Q&A Set 5

13 August 2019

Q1: Can you please confirm that 22 Aug is indeed the submission date?

A1: The due date remains 22 August 2019 at 9:00 AM PST as identified within amendment 03. An error within amendment 04 identified the old due date of 15 August 2019. This has been corrected within amendment 05.

Q2: Will NAVSOC consider including 52.219‐6 ALT I which would allow a small business to partner with small and/or large businesses on this project?

A2: Utilization of clause 52.219‐6 remains unchanged.

Q3: Regarding any other responses received; do these companies already have US manufacturing set up? If not, has NAVSOC asked offerors how long it will take to establish US manufacturing?

A3: Information regarding any responses received from specific vendors will not be provided.

Q4: Will NAVSOC request a bill of materials to know exact COO for each component, as DLA Troop

Support did? Essentially, how is NAVSOC auditing offerors’ self‐certification of Berry Amendment compliance?

A4: As identified within solicitation clause 52.212‐1(m)(4)(b) (via amendment 04), Quote[s] shall include a completed Attachment 5 Berry Compliance Matrix. As identified within solicitation clause 52.212‐ 2(c)(1)(ii) (via amendment 04), Attachment 5 Berry Compliance Matrix will be evaluated to determine the extent to which components that are subject to the restrictions of the Berry Amendment comply with the restrictions of the Berry Amendment.

Q5: How many total small business submissions were received during the market research phase?

A5: Information regarding any responses received from specific vendors will not be provided.
