Performance Work Statement (PWS) Naval Special Warfare Center Navy SEAL & SWCC Scout Team NSWC Training Podcast Production

1.0 BACKGROUND

1.1 Naval Special Warfare Center’s (NAVSPECWARCEN) Navy SEAL & SWCC Scout Team (SSST) requires support for its internally developed training podcast to provide information about the training mission of the Command and increase public awareness and knowledge about Naval Special Warfare. This podcast will be supervised by the Navy SEAL & SWCC Scout Team and produced by the Contractor.

1.2 The mission of NAVSPECWARCEN is to train and select the next generation of Navy SEALs and SWCC. As a public affairs community outreach function of the Command, the Navy SEAL & SWCC Scout Team supports the mission and the Command’s obligation to inform the public by presenting Command information to the public and interfacing via multiple channels, currently including a website, social media, live outreach events, and email. The goals of the Navy SEAL & SWCC Scout Team are to engage in a two-way discussion with the public and stakeholders that enhances: 1) positive awareness and knowledge of Naval Special Warfare and the NAVSPECWARCEN mission as the premier training component; 2) the broadening of messaging to a more diverse audience to include women and minorities; and 3) favorable attitudes and behaviors toward the NSW brand. This contract will provide an additional popular channel for public communication.

2.0 OBJECTIVES

3.1 Naval Special Warfare (NSW) intends to award a firm fixed price contract for NSWC Training Podcast Production.

3.0 SCOPE

3.1 The Contractor shall provide personnel and expertise necessary to deliver a series of training podcast audio productions under the supervision of Navy SEAL & SWCC Scout Team. Contractor shall produce and deliver audio digital content with a verbatim transcript to support an ongoing SSST outreach mission.

3.2 Training Podcast Productions. Contractor shall provide digital audio content to support a SSST training-themed ongoing campaign. All digital audio content shall be subject to editing by Naval Special Warfare Center before approval and distribution on NSWC channels. No content shall be distributed by the Contractor on any channel.

4.0 WORK REQUIREMENTS:

4.1 The Contractor shall produce a podcast with a verbatim transcript every two weeks, for 25 podcasts per year to support an ongoing Community Outreach mission directed by the Navy SEAL & SWCC Scout Team as detailed in Table 5.1.A. Guest interviewees and episode themes will be provided by the Government. Once reviewed and approved by Navy SEAL & SWCC Scout Team, digital content will be uploaded by the Government to appropriate digital media channels owned by the Government.

4.2 The Contractor shall produce podcast sessions that, on average, will last about 30 minutes in length. The Government does not anticipate any podcast exceeding 45 minutes in length. Podcast topics may include but are not limited to: injury prevention; history of NSW; mental toughness; better nutrition, NSW ethos; SWCC Creed; preparations for training; the role of NSW in the Navy and Special Operations Command; etc. Podcast topics will be selected by the Government over the course of the period of performance and discussed with the Contractor on a routine basis. It is the intent of the Government to have each podcast subject determined, on average, three (3) business days prior to conducting interviews. Podcasts will be reviewed by NSW to ensure subject matters discussed remain unclassified. During the course of this review, the Contractor shall edit podcasts before final acceptance by NSW.

4.3 The Contractor shall perform interviews both indoors and outdoors. A majority of the interviews will occur indoors via closed room recording sessions. The Contractor shall have the ability to filter noise levels and background disruption from sound recordings.

4.4 All interview sessions will be broadcasted as pre-recorded sessions via online and other mass public distribution methods. No live stream podcasts will be performed during the course of this effort.

4.5 The Contractor shall be capable of interviewing remote guests, via call in, at least once per year. Recordings can be performed at the contractor facility, however, the contractor shall have a method to capture and record remote guest audio.

4.5 The Contractor shall be capable of performing interviews consisting of one (1) interviewer and between one (1) to two (2) interviewees. Interviews consisting of two guests will occur on-site only. Contractor microphone equipment shall be capable of clearly capturing each party on-site individually.

4.5 Each recording, in its final edited form, shall have, at a minimum, an “intro” and “outro”. These elements provide a method of introduction and conclusion to each podcast. The “intro” and “outro” shall address the series name of the podcast, accompanied by background music. The intention of the podcast is to standardize the “intro” and “outro” for all podcasts, though episodic themes for each session may be addressed differently.

