Performance Work Statement Naval Special Warfare Command
11 Meter Rigid Inflatable Boat Repair, Maintenance and Upgrades
1. BACKGROUND
1.1 Naval Special Warfare Command (NSWC) and its subordinate commands utilize 11 Meter (11M)
Rigid Inflatable Boats (RIBs) as part of the operational and training regimen. The 11M RIBs require periodic maintenance as well as design upgrades in order to improve performance and extend usable life of the boats and associated equipment.
2. OBJECTIVES
2.1 The objective of this requirement is to establish a single firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for repair, maintenance and upgrade support services for the 11M RIBs.
3. SCOPE
3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities (unless otherwise provided by the Government as stated in the Task Order) necessary to perform any required repair, maintenance and upgrade services for the fleet of 11M RIBs predominantly located in the San Diego, California locality. The scope includes pre-defined Work Packages as outlined in this Performance Work Statement (PWS), in addition to Over-and-Above Work Requests (OAWR) for physical installation of Engineering Change Proposals (ECPs), Non-Engineering Change Proposals (NECPs), and other emergent repairs or necessary upgrades to the 11M RIBs and their associated systems and equipment. All specific requirements for repairs, maintenance, upgrades, ECPs and NECPs shall be addressed in each Task Order. The Contractor is solely responsible for its work techniques and control and supervision of Contractor personnel in performance of the contract. The Contractor shall actively retain any and all appointments, licenses, certifications and permits required to perform work under this contract, and provide any evidence of such to the Government upon request. The Contractor shall comply with all applicable Federal, State, and Local laws regarding the use, handling, or disposal of hazardous materials required under the contract. Hazardous materials may include, but are not limited to, petroleum products, paints, and coatings.
4. REQUIREMENTS
4.1 The contractor shall perform repairs, maintenance and upgrades as specifically identified in each Task
Order. Pre-defined Work Packages are identified below (further defined in Exhibit 1 to the PWS) and represent historical requirements experienced for 11M RIB repair, maintenance and upgrade services.

4.2 Volume of Work.
4.2.1 The Contractor shall be capable of meeting this contract's anticipated volume of work under normal or surge conditions, within work completion deadlines specified by this
PWS.
4.2.2 Normal conditions are defined as one (1) task order per quarter for two (2) 11M RIBs requiring simultaneous repair, maintenance or upgrades. Normal conditions include issuance of task orders with overlapping periods of performance (PoP) that can result in periods with four (4) 11M RIBs under simultaneous repair, maintenance or upgrades at the contractor's facility.
4.2.3 Surge conditions are defined as periods with over four (4) 11M RIBs under simultaneous repair, maintenance or upgrades at the contractor's facility. Surge conditions could require periods with up to eight (8) 11M RIBs under simultaneous repair, maintenance or upgrade at the contractor's facility without deviation from the normal work completion deadlines specified in the PWS.
4.3 Work Completion Deadlines, unless longer timeframes are otherwise permitted by the Task Order.

4.4.2 The contractor shall have facilities capable of accepting 11M RIBs delivered by either land or water. Typically the Government will require the Contractor to accept 11M RIBs delivered by land on a trailer. Occasionally the Government will require the Contractor to accept 11M RIBs delivered by water, which is anticipated to require the Contractor to have access to waterfront facilities with a 80-Ton boat straddle lift (or equivalent equipment) to lift/hoist the 11M RIB. Neither circumstance would constitute an additional cost to the Government or deviation from the normal work completion deadlines specified in this PWS.
4.4.3 The contractor facilities, entrance/driveway to the facilities, and the specific area(s) within the facilities that will be dedicated towards performance of work under this contract shall be appropriately sized to accommodate delivery of the 11M RIBs, the contract's anticipated volume of work, and all requirements of this PWS.
4.4.4 The contractor’s square footage inside their facilities fence line shall be large enough to accommodate maneuver of the 11M RIBs on the associated trailer, towed by the associated Prime Mover Truck (Ford F-800 or larger).
4.4.5 The contractor shall have sufficient dedicated square footage to store and perform work on up to eight (8) 11M RIBs simultaneously.
4.4.6 The contractor shall be authorized to perform service on the 11M RIB by United States Marine Inc. (USMI), the original equipment manufacturer. The project manager’s qualifications, skills and experience shall be appropriate to serve in this role. The Government's preference is that the contractor’s project manager works within a thirty (30) mile radius of Naval Amphibious Base (NAB) Coronado, California.
4.4.11 The contractor shall have personnel with appropriate qualifications, skills and experience to serve in their respective role(s) under this contract. Desired contractor personnel experience is minimum of five (5) years accomplishing maintenance, repair and upgrades on all facets of the 11M RIB, for a minimum of eight (8) 11M RIBs annually. Contractor personnel with prior work experience on the Naval Special Warfare (NSW) 11M RIB specifically is more preferable to the Government than contractor personnel with prior work experience with other Naval or Coast Guard RIBs.
4.4.12 The contractor’s facilities and equipment, personnel and capacity shall be capable of accommodating both normal and surge volume of work conditions in a timely manner consistent with the work completion deadlines.
4.4.13 The Contractor shall grant the Government access to the Contractor facilities during normal working hours (0700 to 1630 Monday through Friday excluding federal holidays) and any other times when work is being performed on the 11M RIBs and their associated systems and equipment.
