Performance Work Statement (PWS) Naval Special Warfare Command

Vertical Wind Tunnel Freefall Simulator Time (West Coast)

1. BACKGROUND

1.1 The vertical wind tunnel is a valuable tool that enables parachutists to practice and improve body flight technique. It enables parachutists to practice emergency procedures while wearing military equipment, i.e. parachute and equipment bags in a controlled environment. This training is vital to keeping parachutists safe and proficient in order to accomplish their mission as it relates to Naval Special Warfare (NSW).

2. OBJECTIVES

2.1 Provide Vertical Wind Tunnel (VWT) Freefall Simulator Facility to be used for training of NSW personnel on the West Coast.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities necessary to provide a VWT facility and training time in order to elevate the currency and proficiency levels of military freefall parachutists.

4. GENERAL REQUIREMENTS

4.1 The Contractor shall ensure that training is conducted in accordance with all Local, State, and Federal rules and regulations to include provision of any required permits or land use agreements. Contractor shall possess all necessary Local, State, and Federal land usage permits and authorizations prior to conducting the training defined in this PWS.

4.2 The Contractor shall exhibit professional conduct and comply with all applicable Federal, DoD, Navy and United Special Operation Command regulations, instructions, directives, and policies in performance of this contract.

4.3 The Contractor shall be responsible to internally track ordered/used hours and ensure necessary contractual authorizations and funding is in place for all wind tunnel hours and instructor training prior to use.

5. PEFORMANCE REQUIREMENTS

5.1 The Contractor will provide a secure area, outside of public view, for military personnel to conduct wind tunnel training and instruction. Facility will be sufficient in size to accommodate multiple personnel performing relative work (RW) training. The Contractor shall provide a clean, effective facility for the conduct of vertical wind tunnel training.

5.2 The VWT shall:

5.2.1 Meet or exceed 14 feet in diameter, 52 feet in height, and contain a climate controlled recirculating flight chamber; and

5.2.2 Accommodate four (4) students at one time and provide a wind tunnel that incorporates a make-up air system, allowing the antechamber to remain open while the tunnel runs.

5.3 Facility wind speed will be sufficient to lift all parachutists wearing tunnel-safe parachute rigs and equipment bags.

5.4 Contractor shall provide classroom facilities to accommodate fifteen (15) students; the classroom shall be equipped with a large high definition screen and all electronics necessary for viewing any assessments and all visual training materials.

5.5 Contractor shall provide wind tunnel suits, parachute rigs, helmets, and goggles for use by each student training in the VWT.

5.6 Contractor shall provide a military free fall/vertical wind tunnel Safe Rig for each student training in the VWT.

5.7 Contractor shall provide one International Bodyflight Association (IBA) Instructor (I rated) or Trainer (T rated) or international equivalent rating for all tunnel use, which shall be priced into the wind tunnel hourly rate to serve as a Safety Observer at the door to the wind tunnel. Any additional Instructors (I) or Trainers (T) will be requested at the task order level. Instructor Ratings are I Level

(I1-I4), and Trainer Ratings are T Level (T1-T4). Trainers (T) are required to increase from one I level to the next I level, and from I4 to all subsequent T levels (T1-T4).

5.7.1 The Government reserves the right to request copies of any of the above required certifications to verify qualifications are appropriately met.

5.7.2 Contractor shall allow Military Instructors into the wind tunnel to provide necessary/remedial training to students as designated at the Task Order level.

5.8 Contractor shall provide a train the trainer course “Military Coach Course (MCC)” twice a year. The MCC shall include five (5) hours of tunnel time for four (4) students, for a total duration of twenty

(20) hours each per course. One Level 4 Trainer (T4) and one other T Level Trainer is needed to run an MCC. Students that complete the course will receive an IBA military coach rating which includes Flying With Equipment (FWE). These hours are included in the below estimate.

5.9 The Contractor shall provide an estimated 800 VWT hours per year, and 200 instructor hours per year.

5.9.1 800 hours of Vertical Wind Tunnel – to be used as needed by Naval Special Warfare.

5.9.2 200 Instructor Hours – Combination of I (1-4) to be used as needed in the quantities set forth by the Government at the task order level.

5.9.3 120 Hours of Trainer Time for MCC annually, divided evenly between the biannual MCC for each Command.

5.10 Video Recording and Playback

5.10.1 Contractor shall provide equipment and personnel necessary to perform video recording and playback capabilities of all VWT training events.

5.10.2 The Contractor shall provide the capability for recording and playback to occur concurrently.

5.10.3 The Contractor shall provide a standalone video replay system that does not connect to the internet. A high definition viewing area and screen shall be provided in order to adequately assess student performance. This equipment shall be located in the classroom.

5.10.4 The Contractor shall provide one (1) copy of the recorded training event(s) to the Government on a digital versatile disc (DVD).

5.11 Scheduling and Access

5.11.1 The Government intends to provide the Contractor with tentative training schedules within thirty (30) days after contract award.

