Questions and Answers for Solicitation Number H92240-20-T-0001:
1. Reference Page 11 Section 4 Volume 3 Factor Price (Attachment Att_2- IDIQ_Pricing_Worksheet). The current solicitation is for award as a Firm Fixed Price (FFP) contract. Will the US Government change the contract type to FFP with Economic Price Adjustment (EPA) to allow the contractor to adjust prices, if required, as authorized by the EPA Clause?
Answer: The contract type will remain Firm Fixed Price (FFP).
2. Reference Page 1, Section 4, Paragraph 4.1 in the PWS (Attachment 1- Performance Work
Statement (PWS) to the Solicitation). This section states a minimum of 12 students to a maximum of 24 students. However, in the provided Pricing Excel Spreadsheet (Att_2-
IDIQ_Pricing_Worksheet), the column labeled “Estimated Quantities for TEP purposes” lists quantities of 25 for four of the ordering periods and a quantity of four for one of the ordering periods. Can you please define the term “quantities” for this column (e.g. does 25 refer to the number of students in a given course or 25 students in a given year)? In contract year four the quantity is listed as four. This is a large difference from the number of students listed in PWS
4.1. Can you please clarify that the numbers 25 and four in these quantities’ columns are correct?
Answer: The number “25” as the quantity was an estimated quantity of 25 students, not necessarily all on the same order as to exceed the maximum number of students in a single class. The number is for evaluation purposes only. The estimated quantity of “4” for Ordering
Period 4 was incorrect and has been changed to reflect 25.
3. Reference Page 6, Section 16, in the PWS (Attachment 1- Performance Work Statement (PWS) to the Solicitation). This section states specific periods of performance for training will be provided on individual task orders. Can the US Government provide additional guidance and/or specificity regarding the general frequency of courses conducted in each contract year (e.g.
quarterly, semi-annually, annually)?
Answer: Specific periods of performance will be provided on individual task orders and will vary based on training schedules of different NSWC attendees. The Government will consolidate attendance as much as practical. Any contractor required lead time to support a class (e.g.
30/60/90 days) should be included in a proposal for evaluation by the Government.
4. Reference Attachment Att_3_-_WD_2015-5636_SD is a Wage Determination worksheet for San
Diego, CA. Will the US Government allow the contractor to use the appropriate U.S. Department of Labor Wage Determination for the place of performance if outside of the San Diego, CA area?
Answer: The appropriate Wage Determination, if not San Diego, for the place of performance within 400 miles of Coronado NAB, CA will be included in any resulting contract.
5. Reference Page 5, Section 14 in the PWS (Attachment 1- Performance Work Statement (PWS) to the Solicitation). Can you please provide the following documents?
a. COMNAVSPECWARCOMINST 1500.1 – High Risk Training Safety Program
b. COMNAVSPECWARCOMINST 5100.1F – NSWC Safety and Occupational Health Program
c. COMNAVSPECWARCOMINST 6440.2 Certification, Training, and Mentorship of Naval
Special Warfare Special Operations Tactical Medics
d. OPNAVINST 5530.13C – Department of the Navy Physical Security Instruction For
Conventional Arms, Ammunition, and Explosives (AA&E)
Answer: Documents can be provided by the Contracting Officer upon request in writing.
