Q&A

Questions Govt Response Document Reference (RFQ, PWS, Attch 2, …) Page # Paragraph #

Should we expect numbers to be close to 60 per meal? What is the lowest number that we would be serving?

Please reference the Workload Estimate paragraph 17 stated in the PWS. Due to evolving mission and training requirements, the numbers can vary. Each order can be unique. PWS 4 17

Is this a new contract or was it held by a previous caterer? If so, what was the last contract solicitation number? This is a follow on contract. Previous solicitation number was H92240‐16‐Q‐1007.

Will we be dropping off the food and setting it up buffet style or will we be asked to serve it to them?

a) The Government is not stating HOW you are to perform the catering services, but we are stating the EXPECTATIONS of Performance. The PWS specifies the minimum food requirements for each meal of which should be available to each student b) Under the scope in Paragraph 3.1 it states ".... to provide food AND render food services ...". c) Per the RFQ, "...Quoter’s technical capabilities to accomplish the work by providing specific narrative details and/ or description of actual methods, processes and procedures...". / How you decide to perform the catering service is at your discretion but it must meet the requirements stated. For example: a buffet can be utilized where the student serves themselves, but the trays will need to be replenished continuously so that every student has the same amount of food available to choose from. Since there is not access to Kitchen services, but electrical and potable water are available , is there anything in the RFP that prohibits shipping a pre‐made meal to spec (USDA prep facility) , and utilizing the utilities available to finalize cooking on site?

a) These are remote training locations, therefore shipping meals to the location would not be an option as there are not facilities/utilities to keep the food at the required temperatures stated in the PWS among other factors. b) Under paragraph 2 it states the food must be fresh. We have added additional delineations to the customer's expectation of fresh to include not frozen, processed, or pre‐packaged. c) Power and potable water are accessible per the PWS. The “set‐up” areas for each location are slightly different. Both have power and running water easily accessible.

Camp Michael Monsoor has a large dirt parking lot in front of two converted Butler buildings which are now the dining hall. Camp Morena has an asphalt driveway which leads directly up to the dining location. Meals cannot be prepared in the dining facilities on site at either location.

Added by Govt General Information

Mealtimes are pre‐set by the staff and generally last about an hour. We have stated the start time within the PWS. The end time will be when all of the students have been served. Mealtimes are not open ended times as they have set training schedules to adhere too. Cleanup is required after the students finish eating.
