Performance Work Statement (PWS) for Naval Special Warfare Command in support of CompTIA Security Plus/Fiber Optics/CASP/CISSP Training

1.0 BACKGROUND

1.1 The CompTIA Security Plus boot camp, Fiber Optics Technician, CompTIA Advanced Security Practitioner (CASP), Certified Information System Security Professional (CISSP) and CompTIA Network+ courses, are instruction geared towards teaching and qualifying U.S. government personnel to be proficient in computer networking operation and maintenance and information technology security.

2.0 OBJECTIVES

2.1 Through the execution of a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract, train government personnel to be proficient on CompTIA Security Plus, Fiber Optics Technician, CompTIA Advanced Security Practitioner (CASP), Certified Information System Security Professional (CISSP) and CompTIA Network+ courses.

3.0 SCOPE

3.1 The Contractor shall provide all supervision, personnel, facilities, equipment, tools, materials and other items and services necessary to provide and perform CompTIA Security Plus boot camp, Fiber Optics Technician, CompTIA Advanced Security Practitioner (CASP), Certified Information System Security Professional (CISSP) and CompTIA Network+ courses of instruction services.

3.2 None of the courses identified in paragraph 4.0 are anticipated to occur at a Government facility, as Contractor software, training materials, and data hosting websites may be incompatible with the Naval Special Warfare secured IT infrastructure.

3.3 The Contractor shall provide classroom reservations for students within their facility. Classes need not be populated by Government. They can be a mix of Government and private industry attendees).

3.4 The Contractor shall coordinate with the COR and Contracting Officer to receive task orders confirming course participation.

3.5 The Contractor shall provide, at a minimum, all audio/visual/instructional aides to provide sufficient training needs to each student.

3.6 All training shall be conducted within the local commuting radius, defined within this PWS as a 35 mile travel radius of Hampton Roads, Virginia (which includes the cities of Norfolk, Chesapeake, Newport News, Hampton, Portsmouth, Suffolk, Poquoson, Williamsburg, and Virginia Beach).

4.0 REQUIREMENTS

4.1 ELIN’s A001-A006 - CompTIA Security Plus Boot Camp:

4.1.1 The contractor shall provide a 5-day CompTIA Security Plus course of instruction.

4.1.2 The Government anticipates between 1 to 8 personnel to participate in each course, and for a total of no more than 40 students for the base ordering year period.

4.1.3 The Government anticipates a total of no more than 30 students to participate or each subsequent ordering year.

4.1.4 CompTIA Security Plus boot camp shall consist of test preparation study sessions, exam simulators, and CompTIA Security Plus training materials for all attendees.

4.1.5 Course of instruction shall ensure attendees will be able to demonstrate core competency in network security, compliance and operational security, threats and vulnerabilities, application/data/host security, and cryptography.

4.2 ELIN’s B001-B006 - Fiber Optics Technician:

4.2.1 The contractor shall provide a 5-day Fiber Optics Technician course of instruction.

4.2.2 The Government anticipates between 1 to 10 personnel to participate in each course, and for a total of no more than 20 students for the base ordering year period.

4.2.3 The Government anticipates a total of no more than 15 students to participate or each subsequent ordering year.

4.2.4 Fiber Optics Technician course shall consist of Fiber Optics Technician exam, test preparation study sessions, exam simulators, and Fiber Optics Technician training materials for all attendees. Areas of concentration should include: cable maintenance, cable tipping, cable splicing, testing and quality control, inspection, installing and troubleshooting, tools and equipment identification.

4.2.5 Course of instruction shall ensure attendees demonstrate core competency in (1) designing, configuring, installing and maintaining fiber optic systems and (2) testing and troubleshooting a Local Area Network (LAN) system with various faults.

4.3 ELIN’s C001-C006 - CompTIA Advanced Security Practitioner (CASP):

4.3.1 The contractor shall provide a 5-day CompTIA Advanced Security Practitioner (CASP) course of instruction.

4.3.2 The Government anticipates between 1 to 10 personnel to participate in each course, and for a total of no more than 10 students for the base ordering year period.

4.3.3 The Government anticipates a total of no more than 10 students to participate or each subsequent ordering year.

4.3.4 CompTIA Advanced Security Practitioner (CASP) course shall consist of test preparation study sessions, exam simulators, and CompTIA CASP training materials for all attendees.