4.6 The Contractor shall ensure routine communication with the COR regarding taskings and production schedules. Interviews are anticipated to occur during normal NAVSPECWARCEN business hours (0800 to 1700 Monday through Friday).

4.7 The Contractor shall deliver, at the time of delivery of the final approved digital content, all materials associated with each podcast, including: all original recordings, all working files, and work product derived from the recordings to include all copies, with full rights reserved to the Government. The Contractor shall submit the audio file (mp3 format) to the COR via CD-ROM or through email (each email is limited to 10 MB in size).

4.8 Contractor personnel shall possess the following qualifications. At a minimum, 5 years’ experience with broadcast interviewing skills are required. At a minimum, 2 years’ experience with podcasting is required. Experience with DoD special operations or Naval Special Warfare entities is not required, but preferred.

4.9 The Contractor shall provide the Government with full rights to all audio files, transcripts, and deliverables developed with any Government funding and/or delivered under this contract. The Government will have unlimited rights to use, modify, reproduce, perform, display, release, or distribute in whole or in part, within any timeframe, and for any purpose all work product crafted, produced, or delivered under this contract. The data produced as a result of this effort contains technical information related (but not limited) to SEAL training regimes, decision making processes, sustainment of agency operations, and advantageous business knowledge on Naval Special Warfare Command and the warfighter effort. The contractor shall not disclose or disseminate this information other than within the tasks and between the authorized parties identified in the contract. As identified in paragraph 17, Transition-Out, the contractor shall turn over all aforementioned raw data, including original records and transcripts, to the Government upon completion of contract performance.

4.10 For the purpose of producing the podcasts, the Contractor shall be capable of traveling within a 50 mile radius of Naval Amphibious Base, Coronado to conduct interviews. No travel outside this radius is anticipated. The Government will escort the Contractor for each site on base and contractor equipment is subject to inspection.

4.11 Prior to Base Year period of performance start date, the Contractor shall participate in a Transition-In Meeting with the COR and other stakeholders. The contractor will be briefed on anticipated production schedule, podcast themes and objectives, NSW nomenclature, and handling of sensitive data during interviews.

4.12 The contractor shall participant in initiatives to perform a smooth and orderly transition at performance end date. The Government maintains data rights to all information and deliverables created in accordance with this contract. Prior to completion of performance, the contractor shall participate in a Transition-Out Meeting with the COR and other stakeholders.

5.0 DELIVERABLES:

5.1 The Contractor will produce 25 podcast episodes, and corresponding transcripts, including hosting, editing, effects and verbatim transcripts, one every two weeks. Table 5.1.A lists these deliverables:

4.1

6.0 SECURITY: Contractor will not be associated with, handle or gain access to any classified information. Eligibility for base access is required. Each interviewee will be briefed by the Government prior to the interview not to provide any PII/sensitive information.

6.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

6.2 Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office.

6.3 The Contractor, while performing on-site interviews, will be escorted by the COR while on the secured site. The Contractor shall be prepared to have all podcast equipment inspected by security at the military facility prior to entering the premises.

7.0 QUALITY ASSURANCE:

7.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner. The Government will assign a Contracting Officer’s Representative (COR) who will be responsible for monitoring performance in accordance with the requirements of the PWS and the Quality Assurance Surveillance Plan (QASP). 8.0 CONTRACT DISCREPANCY REPORT (CDR):

8.1 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

9.0 PLACE OF PERFORMANCE

9.1 Place of performance for the NSWC Training Podcast Production shall be at the Contractor’s facility. Contractor shall conduct interviews at various NSW sites within a 50 mile radius of Naval Amphibious Base, Coronado, as the availability of interviewees may require.

10.0 PERIOD OF PERFORMANCE

10.1Base Period of Performance is 1 September 2017 through 31 August 2018.
10.2Option Period I is 1 September 2018 through 31 August 2019.
10.3Option Period II is 1 September 2019 through 31 August 2020.
10.4Option Period III is 1 September 2020 through 31 August 2021.
10.5Option Period IV is 1 September 2021 through 31 August 2022.

14.0 CONTRACTOR MANPOWER REPORTING

14.1 For contracts exceeding $150,000.00 in total dollar value (base plus options), the Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Naval Special Warfare Center via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data will be reported no later than October 31 of each calendar year, beginning with 2017.
