RFQ H92240-19-T-0028

FERS Retirement Training

Q&A Set 2 7 June 2019

Q1: The technical Volume of proposals received should consist of no more than five pages? This is listed as a requirement under "(2) TECHNICAL:" on page 9 of the document (H9224019T0028) attached to the solicitation.

A1: Correct, the Quoter shall limit this volume to five (5) pages.

Q2: Are responses to questions in 52.212-3 on pp14-16 regarding status as small business, women owned, & veteran owned status required to be completed & submitted with rfq or only upon award of contract?

A2: Yes, 52.212-3 is to be completed upon submission.

Q3: So that vendors can have adequate time to review the answers to questions submitted by the 06Jun2013 deadline, would United States Special Operations Command (USSOCOM), Naval Special Warfare (NSW) extend the proposal submission deadline to 0900 Pacific on 27Jun2019?

A3: The Government extended the quote submission deadline to 0900 Pacific on 14 June 2019 under RFQ Amendment 02.

Q4: Please answer each of the following questions regarding the updated “Attachment_2_- _Exhibit_Line_Item_(ELIN)_Pricing_Spreadsheet_Rev1.xlsx” file posted in Amendment 1:

a) What is the NSW intent in revising the structure of the pricing spreadsheet?

b) The latest version of pricing sheet is unclear on how and what should be priced. Does NSW desire pricing for multiple 2-day sessions and multiple 1-day sessions on each row of the pricing sheet or does NSW instead want vendors to provide pricing for a 2-day plus 1-day weekly session (3 days total) and for a 2-day plus two 1-day weekly session (4 days total)? The pricing sheet may need additional updates to ensure that all vendors are pricing according to the NSW requirements.

c) If NSW potentially requires that vendors provide the 2-day and 1-day courses simultaneously, how would that pricing be reflected in the pricing spreadsheet?

d) Would NSW add a separate line item to the pricing spreadsheet for the travel costs for each training session?

A4:

a) The Government revised the ELIN Pricing Spreadsheet to give quoters flexibility to provide discounted training pricing when ordered and conducted in conjunction with (1) or (2) additional trainings during the same week.

b) Quoters shall provide a Firm Fixed Price (FFP) per training under each column.

c) The Government does not have a requirement for simultaneously conducted trainings.

d) No, per section 7 of the PWS, “All travel in connection with the performance of this PWS shall be at the Contractor’s expense. Contract performance shall be conducted on a firm-fixed price basis.”

Meaning, the Firm Fixed Price (FFP) per training shall be inclusive of travel.

Q5: For each type of training and location, how many class sessions does NSW anticipate during each contract year?

A5: For planning purposes, the Government estimates a need for at least one of the three trainings at each location per year. Note this is not a contractual obligation of the Government to purchase these training estimates. As stated in the RFQ, there are no orders guaranteed above the stated minimum of $2,000.00.

Q6: What are the currently anticipated training dates for the first contract year? With the probable dates, we can block those dates on our instructor calendar in an effort to ensure availability.

A6: For planning purposes, the Government anticipates a need for training sometime during July/August 2019 in San Diego, CA. Note this is not a contractual obligation of the Government to purchase the anticipated training as stated.

Q7: What presentation equipment and personnel support will NSW provide at the government training facilities?

A7: The Government will provide the training facility which includes the classroom, computer, projector, whiteboards, unclassified LAN line, (no wifi). Personnel support will be provided in getting the room reserved and coordinating contractor entry to the facility. The Government has amended Attachment 1

– Performance Work Statement to include this language as Paragraph 9.2.

Q8: Will an internet connection be provided to the instructor during the training? Will that be a wireless or a cable connection?

A8: There wil be an unclassified LAN line (no wifi) and Government provided computer. Any power point presentations or other digital media to be used during training are to be provided to the Government POC at least 2 days in advance of the training. The Government has amended Attachmet 1 – Performance Work Statement to include this language as part of Paragraph 3.4.

Q9: How will NSW ensure that the awarded training provider does not solicit business from attending students?

A9: This is not a requirement.

Q10: How should material costs be quoted for Solicitation # H92240-19-T-0028?

A10: Material costs shall be inclusive of the quoted Firm Fixed Price (FFP) per training.

Q11: What specific training materials does NSW require?

A11: Types of training materials are dependent on the offeror’s approach in accomplishing the specific learning objectives stated under each Course of Instruction (COI) under section 4 of the PWS.

Q12: Would NSW add a separate line item in the pricing spreadsheet for material costs per student?

A12: No, material costs shall be inclusive of the quoted Firm Fixed Price (FFP) per training.

Q13: Since “Terms of the expressed warranty” are a required submission item, what warranty terms does NSW require?

A13: That term is part of FAR 52.212-1 standard language, only to be quoted if applicable to an offerors approach.

Q14: What is the incumbent contract number, corresponding solicitation number and the name of the awarded vendor for the services required in Solicitation # H92240-19-T-0028?
