Performance Work Statement Naval Special Warfare Command

Instructor Mindfulness Course of Instruction (COI)

1. BACKGROUND

1.1 NSWCEN is an Echelon 3 command within the Naval Special Warfare Clamancy. The primary missions of NSWCEN are assessing, selecting, training, and qualifying candidates to become SEALs and SWCCs and providing advanced individual skills training to the NSW community. NSW candidates and operators are consistently required to implement complex decision making in very high stress environments both in training evolutions as well as during deployments and operational activities. These decisions often require candidates and operators to focus on the moral and ethical implications or their decisions within a short time frame prior to taking action. A crucial aspect of maintaining a high level of operational readiness is ensuring that operators maintain healthy and robust mental health in a high-stress environment. SOCOM has identified mental fitness as a core component to overall fitness, as the nature of the work performed by Special Operations operators regularly exposes them to situations that might cause moral injury or will require them to make moral and ethical decisions in situations that might be ambiguous. Mindfulness is a methodology that greatly enhances setting the conditions for right ethical decision-making. The concepts of (1) moral injury and

2) ethical/moral decision making are two essential SOF performance-focused initiatives that will be aided by the provision of targeted mindfulness training that is tailored to high performing athletes, Special Warfare Operators and other high stress career fields.

2. OBJECTIVES

2.1 The objective of this requirement is to train instructors at Naval Special Warfare Center and its subordinate commands, Naval Special Warfare Basic Training Command and Naval Special Warfare Advanced Training Command, in the personal application of targeted mindfulness techniques in order for the instructors to model and more effectively train generations of NSW candidates. The training seeks to provide participants the ability to approach ethical decision-making with intentionality in high stress environments, increase mission focus, as well as the enhance the positive impact of mindfulness on overall health and interpersonal relationships.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to ensure world-class training to instructor cadre on mindfulness techniques, procedures and lifestyle decision points to include the topics: recognition and regulation of the sensations of stress and performance anxiety as well as unhelpful thinking, trusting your training and performing, allowing for physical or emotional pain rather than being distracted by it, cultivating compassionate rather than critical inner self talk, leveraging personal character strengths without becoming attached or identified, and applying a mindful approach to goal setting.

4. REQUIREMENTS

4.1 The contractor shall provide the following courses:

4.1.1 2-hour introductory mindfulness courses to a cadre of 80 SEAL and/ or Special Warfare Combatant Crewmen (SWCC) instructors. The contractor shall develop all course materials and training plans for Government approval.

4.1.1.1 Training plan shall include:

4.1.1.2.1 Inhabiting Your Body & Getting Out of Your Own Way and

Letting Go

4.1.1.2.2 Working with Difficulty & The Challenges of Perfectionism and the Glitches in Goal Setting

4.1.2 16-hour, 2-day intensive course to a cadre of 25 SEAL and/ or Special Warfare

Combatant Crewmen (SWCC) instructors. The contractor shall develop all course materials and training plans for Government approval.

4.1.2.1 Training plan shall include:

4.1.2.2 Course topics shall include:

4.1.2.2.1 Recognition and regulation of the sensations of stress and performance anxiety.

4.1.2.2.2 Recognition and regulation of unhelpful thinking and mind wandering.

4.1.2.2.3 Trusting your training and performing naturally and spontaneously.

4.1.2.2.4 Allowing pain rather than distracting, avoiding or repressing.

4.1.2.2.5 Cultivating compassionate inner self talk around mistakes or failure.

4.1.2.2.6 Leveraging gratitude and personal character strengths without becoming attached or identified.

4.1.2.2.7 Applying a mindful approach to goal setting.

4.2 Instructor Qualifications:

4.2.1 Instructor(s) shall have a minimum of 5 years’ collective experience training or teaching athletic coaches, professional athletic directors, athletes, or high-risk government employees (i.e., fire fighters, border patrol, etc.) in the principles of mindfulness as described herein.

4.2.2 Instructor(s) shall have a minimum of 5 years’ instructional experience.

4.2.3 Instructor(s) shall be recognized expert(s) in the field of athletic coaching development in the area of mental performance or education for high-risk government employees in the area of mental performance.

4.2.4 Instructor(s) shall have a minimum of 1 year of experience working with Naval Special Warfare operators as an instructor in the area of mental performance.

4.2.5 Instructor(s) shall be Certified Professional Life Coach and completed training in Mindfulness Based Stress Reduction (MBSR).

4.2.6 Instructor(s) shall be a member of the International Coach Federation.

4.3 Participate in a Post-Award Conference.

4.3.1 This meeting shall provide an introduction between the Contractor personnel and

Government personnel who will be involved with the contract. The meeting shall provide the opportunity to discuss technical, management and security issues. The Post Award Conference will aid both the Government and Contractor in achieving a clear and mutual understanding of all requirements and identify and resolve any potential issues. The Contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable. The Contractor shall provide a written summary of the Post-Award Conference. The dates shall be NLT 2 weeks after contract award on a mutually agreed date.

6. CONTRACTOR MANPOWER REPORTING

6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for NSWCEN via a secure data collection site. The contractor is required to completely fill in all required data fields using the Service Contract Reporting function at www.sam.gov.

7. CONTRACTOR TRAVEL

Any required travel shall be included within the firm fixed price of the COI. A separate travel CLIN will not be included.

8. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI)

8.1 Naval Special Warfare Center will provide the appropriately sized classroom with Audio Visual capabilities as needed.

9. ORGANIZATIONAL CONFLICT OF INTEREST

9.1 If, under this contract, the Contractor gains access to proprietary or business sensitive information of other companies, the Contractor agrees to protect this information from unauthorized use or disclosure and to refrain from using the information for any purpose other than that for which it was furnished.

Contractor employees may be requested to sign a non-disclosure agreement.

10. QUALITY CONTROL

10.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

11. QUALITY ASSURANCE

11.1 The Government will monitor the Contractor's performance under this contract using the surveillance methods identified in the Quality Assurance Surveillance Plan. The Contractor will be given the opportunity to correct or address any adverse findings resulting from the Government’s surveillance consistent with the Inspection/Acceptance clause in the contract. Failure to correct any adverse findings or failure to deliver all services described in this contract may result in non-acceptance of the services by the Government. Failure to meet the standards of this performance work statement may result in a deduction of price equal to the value of the unperformed or poorly performed services. Failure to provide services in accordance with this contract could also result in termination of the contract for cause and/or adversely impact the Contractor’s ability to be selected for future contracts as documented in the Contractor Performance Assessment Report System (CPARS).

12. PLACE OF PERFORMANCE

12.1 Training shall be conducted on Government facility at NAB Coronado, CA.

13. PERIOD OF PERFORMANCE

13.1 A one-year base period of performance and two one-year Option Periods.

13.1.1 Base Period: Two (2) each 2-hour introductory mindfulness courses & one (1) each 16-hour, 2-day intensive mindfulness course. Specific course dates will be agreed upon between the Government and Contractor.

13.1.2 Option 1: Four (4) each 2-hour introductory mindfulness courses & two (2) each 2-day intensive mindfulness course. Specific course dates will be agreed upon between the Government and Contractor.

13.1.3 Option 2: Four (4) each 2-hour introductory mindfulness courses & two (2) each 2-day intensive mindfulness course. Specific course dates will be agreed upon between the Government and Contractor.
