Naval Special Warfare Command Performance Work Statement for Moving and Disposal Services

1.0 Background: Naval Special Warfare Command (NSWC) is the Navy’s special operations force and the maritime component of United States Special Operations Command. Primarily in support of new construction projects located at Naval Amphibious Base (NAB), Coronado, CA and Silver Strand Training Complex – South (SSTC-S), Imperial Beach, CA, Naval Special Warfare requires logistic support services to relocate furniture and equipment. Additionally, NSW requires furniture and equipment disposal services in order to turn over clean, empty office spaces back to the installation for new tenants.

2.0 Objectives: NSWC intends to award a five year, firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) contract for furniture/equipment relocation services and disposal. The Government intends to issue a single IDIQ but reserves the right to issue multiple awards. If multiple awards are issued, Fair Opportunity will be given to all awardee’s to compete for tasking at the order level in accordance with Federal Acquisition Regulation (FAR) 16.505(b).

3.0 Scope: The Contractor shall provide all labor, materials, equipment, transport, tools, and supervision necessary to accomplish the relocation of office furniture, computers, computer equipment, supplies, and military operational equipment within NAB, to SSTC-S, or to/from any location in the San Diego Area as specified in the task order. The Contractor shall provide all labor, materials, equipment, transport, tools, and supervision necessary to dispose of office-common furniture, equipment, or any other task-order identified items, not to include hazardous materials.

3.1. Relocatable items may include but are not limited to: office furniture and equipment, computers, computer equipment, server racks, military operational gear/other specialized equipment, and systems/modular furniture. The Contractor must be able to move, or dispose of, heavy and/or bulky items that cannot be moved by normal means, on an as needed basis.

4.0 Applicable Regulations:

5.0 General

5.1 The Contractor shall perform office relocation services described in this performance work statement (PWS). This includes, but is not limited to providing boxes, tape, bubble wrap, moving blankets and pads, furniture covers, hand trucks, moving dollies, tie downs, ratchet straps, carpet shields/floor runners, moving trucks, office furniture disassembly/reassembly tools, and labeling devices.

5.2 The Contractor shall perform disposal services described in this PWS. This includes, but is not limited to providing trash containers and refuse-hauling trucks.

5.3 A Contracting Officer’s Representative (COR) will be appointed at the basic contract level and will be responsible for documenting and verifying contractor performance in https://www.transportation.gov/ https://www.osha.gov/ accordance with contract terms and conditions. The COR will also coordinate requests for future tasking with the Contracting Officer and any Customer Representative identified at the task order level. Specific Customer Representatives maybe identified at the task order level and shall serve as a technical point of contact at the task order level for specific moving and/or disposal requirements.

5.4 The Contractor shall not disconnect or reconnect any electrically powered computer and computer network equipment. A Customer Representative will disconnect and reconnect all computer workstations and computer network equipment.

6.0 Scheduling and Response Time

6.1 Requirements for moving and disposal services will be communicated via a formal request for task order quote (RFTOQ). The due date and time for submission of quotes will be provided in the Government’s RFTOQ. A site visit, for the purpose of surveying the Government’s moving and disposal requirements, will be scheduled by the Government within three business days of issuance of the RFTOQ. The Contractor shall coordinate base access for the site visit. The purpose of the site visit is for the Contractor to verify requirements and submit a firm-fixed priced for required moving/disposal services.

6.2 Timely Pick-Up and Delivery: All work shall be performed between the hours of 7:30 A.M. and 4:30 P.M Pacific time, unless otherwise specified in the task order. The Contractor shall commence pick-up and delivery no earlier than 7:30 A.M. and no later than 8:30 A.M.

Pacific time on the date specified at the order level and proceed without unnecessary interruptions until the required services are fully performed. All moves shall take place Monday through Friday, except Federal Holidays, unless otherwise specified in the task order. The no later than time of 8:30 A.M. Pacific Time includes the time it takes for contractor employees to clear Rapid Gate (the badging process) and arrive at work. The period of performance for executing moving and disposal services will be specified at the task order level.

7.0 Relocation and Disposal Services

7.1 Preparing, Loading, and Padding

7.1.1 The Contractor shall provide all padding for furniture and equipment. Padding cloths shall be clean and at least 5oz. in weight and adequately sized to fully pad the furniture surfaces. Used blankets are acceptable; however, canvas, burlap, and other material padding with rough textures that could scratch furniture or equipment are not acceptable. Use of damp, wet, or unclean material is prohibited.

