Performance Work Statement Naval Special Warfare Command Defensive Off-Road Driving Course of Instruction

1. BACKGROUND

1.1 Naval Special Warfare (NSW) operators must possess the fundamental ability to perform mounted operations in a safe and effective manner across all terrain types and operating environments. Required core driving skills include, but are not limited to, operation of a variety of vehicle platforms such as front wheel drive, rear wheel drive, all-wheel drive, four wheel drive, etc., on multi surface/environment, vehicle handling, instinctive driving, multi surface/environment threat recognition and avoidance principles. Operators must also be able to perform basic field diagnostics and repair on mobility platforms.

2. OBJECTIVES

2.1 The objective is to obtain contractor provided services in the form of an off-road driving course of instruction (COI) that provides students with a thorough understanding of safe and fundamental driving skills, inherent platform risks, and capabilities in an austere environment and terrain.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to provide a Defensive Off-Road Driving Course of Instruction in accordance with this Performance Work Statement (PWS).

4. REQUIREMENTS

4.1 The contractor shall provide two (2), five (5) day Defensive Off-Road Driving COIs for up to twenty-four (24) students each. Total number of students for both courses combined will not exceed 48. The required instructor to student ratio is 1:2.

4.2 The COI shall provide a combination of classroom/maintenance instruction and driving instruction. Contractor shall provide a daily agenda which includes daily maintenance, on-site repair, driving objectives, and driving instruction for the terrain. Students will have varying levels of driving experience.

4.3 Course design and topics shall include the following:

4.3.1.4 Medical brief.

4.3.2 The COI shall provide instruction in rally style driving which provides students with increasingly difficult terrain negotiation and operating skills. Instructors shall provide verbal guidance and explanation at each interval of training.

4.3.3 Course topics shall include:

4.3.3.1 Unpaved road driving

4.3.3.2 Off-road driving

4.3.3.3 Emergency response driving

4.3.3.4 Anti-brake system and non-abs straight line braking drills

4.3.3.5 Anti-brake system and non-abs turn braking drills

4.3.3.6 Slalom, instinct response drills

4.3.3.7 Skid control

4.3.3.8 High-speed driving

4.3.3.9 Cornering techniques

4.3.3.10 Braking zones

4.3.3.11 Obstacle negotiation

4.3.3.12 Trail drives

4.3.3.13 Left-foot breaking

4.3.3.14 Reversing

4.3.3.15 Controlling under and over steering

4.3.3.16 Pendulum turns

4.3.3.17 J-turns

4.3.3.18 Line selection

4.3.3.19 Heel-toe shifting

4.4 Contractor Qualifications

4.4.1 Contractor instructors shall have experience in off-road driving/racing, Special Operations Forces (SOF) ground mobility Tactics, Techniques, and Procedures (TTPs).

4.4.2 Lead Driving Instructor (LDI): Shall have at least 10 years each of rally racing experience as a driver or co-driver/navigator in sanctioned racing events including in-depth knowledge of course design and topics as listed in paragraph 4.3 above.

4.4.3 Driving Instructors (DI):

4.4.3.1 At least three instructors are required to have a minimum of three out of the last five years of experience training SOF personnel in rally style car control techniques. The number of days or hour of instruction provided to SOF forces per year should be demonstrated in the proposal for each instructor. Only three instructors in any combination are required to have this requirement.

4.4.4 Instructors shall provide verbal or written evaluation of each driver on: vehicle handling skills, precision and consistency, mental skills and be competent in training drivers in multiple platforms.

4.4.5 Contractor shall provide a resume for all instructors with its proposal to verify credential information; these resumes shall meet the requirements set forth in this PWS.

4.5 Contractor Facilities and Equipment

4.5.1 Contractor provided facility shall be on a closed course.

4.5.2 Contractor shall provide a training environment with extreme climate capability. Training environment must include high altitude terrain and the potential for water crossing driving conditions.

4.5.3 Training environment must include tracks available for all five (5) days of training and an on-site classroom(s). Contractor must obtain and make available any and all applicable permits or agreements in place with regard to land use of proposed training site(s).

4.5.4 Equipment

4.5.4.1 All contractor vehicles shall be equipped at a minimum, with ROPS (roll-over protection system), 4 point safety restraints, and fire extinguishers.

4.5.4.2 Contractor shall provide up to date maintenance logs, upon request, which demonstrates routine maintenance and repair of all training vehicles by a certified mechanic upon request.

4.5.4.3 Contractor shall be responsible for provision of any and all supplies, equipment and manpower necessary for training vehicle refueling, maintenance and repair, before, during, and after the COI.

4.5.4.4 Contractor shall furnish Department of Transportation (DOT) approved helmets in good condition and properly sized for each student.

