Performance Work Statement (PWS) Naval Special Warfare Command
MTU Training
1. BACKGROUND
1.1 Naval Special Warfare Command (NSWC) requires basic familiarization training on the function, design, and trouble-shooting of the MTU system installed on the Combatant Craft Medium (CCM) and Heavy (CCH) crafts.
1.2 The training NSWC currently receives is basic operator level maintenance designed toward providing a basic understanding of the mechanical and electrical system. The training described here shall be advanced level training for personnel who will be involved in possible emergency situations, troubleshooting, repair, and maintenance of the systems.
2. OBJECTIVES
2.1 Naval Special Warfare Command intends to award a firm fixed priced, five year, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for training on the function, design, and trouble-shooting of MTU engines installed in NSWC craft.
3. SCOPE
3.1 The Contractor shall provide all personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to conduct various COIs that familiarize students with such topics as the design, function, repair, calibrating, emergency procedures, and trouble-shooting of MTU engines. Unless specified otherwise in the task order, these COI shall be targeted at the operator (CM1/CE1), operator and shop-level maintainer (CM2/CE2), and advanced electronics level (CE3). Training may take place at either the contractor’s facility, or Government facilities in San Diego, California or Norfolk, Virginia, unless specified otherwise in the task order.
4. REQUIREMENTS
4.1 The Contractor shall provide the following COI as specified in each task order:
4.1.1 Operator Level (CM1/CE1) COI: Unless specified otherwise in the task order, Contractor shall conduct a 2-day mechanical CM1 and a 2-day CE1 COI, for up to eight (8) personnel, which covers following topics:
a) Engine design and function
b) How to operate the engine and related systems
c) How to identify and rectify minor faults
d) How to perform preventive maintenance tasks per MTU Instructions
e) Explanation of oil and fuel, systems, etc.
f) Explanation of the fluids and lubricants specification
g) Basic troubleshooting
h) Preventive maintenance tasks QL1
i) Introduction to the engine management system
4.1.2 Operator and Shop-Level Maintainer (CM2/CE2) COI: Unless specified otherwise in the task order, Contractor shall conduct a 4-day CM2 mechanical and 4-day CE2 electronic COI, for up to eight (8) personnel, which covers the following topics:
a) MTU components, design, and function for the CCM and CCH craft
b) Common faults, trouble shooting, calibrating, emergency procedures, maintenance, and remediation
c) Replacement of engine subassemblies
d) Discuss and explain fuel, oil, closed cooling, raw water cooling, turbo, engine management, and electronic system with engine drawings and hands on the engine
e) Sensor, relay, and fuse troubleshooting, location and how to replace
f) Explanation of the fluids and lubricants specification
g) Execution of preventive (QL1) and corrective maintenance tasks (QL 2)
h) Engine wiring, Smart Line monitoring system, DiaSys 2.7X (actual version), Governor (ECU-
7) functions and parameters (level 0), and electronic component replacement
4.1.3 Advanced Electronics Level (CE3) COI: Unless specified otherwise in the task order, Contractor shall conduct a 4-day CE3 electronics COI, for up to four (4) personnel, which covers the following topics:
a) Handling of documentation for CCM and CCH craft; system description manual, engine wiring diagrams, and ship wiring diagrams
b) Engine wiring and sensors; explain sensor harness diagrams, explain sensor location and function
c) System configuration and exchange of electronic components; explain and perform node numbering, explain and perform exchange and configuration of components
d) Introduction to the MTU diagnostic software DiaSys (1B Level); Installation and handling of software, data recording and evaluation, advanced data evaluation and failure code handling
e) Advanced Troubleshooting; explain and perform troubleshooting tasks via display Navigation and MTU diagnostic software.
4.2 When courses are held at Government locations, the contractor shall identify course classroom requirements and coordinate with the component command’s training representative executing the training blocks identified for execution.
4.3 Contractor shall provide a detailed schedule of events 7 days prior to start date, which includes, but not limited to location, time, topic, instructor, and lead point of contact for the course. (A001)
4.4 Contractor shall provide Course Curriculum/Outline and Gear/Consumables List to the component command’s training representative NLT 7 days prior to start of each course for review and approval of Course Curriculum and Gear List. (A002)
4.5 COI shall be a mix of hands-on practical application and classroom instruction.
4.6 Contractor shall provide standard technical documentation on CD ROM or Flash drive. (A003)
4.7 Custom Courses: Custom courses to be negotiated at the order level. Class size, course content and location to be negotiated at the order level. Custom courses must be within the scope of this Performance Work Statement (PWS) which is focuses on engine course of instructions.
5. DELIVERABLES

6. CONTRACTOR TRAVEL
6.1 Contractor travel is authorized for training sessions at the following locations as defined at the task order level:
6.1.1. East Coast: Norfolk, VA and surrounding area
6.1.2 West coast: San Diego, CA and surrounding area
6.2 Contractor shall incorporate the cost of travel into the firm-fixed price for courses.
6.3 Additional locations may be negotiated under this contract as necessary.
7. SECURITY
7.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.
7.2 Contractor must be able to obtain personnel and vehicle access to military installations. Contractor shall coordinate all necessary access through the local Military Pass and Decal Office.
7.3 Contractor personnel shall be citizens of the United States.
8. SAFETY
8.1 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this SOW shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
9. QUALITY CONTROL
9.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
10. QUALITY ASSURANCE
10.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
10.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

12. PLACE OF PERFORMANCE