7.1.2 The Contractor shall provide protective material for the interior of the buildings as required. This may include, but is not limited to, providing plywood, vinyl, heavy gauge plastic, cardboard, masonite runners, or other material as required to protect walls, floors, and stairs.

7.1.3 Transportation of Furnishings or Equipment: The Contractor shall provide the necessary vehicle(s) and handling equipment to permit handling and moving of furnishings and equipment. Likewise, the Contractor shall provide the necessary vehicles(s) for disposal of office-common furniture/equipment. Vehicles used for relocation purposes by the Contractor shall be either closed moving vans, trucks with enclosed beds, or flatbed-type vehicles for hauling oversized equipment. Relocation vehicle(s) shall be free of holes or conditions that would permit the entry of water or anything that could damage the items being transported. The doors must fit tightly and securely when closed. For both relocation and disposal vehicles, the Contractor shall obtain necessary clearances or permits, if any, that may be required by the local municipality, and is responsible for all traffic tickets, fines, or citations received.

7.2 Unloading, Assembly, Disassembly, and Placement

7.2.1 Upon delivery to the new site: Unloading shall include the assembly of furniture/equipment and the placement of goods in appropriate rooms, as directed by the Customer Representative. Furniture/equipment shall be set up and placed in the rooms as directed by the end user. The Contractor shall insure their employees perform the loading, offloading, and placement of furniture/equipment with due care to prevent damage to furniture and equipment as well as to Government facilities.

7.2.2 Extreme Conditions: The Contractor shall be prepared for all weather conditions including rain, extreme heat, and cold. In some of the older buildings at NAB, furniture may have suffered water damage and there may be a potential for mold infiltration; the Contractor shall dress appropriately and take caution as the situation requires.

7.2.3 Personal Protective Equipment (PPE): The Contractor shall furnish safety equipment to include, gloves, safety glasses, steel toed shoes, and any other related equipment to safely complete all tasks.

7.2.4 Inclement Weather: During inclement weather, the Contractor shall ensure furnishings/equipment delivered and picked-up is safeguarded from the elements. Items that are wet shall be wiped down immediately after delivery/pick-up to prevent damage.

7.2.5 Clean-Up: The Contractor shall remove all padding, materials, and other debris from the Government facilities, as a result of loading, unloading, placement, assembly, and installation of furniture/equipment. The Contractor shall leave the area in the same manner as before the performance of services.

7.2.6 Damage by Contractor: In all instances where Government Property, Facilities, or Equipment is damaged by the Contractor, a full report of the facts and the extent of the damages shall be submitted to the COR in writing within five calendar days of becoming aware of the damage. The COR shall forward the report to the Contracting Officer within 24 hours of receipt. The Contractor shall repair any items damaged by the Contractor during the move. If item cannot be repaired, Contractor shall reimburse the Government for the full replacement value of the item.

7.2.7 Office Requirements: Upon award of the basic contract, the Contractor shall provide a telephone number for the Contractor’s main office from 7:30 A.M. Pacific time through 4:30 P.M. Pacific time, Monday through Friday. If the Contractor’s main office is not manned during this time, an alternate way of contacting the Contractor shall be provided (cell phone, pager, etc.).

7.3 Disposal

7.3.1 Items for disposal will be identified in the Government’s RFTOQ and will identify whether items for disposal shall be delivered to Defense Logistics Agency Deposition Services Location (DLA-DSL) or delivered to a local waste site/recycling center.

7.3.1.1 Local waste site/recycling center: The Contractor shall remove furniture/equipment and transport to a local waste disposal or recycle center, and dispose or recycle furniture in accordance with all applicable laws, including Federal/State/local/county/city laws and ordinances. The Contractor is responsible for all costs associated with the use of a local waste disposal or recycling center.

7.3.1.2 DLA-DSL: The Contractor shall remove furniture and deliver to the nearest DLA-DSL. Once DLA-DSL is identified as the delivery point for items requiring disposal, the Contractor is responsible for all administrative requirements and costs to successfully dispose of items through DLA-DSL. Requirements may involve but is not limited to completion of DLA-DLS specific forms and coordinating time for delivery of items for disposal. 7.3.1.3 Upon completion of an order containing disposal requirements, the Contractor shall deliver, within five business days to the COR, a summary of items transported to DLA or to the dumpsite. At a minimum, the Disposal Summary Report shall include a description of item(s) disposed, quantity of item(s) disposed, location item(s) were disposed (DLA or waste disposal/recycling center location) and date item(s) were disposed.

7.3.2 For any items requiring disposal, the Contractor shall not receive any monetary or other indirect value from use or re-sale of Government property identified for disposal.

