Performance Work Statement (PWS) Naval Special Warfare Command Leadership Professional Development Training

1. BACKGROUND

1.1 Naval Special Warfare instructors currently participate in a three week course of instruction known as Instructor Qualification Course (IQC). This course is designed to develop proficient instructor skill sets by raising the level of proficiency in public speaking; develop and organize NSW-specific lesson plans; discuss and reinforce ethical behaviors; and teach newly assigned instructors how to be effective in their duties prior to the beginning of their tour at NSW.

2. OBJECTIVES

2.1 The high level of professionalism required of NSWinstructors requires continuous reinforcement and instruction in coaching, mentoring, and instruction techniques. It is the intent of NSW Commanding Officer to ensure the continued professionalization of the instructor staff at NSW through a constant training program designed around coaching and leadership development. NSW intends to hire Professional Development (PRODEV) instructors with the ability and experience to train multiple warfare specialty NSW instructors on how to mentor and coach student candidates within the Naval Special Warfare (NSW) training pipelines. (These student candidates are being assessed and trained to function as future members of high performance combat training teams, and therefore, require increased mentorship and coaching from the NSW instructors.)

The PRODEV instructor needs to have an extensive athletic coaching and mentorship background and be available to present a progressive, stepped special operator continuum of training throughout the fiscal year which establishes a foundation in instruction, and then builds upon it with each progressive step. Each quarterly step of instruction will be subject to availability of NSW staff, but is not to exceed three days per training session. The course of instruction will provide mentoring for each instructor through a combination of both large and small group interactions, and will allow significant time for one-on-one consultation to receive feedback on instructor characteristics. At the conclusion of each step of the training continuum, each NSW instructor will be provided with an individual debrief, updating them on their progress through the course and providing mentorship on how to improve upon the training foundation they receive from IQC.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to ensure all NSW instructors receive an ongoing professional coaching, leadership and mentorship instruction continuum, ensuring a world-class, professional team of instructors.

4. REQUIREMENTS

4.1 The contractor shall provide a progressive annual course of instruction. This course of instruction will be a stepped progression, broken down into a quarterly, three day course of instruction. Each session is to be provided to no more than 15 NSW instructors per division. Each NSW instructor will be given a personalized debrief at the end of the training session to evaluate the NSW instructor’s progress through the course.

4.2 CLIN 0001: Course of Instruction (COI) Requirements

These meetings will be approximately 20-40 minutes each depending upon the NSW instructor’s needs. These 1 on 1 meetings will be first come first serve and the meetings will take place for 3-4 hours on day 2 and 6 hours on day 3. Vendor will also use this time to provide exit interviews with instructors who wish to debrief and answer any questions the instructors may have in a one on one setting to assess progress and give instructions for how to build upon what they have learned.
