Performance Work Statement Naval Special Warfare Command

Fundamentals of Stability, Stealth, and Efficiency Course Of Instruction (COI) Navy Special Warfare Group Three (NSWG-3)

1. BACKGROUND

1.1 Naval Special Warfare (NSW) is continually seeking new equipment, gear and procedures to increase its effectiveness on the Battlefield.

2. OBJECTIVES

2.1 The purpose of this Performance Work Statement (PWS) is to set up recurring Courses of Instruction (COI) to Train-the-Trainer on the diving “Fundamentals of Stability, Stealth, and Efficiency (FSSE)” techniques for individuals, while incorporating the diving industry’s latest Diver Propulsion Vehicles (DPV) and Diver Navigation Technologies into single and multiple dive pair profiles. These Trainers will then use what they learned to teach and train future students. The Government intends to issue a single award, five-year, firm-fixed price, indefinite delivery, indefinite quantity type contract in order to satisfy reoccurring needs for training.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, and equipment (not otherwise provided by the Government) necessary to conduct the FSSE COI as defined in this PWS or at the task order level.

4. REQUIREMENTS

4.1 The Contractor shall provide a five (5) day FSSE COI with a familiarization on the latest DPVs and navigation technology. Class sizes will be determined at the order level. Regardless of the number of students, the ratio described in paragraph 4.2 must be maintained. At this time, the Government’s non-binding estimate of students per class is four (4).

4.2 The Contractor shall provide an instructor to student ratio not less than 2:4.

4.3 The Contractor shall provide a lead instructor that meet the below qualifications:

4.3.1 A minimum of 15 years of diving experience in the Technical Diving Industry.

4.3.2 Must be an International Association of Nitrox and Technical Divers (IANTD) instructor for a minimum of 5 years.

4.3.3 Must have 5 years teaching with specialized experience in (cave, rebreather, mixed-gasses, and diver propulsion vehicles).

4.3.4 Lead instructor must have a minimum of 2,000 Technical Dives.

4.3.5 In the last 5 years, must possess 2 years of experience working with and teaching diving fundamentals to DoD SOF community and offer course proctors with prior DoD SOF / NSW diving experience.

4.3.6 All certifications and/or instructor qualifications noted above must be current.

4.4 The Contractor shall provide a COI that includes the following:

4.4.1 Instruction on manufacture Standard Operating Procedures (SOPs) and Emergency Operating Procedures (EOPs) for Diver Propulsion Vehicle (DPVs) and underwater navigation devices.

4.4.2 Instructions on how to operate the SUEX DPV or equivalent DPV (equipment provided by the Contractor)

4.4.3 Instructions on how to configure both individual and group (4 or more) diving equipment for stability and efficient during a dive.

4.4.4 A daily debrief with video analysis.

4.4.5 A practical exercise to test individual and group skills taught in the COI.

4.5 Prior to the COI, the Contractor shall develop and deliver a course schedule and training plan for approval. Training plan shall include:

4.5.1 Course Schedule/Training Plan, to include estimated timelines for gear prep, diver safety brief, classroom and practical exercise and debrief times.

4.5.2 Facility and diving water space requirements.

4.5.3 Individual and group gear lists.

4.6 Upon Completion of the Course the Contractor shall provide the following to each student:

4.6.1 Certificate of Completion

4.6.2 International Association of Nitrox and Technical Diving (IANTD) certifications.

4.7 The Contractor shall be prepared to offer ancillary dive gear such as backplates, buoyancy compensating wings, and associated harnesses to facilitate training curriculum.

5. DELIVERABLES

6. CONTRACTOR MANPOWER REPORTING

6.1 The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.

While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil.

7. CONTRACTOR TRAVEL

7.1 Contractor travel is authorized for both east and west coast to include Hawaii.

7.2 Contractor costs for Government authorized travel are included in this contract. All travel shall be in accordance with FAR 31.205-46 and applicable travel regulations (Joint, Federal or Standardized).

