Performance Work Statement (PWS) Naval Special Warfare Command DirecTV

1. BACKGROUND

1.1 Naval Special Warfare Command (WARCOM) HQ, Naval Special Warfare Center (NSWCEN), Basic Training Command (BTC), and Advanced Training Command (ATC) require DirecTV satellite television services at their Coronado, Imperial Beach, and San Clemente Island locations. All existing hardware (receivers and antennas) are from DirecTV.

2. OBJECTIVES

2.1 The Contractor shall provide the equipment, materials, installation and ongoing maintenance necessary to provide monthly Direct TV services to Naval Special Warfare Command. The Contractor shall provide WARCOM a package that will fulfill the Government’s channel requirements.

3. REQUIREMENTS

3.1 WARCOM HQ requires more informational and news channels, to include unique channels like BBC America and Al Jazeera America. This will be streamed to (3) buildings, Bldg. 624, Bldg. 603A and Bldg. 603M.

3.1.1 Bldg. 624 WARCOM HQ is a two story building which requires quantity (31) drops throughout the first and second floor of the building. Vendor will utilize existing RG-59 and RG-6 to extend Direct TV service from a central location in the bldg. This is located in the 1st Floor LAN Room 132. Request vendor also test each cable run and replace any existing cable run that is deemed no longer useable for TV signals. The LAN Room is the (24) Channel Headend Receiver which is directly connected to the Direct TV Sateliite Dish on the roof. Both hardware is over a year old and in good working condition.

3.1.2 Bldg. 603A is a one story building which requires 3 drops: 2 on the west end of the building and 1 on the east end. Contractor shall utilize existing RG-59 and RG-6 to extend Direct TV service. Contractor shall also test each cable run and replace any existing cable run that is deemed no longer useable for TV signals. The satellite dish shall be installed on the roof and cable drop down to the west end of the building. These 3 rooms will require individual receiver boxes.

3.1.3 Bldg. 603M is a two story building which requires 3 drops: 2 on the first floor and 1 on the second floor. Contractor shall utilize existing RG-59 and RG-6 to extend Direct TV service. Contractor shall also test each cable run and replace any existing cable run that is deemed no longer useable for TV signals. This building will get its Direct TV feed from Bldg. 603A. Cabling already exist between Bldg. 603A and 603M. These 3 rooms will require individual receiver boxes.

3.2 NSWCEN, BTC, and ATC require satellite cable television services with DirecTV government accounts. Existing Direct TV equipment consists of the following. Coronado: 8 x satellite antenna dishes with 30 receivers. San Clemente Island (SCI): 6 x satellite antenna dishes with 48 receivers. ATC Imperial Beach: 5 x satellite antenna dishes with 24 receivers. Contractor shall provide monthly service to these locations.

3.2.1 Provide and install one additional receiver in Coronado building 638.

3.2.2 Replace 4 satellite antennas at San Celemente Island due to rust and corrosion.

3.2.3 For Coronado Buildings (San Diego, CA): Office Info, Local Channels, Sports Choice, HD Access, 31 receivers.

3.2.4 For San Clemente Island, CA: Office Choice, Local Channels, HD Access, Sports Lineup (NFL package) and Movie pack, 48 receivers.

3.2.5 San Clemente Island shall have the ability to order pay-per-view movies with individual credit cards if possible

3.2.6 ATC Buildings (Imperial Beach, CA): Office Info, Local Channels, Sports Choice, HD Access, 24 receivers.

3.2.7 All equipment except one receiver to be installed is pre-existing. Antenna dishes and HD receivers were installed by our COMM/ET staff.

3.2.8 Contractor shall perform an initial inspection of all receivers and antennas; and tune if required and provide on-site repair/replacement warranty service for the entire term of the contract including options. The contractors shall conduct an inspection/groom/tuning.

3.2.9 All receivers shall be HD.

3.2.10 All facilities are wired with RG59 and RG6.

3.2.11 All Buildings are two floors with flat roofs.

3.2.12 Mount, multi switches, and cabling throughout the buildings are required.

4 CONTRACTOR MANPOWER REPORTING

4.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Naval Special Warfare Center via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 5 CONTRACTOR TRAVEL

5.1 The Government does not anticipate travel in connection with the performance of this PWS.

6 SECURITY

6.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

7 SAFETY

7.1 The contractor shall comply with and maintain appropriate safety instructions and qualification standards in accordance with OSHA regulations.

8 GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI)

8.1 Naval Special Warfare Command, NSWCEN, ATC, BTC, and San Clemente Island has some existing government owned DIRECTV equipment including HD Receivers, Satellite antennas, and RG6 wiring that shall be utilized.

9 QUALITY CONTROL

9.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

10 QUALITY ASSURANCE

10.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

10.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

11 PLACE OF PERFORMANCE

11.1 NAB Coronado, ATC Imperial Beach, and San Clemente Island.