5.11.2 Schedule changes will be made no later than (NLT) ten (10) days prior to the start of each training event. All changes will be issued by the Contracting Officer.

5.11.3 The Contractor shall provide access to the training facility from 0600 until 2200 Monday through Friday, excluding Federal holidays. The Government will coordinate with the Contractor for access outside of the normal scheduled work hours no later than seven calendar days in advance. This may include Saturdays and Sundays.

7. CONTRACTOR MANPOWER REPORTING

7.1 The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Special Warfare Command via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2022.

8. CONTRACTOR TRAVEL

8.1 Contractor travel is not authorized for this requirement.

9. SECURITY

9.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

9.2 The Contractor shall refrain from using “Naval Special Warfare Command” (NSWC), reference to any NSWC personnel by title or position within NSWC, or this contract in any of its publications, websites, materials, media, or advertising media. The Contractor shall not use or reproduce the Department of the Navy’s trademarks or trade secrets with respect to Naval Special Warfare, Naval Special Warfare training, and the Navy SEALs/SWCCs (i.e., there are several U.S. trademark registrations in connection with the words NAVY SEALS, the Trident logo, and the SWCC logo).

9.3 The Government does not anticipate the contractor needing to access classified information in performance of this contract. However, in the event the contractor is involved with a potential spillage, security violation, or information technology violation, the contractor shall cooperate in any related inquiry or investigation, which may include but not limited to the Government securing contractor property or contractor employee personal property as determined necessary by the Government and/or conducting forensic analysis. Applicable Department of Defense, United Special Operations Command, and Naval Special Warfare regulations, instructions, and policies would apply to such processes.

10. SAFETY

10.1 Nothing in this PWS, nor any USG action or failure to act in performance of the contract shall relieve the Contractor of its responsibility for the safety of the Contractor’s personnel and property, the USG personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the Contractor of its responsibility to comply with applicable Federal, state, and local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

10.2 This training is categorized as High Risk in accordance with OPNAVINST 1500.75D and COMNAVSPECWARCOMINST 1500.1. As such, an Operational Risk Assessment and the implementation of risk controls are required for these training events in accordance with OPNAVINST 3500.39D and COMNAVSPECWARCOMINST 3500.2C.

10.3 USG will ensure a qualified medical person is on station at each training event, a designated vehicle identified to support CASEVAC is on sight, and a verified Emergency Action Plan (EAP) is in place.

Contractor will be responsible for knowing the contents of the EAP, their role in any emergency situation, and that all NSW personnel are aware of the same.

10.4 Contractor along with USG will ensure that Training Time Out (TTO) procedures (Verbal and Non- Verbal) are briefed and understood by all instructors and participants prior to the start of every evolution. A TTO will be implemented in any situation when students or instructors express concern for personal safety or a need to clarify procedures or requirements. Training must immediately cease until the situation or condition is returned to a safe state. Then and only then will training resume.

10.5 Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated Safety Observer (SO) or Training Safety Officer (TSO). The Contractor will ensure any mishaps or near mishaps are investigated, recorded, and reported to the Government. This information will be inputted into the Navy Risk Management Information (RMI) Safety Investigation Reporting (SIR) System and the NSW Mishap reporting system in Defense Ready. A near mishap is defined as “an act or event that may have resulted in a mishap where the death, injury, illness or loss of asset was avoided merely by chance.”

10.6 The Contractor (including any subcontractor) shall have in place all required and appropriate Liability Insurance coverage at the minimum commercial industry standards to be used in the event of accident, injury, and/or damage related to activities under this contract. If requested by the Government, the Contractor shall furnish a Certificate of Insurance evidencing required coverage.

11. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION: N/A

12. QUALITY CONTROL

12.1 The Contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

13. QUALITY ASSURANCE

13.1 The USG reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The USG will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

13.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory Contractor performance, the Commanding Officer will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The Contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The USG will review the Contractor’s corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of the Contractor’s performance when determining present or future contractual actions.

15. PLACE OF PERFORMANCE

15.1 This service shall be provided at the Contractor’s facility located within thirty (30) miles of San Diego, CA.

16. PERIOD OF PERFORMANCE

16.1 Ordering Period: 5 Year Ordering Period from Date of Award

17. COVID-19 CONSIDERATIONS

17.1 Contractor shall comply with provided guidance relating to the prevention of COVID-19. This may include Presidential Executive Orders, CDC, DOD, local, and federal installation guidelines.

Contractor personnel may be subject to quarantine/isolation periods at certain locations and shall comply with any federal, state, or local, including federal installation (command specific) requirements.

17.2 COVID-19 Safety Protocols shall be in place throughout the duration of training in accordance with (IAW) CDC, State of Alaska, and Denali National Park Service and any other applicable protocol.

17.3 Contractor must maintain standing COVID-19 spread mitigation plan to include at minimum, but not limited to, the following:

17.5 Must have previous experience conducting training while incorporating COVID restrictions.