Contractor payment claims shall include applicable documentation to support actual costs incurred (e.g.

airfare and hotel/lodging receipts) as well as any receipts valued at or above $75.00. Failure to provide appropriate documentation may result in loss of reimbursement of travel expenses.

8. SECURITY

8.1 The Contractor shall insure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting Government property, and for the security of automated and non-automated management information systems and data are fulfilled. The Contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The Government must be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.

8.2 The Contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.

8.3 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

8.4 All Contractor personnel are required to be citizens of the United States.

8.5 Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office.

8.6 All media devices used during this course will be reviewed by the Government prior to being used.

9. SAFETY

9.1 Safety will take precedence over all training. The Contractor shall review and ensure compliance with an Operational Risk Management (ORM) assessment prior to every dive in accordance with NSW ORM instruction COMNAVSPECWARCOMINST 3500.2C.

9.2 All diving will be conducted in accordance with the latest US Navy Dive Manual and

COMNAVSPECWARGRUTHREE 3150

9.3 A Safety Craft in accordance to COMNAVSPECWARGRUTHREE 3150 shall be provided by the Contractor for locations outside of those mentioned in section 10.1.

9.4 Contractor Responsibility

9.4.1 The Contractor shall have the authority to stop any training being provided when he or she determines that the safety of students, Contractor employees, or other personnel are at risk.

9.4.2 Nothing in the Performance Work Statement (PWS), nor any Government action, nor failure to act in performance of the contract shall relieve the Contractor of its responsibility for the safety of the Contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the Contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

9.5 Risk Controls

9.5.1 This training is categorized as High risk in accordance with

COMNAVSPECWARCOMINST 1500.1, As such, an Operational Risk Assessment and the implementation of risk controls are required for this training event.

9.5.2 The Government and vendor will insure a safety vessel is in close proximity to all divers during open water training.

9.5.3 The Government will insure a certified Diver Medical Technician (DMT) or SOC-M Medic is on station at each training event and there is a designated vehicle/vessel identified to support Casualty Evacuation (CASEVAC).

9.6 Mishaps

9.6.1 Safety and training related problems or mishaps involving or observed by the Contractor shall be addressed immediately to the designated Diving Supervisor or Training Evolution OIC. A formal written report shall be prepared and submitted to the Safety Officer within 2 working days of the incident

10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI)

10.1 The Government will provide the following when training is conducted in the vicinity of Pearl Harbor, Hawaii: Bangor, Washington or Virginia Beach, Virginia:

10.1.1 Classroom

10.1.2 Use of pool and access to open water

10.1.3 Surface support vessels to include a coxswain and crew man per vessel

10.1.4 Diver Medical Technician

10.1.5 Emergency response vehicle to transport any casualty.

10.1.6 UBAs for each diver

10.1.7 All common individual diver gear (mask, fins, knife, environmental protection, weight signaling device, Navy Dive Computer(NDC) and depth gauge).

10.1.8 Surface Support (i.e. Safety Craft)

10.2 The US Government will provide the following when training is performed at the Contractors facility, or an alternate location as defined at the task order level:

10.2.1 UBAs for each diver

10.2.2 All common individual diver gear (mask, fins, knife, environmental protection, weight signaling device, Navy Dive Computer(NDC) and depth gauge).

10.2.3 Diver Medical Technician

11. QUALITY CONTROL

11.1 The Contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

12. QUALITY ASSURANCE

12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner. The Government will assign a Contracting Officer’s Representative (COR) who will be responsible for monitoring performance in accordance with the requirements of the PWS and the Quality Assurance Surveillance Plan (QASP). The COR will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory Contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The Contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the Contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

14. PLACE OF PERFORMANCE

14.1 Training shall be conducted in the vicinity of Pearl Harbor, Hawaii; Bangor, Washington; Virginia

Beach Virginia; Contractor’s facility.

15. PERIOD OF PERFORMANCE

15.1 Ordering Period: Five (5) Years commencing at contract award.