7.4 Contractor Personnel

7.4.1 Base Passes for Contractor Employees: Contractor personnel must be able to pass the Rapid Gate process. The Contractor shall submit a request for base passes for its employees to the COR within three business days after issuance of the task order. The COR will coordinate with Security to ensure that Contractor personnel receive base passes. The Contractor shall be responsible for all passes issued to its employees under this contract. The Contractor shall return all applicable base passes to the Pass and Registration office upon termination of employment or completion of this contract. The Contractor shall submit a listing of all employees terminated to the COR within seven (7) days of the effective date of termination. All Rapid Gate expenses incurred are the responsibility of the Contractor and will not be reimbursed by the Government.

7.4.2 Contractor Personnel Appearance and Identification: The Contractor’s employees shall be easily recognized as Contractor employees. This may be accomplished by either

(1) the Contractor employee wearing distinctive clothing bearing the company’s name and employee’s name, or (2) the Contractor employee wearing an identification badge bearing the company’s name and the employee’s name, with the badge worn or attached to the employee’s outer garment at all times. Clothing or badges shall be provided by the Contractor. The Contractor’s employees shall present a neat and clean appearance at all times.

7.4.3 Removal of Contractor Employees: The Contractor agrees to utilize only experienced, responsible, and capable people in the performance of work. The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. The Contracting Officer may require that the Contractor remove from the Government job employees who endanger persons or property, whose continued employment under this contract is inconsistent with the interest of military security, or who are determined by the Contracting Officer or the COR as being incapable of rendering the services in accordance with the contract.

7.4.4 Escort Requirements: In spaces containing confidential or classified materials, Contractor personnel shall be escorted by Customer Representative staff members. At no time shall Contractor personnel move freely within NSW confidential/classified spaces unescorted. The Contractor shall coordinate with the COR and Customer Representative to ensure authorized escorts are available to accompany the Contractor during relocation/disposal activities.

7.5 Place of Performance:

7.5.1 The Contractor shall transport furniture/equipment – for relocation – between military installations within the San Diego Metro Area, unless otherwise specified in the task order. Anticipated moves include, but are limited to, NAB to SSTC-S; Naval Outlying Field, Imperial Beach to Naval Base San Diego; or NAS North Island to Naval Base Point Loma. Additionally, furniture/equipment intended for disposal is anticipated to originate from military installations within a 15 mile radius of NAB Coronado, unless otherwise specified in the task order.

7.6 Holidays:

7.6.1 Recognized Holidays. The Contractor shall not perform services on the following holidays, unless otherwise specified in the task order:

-New Year’s Day -Martin Luther King Jr.’s Birthday -President’s Day -Memorial Day -Independence Day -Labor Day -Columbus Day -Veteran’s Day -Thanksgiving Day -Christmas Day

7.7 Quality Assurance:

7.7.1 The Government will inspect the Contractor's performance under this contract using surveillance methods appropriate for the nature and complexity of this requirement (e.g., Government observation and customer feedback). The Contractor will be given the opportunity to correct or address any adverse findings resulting from the Government's inspection consistent with the Inspection/Acceptance clause in the contract. Failure to correct any adverse findings or failure to deliver all products/services described in this contract may result in non-acceptance of the products/services by the Government.

Failure to meet the standards of this contract may result in a deduction of price at least equal to the value of the unperformed or poorly performed requirements. Performance will be evaluated to determine whether or not it meets the performance standards of this contract. Re-performance at no cost to the Government is the preferred method of correcting any unacceptable performance. The Contractor shall provide the Government written response why the performance standard was not met, how performance will be returned to acceptable levels, and how recurrence of the cause will be prevented in the future. Failure to perform in accordance with this contract could also result in termination of the contract for cause and/or adversely impact the Contractor's ability to be selected for future contracts as documented in the Contractor Performance Assessment Report System (CPARS).

8.0 Performance Requirement Summary:

8.1 The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance level of each featured objective briefly describes the minimum acceptable levels of service required for each element. These thresholds are critical to mission success.

9.2 Summary of Deliverables:

9.0 Non-Personal Services and/or Inherently Governmental Services

9.1 The Government will neither supervise contractor employees nor control the method by which the Contractor performs the required tasks. The Contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services. If the Contractor feels that any actions constitute, or are perceived to constitute personal services, the Contractor shall notify the Contracting Officer immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the Contractor shall be the sole responsibility of the Government.

10.0 Contractor Manpower Reporting

10.1 The Contractor shall report ALL contractor employee labor hours (including subcontractor labor hours) required for performance of services provided under this contract

While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
