Ballistic Nitrile Rubber Covering

Q&A Set 1 26 April 2019

Q1: How many of the rubber (Quantity in every order) are you going to order and how many order will going to put in a one year or every year?

A1: For planning purposes, the estimated number of items to be purchased each year is anywhere from 2-8+ per year. Note that this is not a contractual obligation of the Government to purchase these items and quantities and is provided only for purposes of quote submission. As stated in the RFQ, there are no orders guaranteed above the stated contract minimum of $100,000.00.

Q2: May I know the quantity of 2,000,000 each in your request are for New England Belting (or equal) white and black nitrile rubber?

A2: Per Attachment 2 – Exhibit Line Item (ELIN) Pricing Spreadsheet, the value of all orders issued shall not exceed $2,000,000.00 (that is the IDIQ maximum contract value, not a quantity). Offerors shall propose a Firm Fixed Price per item (inclusive of shipping) for ELINs A001 and A002 for each Year.

Q3: What are you referring in your request for the items? Are you referring of $ 2,000,000 or 2,000,000 each of quantity?

A3: See A2 above.

Q4: Are you also needing a quote for line item number?

A4: No, this is “N/A” for quote submission.

Q5: Would I respond to the RFQ on www.FBO.gov electronically or directly to you via email. I did not see an option for electronic response on FBO?

A5: Per 52.212-1(m) in the solicitation, quotes are to be emailed to jonathan.h.katz.civ@socom.mil NLT 3 May 2019 at 0900 Pacific.

Q6: The required lead-time of 30 days from receipt may not be possible, can the Govt revisit requirement?

A6: The Govt revised its delivery schedule (52.211-8) under Amendment 01 as follows: 1-4 qty 45 Days ARO, 5-8 qty 60 Days ARO and over 8 qty 90 Days ARO.
