Performance Work Statement Naval Special Warfare Command
NSWCEN Training Video Production
1. BACKGROUND
1.1 As part of the N32 Training Innovation initiative, the Curriculum Systems Division is developing a digital media pipeline to support Naval Special Warfare (NSW) training. The Naval Special Warfare Center (NSWCEN) requires the use of Independent Video Production Contractors to produce the training films that will populate the NSWCEN digital training pipelines (e.g., instructional media made available to NSW students and Instructors during training).
2. OBJECTIVES
2.1 The objective of this requirement is to produce fourteen (14) training videos that will be made available to SQT staff and students through a digital pipeline. These training videos will be implemented within the SEAL Qualification Training (SQT) schoolhouse, and replicated throughout other areas of NSW training that will benefit from their use.
3. SCOPE
3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to: Plan, produce, edit, and compress final video files for any pipeline viewing application (must be rendered to play properly on all online, offline, disc, hard-drive, tablet, local or remote, network or standalone system). All applicable versions will be delivered in the required format (e.g., QuickTime Video, WAV audio files, MP4, DVD, Blu-ray, etc.)
for each project. Deliverables will be the final video cut (finished product should not require any additional changes) made available for immediate staff/student viewing.
3.2 Rights to Materials Produced and Delivered under the Contract. The Government will have unlimited rights to use, modify, reproduce, perform, display, release, or distribute in whole or in part, within any timeframe, and for any purpose all work product crafted, produced, or delivered under this contract.
Material delivered becomes the property of Naval Special Warfare and the US Government. The Contractor shall not release or share with any third party any material created, produced under this contract without explicit authorization from Naval Special Warfare.
4. REQUIREMENTS
4.1 The contractor shall coordinate as appropriate with the Government Technical POC’s during the duration of the contract, staying on script and under budget, in order to produce the fourteen (14 videos). All final creative decisions (AKA: ‘final cut’) will reside with the Government Technical
POC.
4.2 The contractor shall work within curriculum guidelines, NSW staff availability, location availability, script requirements, and budgetary constraints to complete the following tasks as required for each project: pre-production documentation (script, storyboards, shot list, shooting schedule), on-location video production, studio recording time, post production editing and sound work, graphic design/visual effect elements, and quality assurance on final edits.
4.3 The Contractor shall develop training videos for the following topics. The Government anticipates that videos will be filmed at NSW Ranges in La Posta, San Diego, and Niland, California. However, interested parties shall be prepared to perform tasking at all locations listed under paragraph 14:

4.4 Training videos will be shot in 4K High Definition Resolution or higher. Final videos for each project will be delivered in one of the following formats, as required for playback on the final delivery device:
QuickTime Video, MOV, WMV, AVCHD, AVI, WAV audio files, Flash, MPEG, MP4, H.264, DVD, or Blu-ray.
4.5 The Contractor shall have the following production experience:
4.5.1 On-location experience shooting educational topics in high-risk military training environments. Experience developing training materials (i.e.; learning objectives, points of performance, evolution steps, etc.) into completed training films. Vendors should have experience rigging lighting set-ups on the fly, working in both indoor and outdoor locations. Experience shooting in low-light conditions is a must. Operational experience with Canon, Sony, Panasonic, JVC, and RED cameras, flying drones or quad-copters with cinematic lenses, on-location sound equipment, voice-over recording, and animation/visual FX software. Vendors must be approved by technical POC.
4.6 Participate in a Post-Award Conference.
4.6.1 This meeting shall provide an introduction between the Contractor personnel and
Government personnel who will be involved with the contract. The meeting shall provide the opportunity to discuss technical, management and security issues. The Post Award Conference will aid both the Government and Contractor in achieving a clear and mutual understanding of all requirements, and identify and resolve any potential issues. The Contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable. Post award conference will take place within 30 days from time of award. Post award conference will require one 8 hour day to complete.
5. DELIVERABLES
5.1 Contractors will submit a finalized script, shot list, and story boards for approval prior to the start of filming. These documents will provide a preliminary look at the visual elements of production, allowing for final notes from NSW personnel to be considered prior to filming.
5.2 Contractors will submit the final video cut (finished product should not require any additional changes) made available for immediate staff/student viewing. The dates for each delivery are approximate, based on training schedules that are constantly flexing. Each project will be produced by the contractor while under guidance of the Government Technical POC. If training priorities shift, project deadlines will be adjusted to meet new requirements. All initial videos will be completed within a year of the post award conference.

6. CONTRACTOR MANPOWER REPORTING:
6.1 The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Special Warfare Center – Curriculum Systems Division (technical POC) via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address:
http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.
While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil.
7. CONTRACTOR TRAVEL:
7.1 Travel outside the San Diego Area is not anticipated. Contractor travel to all production locations (see locations listed in section 4.3 and 14) as required for the planning, production scouting, training observation, and filming of NSW videos. Offeror shall include any expenditures associated with performance as various locations in the price of videos. Travel will not be separately priced or reimbursed.
8. SECURITY:
8.1 Security will be in accordance with the attached DD254. Contractor team individual(s) supporting this task will be cleared at the Secret level at the start of the task. Contractor and Sub-contractors will be authorized to courier classified information up to the “Secret” level in performance of official duties upon approval of and designation by the COR.
8.2 The Contractor shall insure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
8.3 The Contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
8.4 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.
8.5 All Contractor personnel are required to be citizens of the United States.
8.6 Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office.
Contractor shall coordinate with the technical point of contact to secure security office point of contacts and contact numbers/emails post award.
9. SAFETY:
9.1 Safety requirements must be in place during the filming of all NSW high-risk training evolutions.
Contractors will remain under constant guidance of NSW instructor staff or technical POC during all filming. Local safety instructions and guidance must be adhered to at all times.
9.2 If government provided weapons and ammunition are used at a contractor’s facility, the contractor must be able to provide approved weapon and ammunition storage facilities.
9.3 Risk Controls
9.3.1 All high-risk training is categorized as High Risk in accordance with
COMNAVSPECWARCOMINST 1500.1. As such, an Operational Risk Assessment and the implementation of risk controls are required for all training events.
9.4 Mishaps
9.4.1 The Government process must be in place that will ensure any mishaps are reported, investigated and recorded. This information will be input into the Web Enabled Safety System (WESS) by the Government.
9.4.2 Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated RSO or ROIC. A formal written report shall be prepared and submitted to the Safety Officer within 2 working days of the incident
10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI):
10.1 Contractors will generally provide their own equipment for filming, however, government equipment will be used to assist production as required. Technical POC should be consulted prior to any NSW equipment being used for filming. Contractors will use their own hardware and software for the editing, sound work, and digital graphics/animation portions of each project.
11. QUALITY CONTROL:
11.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
12. QUALITY ASSURANCE:
12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner. The Government will assign a Contracting Officer’s Representative (COR) who will be responsible for monitoring performance in accordance with the requirements of the PWS and the Quality Assurance Surveillance Plan (QASP). 12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

14. PLACE OF PERFORMANCE
14.1 Principle photography will take place at NSW range facilities in La Posta and Niland, California.
Secondary photography and b-roll may be filmed in various locations, both on land and at sea, around the San Diego area, to include but not limited to: NAB Coronado, Pacific SOCAL OP Area, San Diego Bay, Mission Bay, Pacific Ocean, Point Loma, La Posta, Niland, SCI, Camp Pendleton, and Advanced Training Center, Imperial Beach, CA.
15. PERIOD OF PERFORMANCE
15.1 Period of performance will be for a period of twelve months commencing upon award.
