response time for service after the call for immediate repairs.
3.3.3 Conduct repairs on major AC and exhaust fan components (as called out in Attachment
02 – ELIN Price list).
3.3.4 Conduct replacement of major AC and exhaust fan components.
3.3.4.1 Scroll Compressor and Liquid Line Dryer Replacement (ELIN 002)
3.3.4.2 Outdoor Condenser Coil Replacement (ELIN 003)
3.3.4.3 Indoor Evaporator Coil Replacement (ELIN 004)
3.3.4.4 Outdoor Compressor Fan Motor and Fan Blade Replacement (ELIN 005)
3.3.4.5 Indoor Blower Motor Replacement (ELIN 006)
3.3.4.6 Main Circuit Board Replacement (ELIN 007)
3.3.4.7 Expansion and Reversing Valve Replacement (ELIN 008)
3.3.4.8 Thermostat Replacement (ELIN 009)
3.3.4.9 Exhaust Fan Motor Replacement (ELIN 010)
3.3.4.10 Variable Fan Drive Replacement (ELIN 011)
3.3.4.11 Blower Wheel Assembly Replacement (ELIN 012)
3.4 Other Support Services ELIN 013
3.4.1 Any additional work above the FFP negotiated for the ELINs above must be approved in writing by the Contracting Officer before work shall be performed. The Contractor shall ensure there are ample funds available prior execution of any work.
4. Additional Requirements
5. CONTRACTOR TRAVEL: There is no contractor travel required for this contract.
6. DELIVERABLES:
7. SAFETY
7.1 Contractor is responsible for safety. Contractor/subcontractor agrees to exercise and adhere to OSHA and Federal Regulations/Safety Practices.
7.2 Nothing in the PWS, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the
Government's personnel and property. Furthermore, nothing in this PSW shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
8. SECURITY
8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of
Government data.
8.2 Personnel under this requirement are required to have proof of citizenship
8.3 Contractor’s personnel performing this requirement must have vehicle pass and access to military installations. Contractor is responsible for coordinating all necessary documents to obtain military access through Military Pass and Decal Office.
9. QUALITY CONTROL:
9.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
10. QUALITY ASSURANCE:
10.1 The Government reserves the right to perform inspections to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will be responsible for monitoring performance in accordance with the requirements of the PWS
10.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the
Contracting Officer will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. 12. PERIOD OF PERFORMANCE
12.1 Maintenance shall be conducted on a quarterly basis, awarded annually over a five year period of performance. Additional service will be added via individual Task Order as needed.
13. COVID-19 CONSIDERATIONS
13.1 Contractor shall comply with provided guidance relating to the prevention of COVID-19. This may include Presidential Executive Orders, CDC, DOD, local, and federal installation guidelines.
Contractor personnel may be subject to quarantine/isolation periods at certain locations and shall comply with any federal, state, or local, including federal installation (command specific) requirements.
