· 52.212-3
· 52.204-24
· 52.204-26

22a. All associated info with regard to attachment #1 PWS. Reference 52.212-1 (m) Addenda and 52.212-2 for submission requirements 22b. ELIN Pricing Sheet Reference 52.212-1 (m) Addenda and 52.212-2 for submission requirements 22c. The Add on FARs - 52.212-3, 52.204-24, 52.204-26 as scanned and separate documents. Yes, all fill-ins will need to be provided in your quote. Reference response to Question #21 22d. Anything else applicable in 52-212-1 Reference paragraph (m) Addenda and follow instructions
23. Attachment 2 – ELIN Pricing Sheet – I do not understand the asterisks.
In reference to the initial asterisk – this may help better explain. The permanent dates that will go into each column for each ordering period are based upon the award date + 365 days (1 year), and so on and so forth for the remaining ordering periods.
*Ordering Period Year One (Base Year) Pricing: Date of Award – Day 365
Ordering Period Year Two Pricing: Day 366 – Day 731
Ordering Period Year Three Pricing: Day 732 – Day 1,097
Ordering Period Year Four Pricing: Day 1,098 – Day 1,463
Ordering Period Year Five Pricing: Day 1,464 – Day 1,829
24. Attachment 2 – ELIN Pricing Sheet – The excel chart is not updating the green TEP line and it specifically says do not edit formula. It also says to only input into yellow highlighted areas.
Input the per course amount for each of the yellow highlighted areas (Years 1, 2, 3, 4, 5) – if the excel sheet is not functioning properly, please let us know. You do not need to input anything into the grey boxes, they will self populate. The TEP also self-populates based on the 5 ordering periods/years (ELINs A thru E) + the 50% for ordering period/year 6 (ELIN F). The inclusion of the 52.217-8 is a requirement for services and required to be evaluated at time of contract award in case it is needed in the future. (Reference 52.212-1 and 52.212-2 for additional information regarding the 52.217-8)
25. Attachment 2 – ELIN Pricing Sheet –As I read through this at this time you are only wanting the bid sheet and the bottom of the first page of the RFQ signed?
The RFQ lays out all of the expected documentation that is required to be provided with your quote. A best practice is to read through the document in totality and mark on the document areas that are asking for information or stating fill-ins are required. The front page requires information, there are multiple fill-ins that are required, and supporting information which is stated in 52.212-1 and 52.212-2.
26. Attachment 2 – ELIN Pricing Sheet – I see that the contract is for 5 years but it is one 5 day course per year or is it one 5 day course at each of these locations. It is a 5 day course which could take place at any of the locations indicated and any number of times throughout each year.
27. Attachment 2 – ELIN Pricing Sheet – I need to know how many days per year of training is expected. Unknown. This is an Indefinite Delivery Indefinite Quantity type contract whereas once the minimum contract value is satisfied, the Government is under no further obligation to issue additional orders. The maximum contract value is established at $249,000 for the life of the contract. The cumulative value of all orders issued against any resultant contract shall not exceed the maximum contract value.
28. Attachment 2 – ELIN Pricing Sheet – Also, I would like to know if in the chart I am bidding for 1 year or all 5 years? 5 years. IAW 52.212-2 Factor 2 – Price “…Note that pricing for all items is required, otherwise the quote will be considered ineligible for award”.
