RESPONSES TO QUESTIONS
Q1: Section 4.1 - Class sizes not exceed four students per course.
Regardless of the number of students, the ratio described in paragraph 4.2 must be maintained, unless otherwise specified at the task order level. At this time, the Government’s non-binding estimate of students per class is six (6). Will the class size be a maximum of 4 students or 6?
R1: The Government has corrected Addenda 01 – Performance Work Statement to reflect a maximum and estimated class size of six (6) students per course.
Q2: Section 7.2 - Contractor costs for Government authorized travel are included in this contract.
All travel shall be in accordance with FAR31.205-46 and applicable travel regulations (Joint, Federal or Standardized). Contractor payment claims shall include applicable documentation to support actual costs incurred (e.g. airfare and hotel/lodging receipts) as well as any receipts valued at or above $75.00. Failure to provide appropriate documentation may result in loss of reimbursement of travel expenses.
Although within instructions to offerors within the solicitation it states; a. Offerors shall submit pricing in accordance with Addenda 02 – Price Evaluation Spreadsheet. Offerors are to submit a price per COI by location for each ordering period tab (total of five). Prices submitted shall include any course material, supplies or travel expenditures. Spreadsheet will automatically calculate the sum of pricing by ordering period and the total evaluated price will be the sum of the total value of all priced ordering periods. Offerors shall not modify Addenda 02.
Modification of Addenda 02 may result in the submitted quote no longer being considered for award.
Both sections include travel billing statements but contradict themselves. Does the government wish for the contractor to include travel expenses as part of our course price or does the government want this excluded from course price and for the contractor to submit travel claims for reimbursement in accordance with FAR 31.205-46?
R2: Performance Work Statement Section 7 has been revised. Offerors are to submit quotes in accordance with the instructions provided under solicitation H92240-18-T-0017 and accommodate for any course material, supplies and travel expenditures associated with each course and the course location. In order to assist in determining proposed pricing fair and reasonable, the Government may request support information relating to the overall composition of course pricing.

Q3. Firm has access and is able to provide the latest and most advanced navigational system technologies available, however, certain systems can be quite expensive and there is a huge cost difference between certain technologies. For example, we currently have two types of advanced underwater navigation technology. One uses a single sonar beam and is more basic with the diver towing a gps float, the other utilizes multiple sonary beams and has Doppler velocity log
(DVL) that measures the movement of the user in relation to the surrounding seabed so that the
GPS float is only required periodically to update the DVL. This allows the GPS float not to be permanently deployed for when a stealth approach is required.
Request that the government provide specifications of the features they require for their DPVs and navigational systems. HDG does not want to provide the best (higher cost) technology only to lose to another vendor who provides NSW less capable and less quality systems. Please advise.
R3: Contractor is not required to be in possession of any equipment to support training. Students participating in training will have their own diving equipment. At this time the Government is currently using Shark Marine equipment. Contractor shall be familiar with Shark Marine equipment and uses as it relates to the tasking described in the Performance Work Statement.
The Government may switch equipment, but shall provide notice to the contractor. However, the contractor shall monitor and be capable of adapting training to a different equipment manufacturer.
Q4: How many courses does the Government anticipate annually? This is very important to have this info as the equipment requested by NSW is very expensive and the current pricing model provided by the government does not allow for the vendor to price accurately. For example, if a vendor bought $50k in technology they need to spread this throughout the courses.
They cannot just put $50k on every course, and cannot assume that they can spread the cost among courses that may or may not happen. This puts considerable risk on the vendor.
Recommend adding a CLIN for technology and equipment for each year so that the vendor can ensure costs are covered and the government does not over pay for vendor assumptions.
R4: The Government’s non-binding estimate of annual courses is two per year.
