Performance Work Statement (PWS) FAA Ground School Course of Instruction

Virginia Location

1. BACKGROUND

1.1 Select Naval Special Warfare Command personnel currently train within United States controlled airspace during preparation for deployment; the ability to safely maneuver aircraft while maintaining situational awareness of the environment is critical. A Federal Aviation Administration (FAA) approved Course of Instruction (COI) that encompasses basic ground and flight instruction in General Aviation aircraft is essential to provide personnel with the requisite skills to use controlled airspace safely in a dynamic aviation environment.

2. OBJECTIVES

2.1 The primary purpose of this requirement is to obtain an FAA approved COI that incorporates all training requirements listed below and administration of the FAA Private Pilot-Airplane (PAR) Knowledge Test for all students. Students shall be prepared by this COI to obtain a FAA Certificate of Authorization (COA) relating to military unmanned aircraft operations. Students shall also be provided in-flight experience of congested CONUS controlled space as specified in Section 4.2.2.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, and facilities necessary to conduct an FAA approved (CFR Part 141) Private Pilot Ground School course of instruction in accordance with the requirements listed below. The Contractor shall have a current 14 CFR Part 141 Certificate. Other FAA approved courses may be required as specified at the Task Order level.

4. REQUIREMENTS

4.1 The Contractor shall provide a ten (10) day FAA Part 141 COIs for up to 8 personnel per COI that encompasses all the requirements to prepare students to take and pass the FAA Private Pilot-Airplane (PAR) Knowledge Test unless otherwise specified in the Task Order.

The contractor shall administer the FAA Private Pilot-Airplane (PAR) Knowledge Test when students are adequately prepared at some point during the 10 day COI. After the test the contractor shall provide all students with an official FAA Airman Knowledge Test Report reflecting their scores.

4.2 The COI shall include the following:

4.2.1 Forty (40) hours of group Private Pilot Ground Instruction per student on the following:

4.2.1.1 Applicable Federal Aviation Regulations pertaining to Private Pilot privileges, limitations, and flight operations; accident reporting requirements of the National Transportation Safety Board (NTSB).

4.2.1.2 Use of Federal Aviation Administration / Aeronautical Information Manual (FAR/AIM) and FAA advisory circulars.

4.2.1.3 Use of aeronautical charts for Visual Flight Rules (VFR) navigation using pilotage, dead reckoning, and electronic navigation systems.

4.2.1.4 Radio communications procedures, recognition of critical weather phenomena, from the ground and in flight, wind shear avoidance, and the procurement and use of aeronautical weather reports and forecasts.

4.2.1.5 Safe and efficient operation of aircraft, including collision avoidance, and recognition and avoidance of wake turbulence.

4.2.1.6 Effects of density altitude on aircraft performance.

4.2.1.7 Weight and balance computations.

4.2.1.8 Principles of aerodynamics, power plants, and aircraft systems.

4.2.1.9 Stall awareness, spin entry, spins, and spin recovery techniques.

4.2.1.10 Aeronautical decision making and judgment.

4.2.1.11 Preflight action that includes:

4.2.1.11.1 How to obtain information on runway lengths at airports of intended use.

4.2.1.11.2 Data on takeoff and landing distances.

4.2.1.11.3 Weather reports and forecasts.

4.2.1.11.4 Fuel requirements.

4.2.1.12 How to plan for alternatives if the planned flight cannot be completed or delays are encountered.

4.2.2 Eight (8) Hours of Dual Flight Instruction in C-172 (G1000) or similar aircraft for eight (8) students.

4.2.2.1 Flight instruction shall include briefing and debriefing.

4.2.2.2 A minimum of four aircraft to be available during flight instruction portion.

4.2.2.3 Maintenance must be readily available at the airfield to ensure requisite flight hours are executed within the three months of the completion of the course of instruction.

4.2.2.4 Headset to be provided for each student.

4.2.3 Contractor provided materials:

4.2.3.1 Contractor shall provide a Course Schedule/Training Plan NLT 3 days after Task Order award.

4.2.3.2 All academic materials required for each classroom instruction.

4.2.4 Contractor facilities and equipment:

4.2.4.1 Must have a classroom available with internet access, air conditioning, and lounge.

6. CONTRACTOR MANPOWER REPORTING

6.1 The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each government fiscal year (FY), which runs from October 1 through September 30. While inputs may be reported at any time during the FY, all data shall be reported no later than October 31 of each calendar year. 7. CONTRACTOR TRAVEL

7.1 Contractor travel is not authorized for this requirement.

8. SECURITY

8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure confidentiality, integrity, and availability of Government data.

8.2 Contractor personnel do not require a security clearance.

9. SAFETY

9.1 Safety in all training events shall be paramount. The Contractor shall perform Operational

Risk Management (ORM) assessment prior to any flight event in accordance with the FAA System Safety Handbook.

9.2 The Contractor shall comply with and maintain appropriate safety instructions and qualification standards in accordance with FAA regulations 14 CFR Parts 14, 61, 91, and 141.

9.3 Contractor Responsibility:

9.3.1 Nothing in the Performance Work Statement (PWS), nor any government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the Contractor’s personnel and property, the Government’s personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes, and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

9.4 Risk Controls

9.4.1 Risks are incurred during the conduct of this training. This training requires implementation of risk controls. The Contractor shall ensure emergency medical services are available in the case of a mishap.

9.5 Mishaps

9.5.1 Process must be in place that shall ensure any mishaps are reported, investigated, and recorded. In the occurrence of a mishap, the Contractor shall contact the Command and the appropriate emergency services immediately. This information will be input into the Web Enabled Safety System (WESS) by the Government.

9.5.2 Safety and training related problems or mishaps involving or observed by the Contractor shall be addressed immediately to the Command. A formal written report shall be prepared and submitted to the Command within 2 working days of the incident.

11. QUALITY CONTROL

11.1 The Contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting, and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

12. QUALITY ASSURANCE

12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure the surveillance methods used are conducted in an objective, fair, and consistent manner.

12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The Contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the Contractor’s corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present and future contractual actions.

14. PLACE OF PERFORMANCE

14.1 Training shall be conducted at the Contractor’s facility which shall be within 50 miles of the Joint Expeditionary Base (JEB) Little Creek, Virginia Beach, VA 23459.

15. PERIOD OF PERFORMANCE

15.1 The period of performance includes a five year ordering period starting on date of award.
