SOLICITATION: H92240-20-T-0053, responses to questions received.
Q1: On page 4 of 8, there is a missing description for line item: 4.2.22.5.12. Please advise.
R1: No requirement is associated with Performance Work Statement (PWS) paragraph 4.2.22.5.12, paragraph is removed
Q2: Being a pre-solicitation, what exactly is due by Oct 19th? A full bid?
R2: Please fully review the beta.sam.gov website. For H92240-20-T-0053 two notices are posted; a pre-solicitation notice, which notifies industry of the Government intent to issue a solicitation; and a solicitation notice, which posted the formal solicitation inclusive of terms and conditions, associated addenda, and included submission instructions/requirements. Quotes are due 19 October 2020 at 1200PM Pacific Time.
Q3: In Scope (3.1), the contractor is required to provide “options”. Please clarify.
R3: See revised PWS.
Q4: In Scope (3.1), it states “five day or ten day”. Please confirm whether the Government requires both, as indicated in the Pricing Sheet.
R4: The Government requires the ability to have a course that is both five and ten days. The contractor shall price both on the provided pricing sheet.
Q5: Please confirm that the Government does not intend to require that both instructors have 3 years’ experience maintaining climbing walls (4.1.1.1). We believe that the Government will receive higher quality instruction if this requirement is applied to the team of instructors rather than to each individual.
As it is currently written, this significantly narrows the pool of qualified instructors, eliminating candidates that are supremely qualified in all other respects.
R5: The experience requirement shall be applied/aggregated to the team of two instructors. (eg. If one instructor has a years’ experience and the other instructor has a years’ experience, the requirement is considered satisfied). Both instructors are required to have some experience with climbing wall training and maintenance.
Q6: Please clarify what type of experience is requested in PWS 4.1.1.2. Is it experience participating in military training/operations IAW these standards? Experience instructing SOF personnel in operations IAW these standards? Experience developing Courses of Instruction (COIs) that comply with the standards?
R6: Experience in instructing and/or conducting operations IAW standards listed within the paragraph.
Q7: Please confirm that 4.1.1.3 applies to the team of instructors and not to each individual instructor.
As it is currently written, this significantly narrows the pool of qualified instructors, eliminating candidates that are supremely qualified in all other respects.
R7: Experience shall be applied to each individual instructor. Both instructors shall have experience with the operations and maintenance of Entre Prises climbing walls.
Q8: 4.2 requires that “the Course of Instruction” include the listed topics but does not specify which COI must do so. Please confirm that this applies to the 10-day COI and clarify which topics must be included in the 5-day COI. If the full list must be included in 5 days, please clarify the Government’s intent for the 10-day class. What are the additional objectives?
R8: The intent of the 10 day COI is to expand on the 5 day COI with an increase in training time and iterations of the items covered. (ie. Additional rappel, rescue drills, etc.). Topics shall remain unchanged.
Q9: Please confirm that Paragraph (n) item (1) will take place after the reviews of the Reps & Certs, Technical Resource Summary, and Past Performance information.
R9: See revision to FAR 52.212-1. As the basis for award is lowest priced technically acceptable vice a trade-off, the Government will initially order quotes from lowest to highest and the lowest quote will be evaluated as described under paragraph (n). If the lowest price quote is determined unacceptable, the next lowest quote will be reviewed following the same evaluation procedures. The process shall continue until a lowest priced technically acceptable quote is discovered.
Q10: Please provide the Government’s preferred method for separating the pricing information from other proposal information (e.g., send in a separate email, password protect the document, etc.) to ensure that proposed pricing does not impact the technical and past performance evaluations.
R10. As stated under paragraph (m) Submission Requirements, the only submission at this time for pricing is Addenda 02 – Pricing Sheet. If any supplemental information is required, the Government will submit a separate request with additional detail.
Q11: Recognizing that the Government is not obligated to any purchase beyond the first order, approximately how many classes per year are anticipated?
R11: At this time, the Governments non-binding estimate is for (one) course for FY21, with the ability to task order for additional courses as required.
Q12: Please confirm that the students in the required courses are the instructor cadre at Kodiak and will have climbing experience prior to the training under this contract.
R12: Contractor should be prepared to train any personnel at NSWD-K assigned who have completed the SOCOM Basic Mountaineering certification.
Q13: How old is the climbing wall, and when was the last maintenance performed?
R13: Completed in 2015 (manufactured by Entreprise) last maintenance in 2019.
Q14.Is the wall a custom-built project or standard model? If standard, what model/type?
R14: Custom built by Entreprise.
Q15: Does the wall have auto-belays or does it require manual anchors and belays?
R15: Auto-belays are maintained by manufacture annually. Climbing wall has 4 autobelays and multiple ground, wall, and top (overhead) anchors. There is mezzanine access to the top of structure with access control gates.
Q16: Please confirm whether the wall is indoors or outdoors.
R16: Climbing wall is completely indoors, there is also training areas outside on natural rock/cliff features.