4.3.5 Course of instruction will ensure attendees demonstrate core competency in the following areas of enterprise-level security:

4.3.5.1 managing risk

4.3.5.2 integrating computing

4.3.5.3 communications and business disciplines

4.3.5.4 using research and analysis to secure the enterprise

4.3.5.5 integrating advanced authentication and authorization techniques

4.3.5.6 implementing security controls for storage

4.3.5.7 implementing security controls for hosts

4.3.5.8 implementing security controls for storage

4.3.5.9 analyzing network security concepts, components, and architectures, and implement controls

4.3.5.10 implementing security controls for applications

4.3.5.11 integrating hosts, storage, networks, and applications in a secure enterprise architecture

4.3.5.12 conducting vulnerability assessments

4.3.5.13 conducting incident and emergency responses

4.4 ELIN‘s D001-D006 - Certified Information System Security Professional (CISSP):

4.4.1 The contractor shall provide a 5-day Certified Information System Security Professional course of instruction.

4.4.2 The Government anticipates between 1 to 5 personnel to participate in each course, and for a total of no more than 5 students for the base ordering year period.

4.4.3 The Government anticipates a total of no more than 5 students to participate or each subsequent ordering year.

4.4.4 Certified Information System Security Professional (CISSP) course shall consist of test preparation study sessions, exam simulators, and CISSP training materials for all attendees.

4.4.5 Course of instruction will ensure attendees demonstrate core competency in the following areas of information security:

4.4.5.1 security and risk management

4.4.5.2 asset security

4.4.5.3 security engineering

4.4.5.4 communication and network security

4.4.5.5 identity and access management

4.4.5.6 security assessment and testing

4.4.5.7 security operations

4.4.5.8 software development security

4.5 ELIN’s E001-E006 – CompTIA Network+:

4.5.1 The contractor shall provide a 5-day CompTIA Network+ course of instruction.

4.5.2 The Government anticipates between 1 to 5 personnel to participate in each course, and for a total of no more than 15 students for the base ordering year period.

4.5.3 The Government anticipates a total of no more than 15 students to participate or each subsequent ordering year.

4.5.4 This CompTIA Network+ course shall consist of test preparation study sessions, exam simulators, and training materials for all attendees.

4.5.5 CompTIA Network+ is a vendor neutral networking certification that is trusted around the world. It validates the essential knowledge and skills needed to confidently design, configure, manage and troubleshoot any wired and wireless devices.

4.5.6 The course covers all the exam topics including:

· Network Security

· Network Troubleshooting

· Network architectures

· Cabling and topology

· Ethernet basics

· Network installation

· TCP/IP applications and network protocols

· Routing

· Network naming

· Advanced networking devices

· IPv6

· Remote connectivity

· Wireless networking

· Virtualization and cloud computing

· Network operations

· Managing risk

4.6 Course Duration and Hours for courses 4.1 through 4.5:

4.6.1 Training hours:

4.6.1.1 Day course schedule

4.6.2 Published Day Course Schedule:

4.6.2.1 Contractor shall provide their published day course schedule to the Contracting Office with proposal, and annually thereafter to the Contracting Office and Contracting Officer’s Representative (COR).

4.6.2.2 Schedule shall contain the hours for the 5-day course as required to complete the course.

4.7 The Contractor shall participate in an initial planning meeting with the COR to establish a tentative training schedule for the annual performance period. This planning meeting shall occur within 10 days of ordering period start date or prior to the beginning of the first course, whichever comes first. The Contractor and COR shall meet monthly to further define scheduling needs of the Government for each course type. The Contractor shall only confirm course dates/students with the Government upon receipt of a task order from the Contracting Officer.

4.8 Contractor shall provide a training plan covering course schedule for each course of training.

6 CONTRACTOR MANPOWER REPORTING

6.7 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Naval Special Warfare Group TWO Mobile Communications Team via a secure data collection site. The contractor is required to completely fill in all required fields using the following web address: http://www.ecmra.mil/ . Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2016. Contractors may direct questions to the help desk at http://www.ecmra.mil.

7 QUALITY CONTROL

7.7 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

8 QUALITY ASSURANCE

8.7 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

8.8 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the Contracting Officer will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

9 PLACE OF PERFORMANCE

9.7 Training shall be conducted at the contractor’s facility. Contractors’ training facility shall be within a 35 mile radius of Hampton Roads, Virginia.

10 PERIOD OF PERFORMANCE

14.1 Period of performance will be determined on each task order. Dates are subject to change at the Government’s discretion with prior notice to the Contractor within a reasonable time not less than 15 calendar days.