4.5.4.5 Contractor shall provide the following vehicle types in the quantities necessary to support the five (5) day COI training:

4.5.4.5.1 AWD (all-wheel drive) rally type cars with manual transmission.

4.5.4.5.2 FWD (front-wheel drive) cars with manual and automatic transmissions.

4.5.4.5.3 RWD (rear-wheel drive) vehicles with manual transmission.

4.5.4.5.4 HCG (high-center of gravity) 4x4 SUVs vehicles with manual and automatic transmissions.

4.5.4.6 Contractor shall have adequate insurance to cover accidents, negligence, and other unforeseen issues. Proof of insurance shall be provided prior to start of performance.

4.6 Provide training schedule/plan detailing the course outline and schedule of events.

4.7 Provide a Certificate of Completion to each student upon their successful completion of the COI.

4.8 Participate in a Post-Award Conference.

4.8.1 This meeting shall provide an introduction between the Contractor personnel and Government personnel who will be involved with the contract. The meeting shall provide the opportunity to discuss technical, management and security issues. The Post Award Conference will aid both the Government and Contractor in achieving a clear and mutual understanding of all requirements, and identify and resolve any potential issues. The Contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable. The Contractor shall provide a written summary of the Post-Award Conference.

6. CONTRACTOR MANPOWER REPORTING

6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Special Warfare Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil.

7. CONTRACTOR TRAVEL

7.1 Contractor travel is not authorized for this requirement.

8. SECURITY

8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

8.2 Controlled Unclassified Information

8.2.1 Unclassified information related to this acquisition is considered Controlled Unclassified Information (CUI). The contractor shall not release to anyone outside the Contractor’s organization any unclassified information, regardless of medium (e.g., film, tape, document, contractor’s external website, newspaper, magazine, journal, corporate annual report, etc.), pertaining to any part of this contract or any program related to this contract, unless the Contracting Officer has given prior written approval. Furthermore, any release of information which associates USSOCOM, Special Operation Forces (SOF), or any component command with an acquisition program, contractor, or this contract is prohibited unless specifically authorized by USSOCOM.

8.2.2 Request for approval shall identify the specific information to be released, the medium to be used, and the purpose for the release. The contractor shall submit the request to the Contracting Officer at least 45 days before the propose date for release for approval. No release of any restricted information shall be made without specific written authorization by the Contracting Office.

8.2.3 The protection of sensitive but unclassified data reflecting Special Operations technologies, personnel, plans, and business associations requires due diligence on the part of those in possession of such information. The application of appropriate security measures to ensure the safekeeping of USSOCOM and company proprietary data, intellectual property, and personnel data is the responsibility of all parties who have access to such information. All contractors supporting USSOCOM are required to inform the Contracting Officer within three business days of when there has been a breach or successful penetration of the contractor’s network(s) or information system(s). Breaches include unauthorized intrusions of the contractor’s server(s) from external parties whether through introduction of malware, hacking, the compromise of access passwords, or any other unauthorized access or compromise. Breaches also include the physical loss of storage media such and disks, hard drives, thumb drives, laptops or other devices which contain duplicates of information contained on the contractor’s data systems, or the willful or accidental transmission, copying or posting of contract information which has not been specifically authorized by the Contracting Officer. Estimates of damage and mitigation strategies will be submitted to the Contracting Officer within a period following the breach specified and agreed upon by the Contractor and the Contracting Officer.

8.2.4 The Contractor further understands that Title 18 USC Section 701 specifically prohibits the use of the USSOCOM emblem or logo in any medium (e.g., corporate website, marketing brochure, newspaper, magazine, etc.) unless authorized in writing by USSOCOM. Forward any request to use the USSOCOM emblem or logo through the Contracting Officer.

9. SAFETY

9.1 Safety in all training events shall be paramount. The contractor shall comply with and maintain appropriate safety instructions and qualification standards in accordance with references listed in this PWS.

9.2 RSO or Controller Responsibility

9.2.1 The supported Team will provide an RSO and ROIC per evolution on site who will conduct course monitoring to ensure the quality and safety of the exercise.

9.2.2 The exercise controller shall provide the contractor with applicable safety doctrine as appropriate.

9.2.3 The exercise controller will have the authority to stop any training being provided when he or she determines that the safety of students, contractor employees or other personnel are at risk.

9.3 Contractor Responsibility

9.3.1 The Contractor will have the authority to stop any training being provided when he or she determines that the safety of students, contractor employees or other personnel are at risk.

9.3.2 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

9.4 Risk Controls

9.4.1 This training is categorized as High Risk in accordance with COMNAVSPECWARCOMINST 1500.1. As such, an Operational Risk Assessment and the implementation of risk controls are required for this training event.

9.4.2 Troop will insure a certified SOC-M medic is on station at each training event and there is a designated vehicle identified to support CASEVAC.

9.5 Mishaps

9.5.1 The Government process must be in place that will ensure any mishaps are reported, investigated and recorded. This information will be input into the Web Enabled Safety System (WESS) by the Government.

9.5.2 Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated RSO or ROIC. A formal written report shall be prepared and submitted to the Safety Officer within 2 working days of the incident.

10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI)

10.1 N/A

11. QUALITY CONTROL

11.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

12. QUALITY ASSURANCE

12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
