Performance Work Statement (PWS) Naval Special Warfare Command (NSWC) MTU Engine Training Courses of Instruction (COI)

1.BACKGROUND
1.1The Naval Special Warfare Group Four (NSWG-4); Special Boat Team 12 (SBT 12) and SBT 20 (SBT 20) require familiarization training on the function, design, and trouble-shooting of the MTU system installed on the Combatant Craft Medium (CCM) and Heavy (CCH) crafts.
1.2NSWG-4 personnel currently receive basic operator level maintenance training designed to provide a understanding of the mechanical and electrical system. The training required under this effort is intended to increase the knowledge base of operator and maintenance personnel responding to emergency situations, troubleshooting, repair, and maintenance of the diesel engine systems.
2.OBJECTIVES
2.1Naval Special Warfare Command intends to award a firm fixed priced, sole source contract to the Original Equipment Manufacturer (OEM) of the MTU engines installed in NSWG-4 craft. The contract will be for four CM1/M and ECU-7 CE1/M and four CM2/M and ECU-7 CE2/M and two CE3 Course of Instruction (COI) in fiscal year 2016 per SBT-12/20, for a total of 20 courses per year of performance, plus an option for up to 8 additional courses per year.
2.2NSWG-4 anticipates a class size of eight personnel per CM1/M and ECU-7 CE1/M COI.
2.3NSWG-4 anticipates a class size of eight personnel per CM2/M and ECU-7 CE2/M COI.
2.4NSWG-4 anticipates a class size of four personnel per ECU-7 CE3/M COI.
3.SCOPE
3.1The Contractor shall provide personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to conduct COIs that familiarizes students with the design, function, repair, calibrating, emergency procedures, and trouble-shooting of MTU engines. These COIs shall be targeted at the operator (CM1/CE1/M), shop-level maintainer (CM2/CE2/M), and advanced electronics level (CE3/M).
4.REQUIREMENTS
4.1AThe Contractor shall conduct a 2-day mechanical CM1/M and a 2-day CE1/M COI which trains personnel on the following topics:
4.1.1AEngine design and function
4.1.2AHow to operate the engine and related systems
4.1.3AHow to identify and rectify minor faults
4.1.4AHow to perform preventive maintenance tasks per MTU Instructions
4.1.5AExplanation of oil and fuel, systems, etc.
4.1.6AExplanation of the fluids and lubricants specification
4.1.7ABasic troubleshooting
4.1.8APreventive maintenance tasks QL1
4.1.9AIntroduction to the engine management system
4.1BThe Contractor shall conduct a 5-day CM2/M mechanical and 4-day CE2/M electronic COI which trains personnel on the following topics:
4.1.1BMTU components, design, and function for the CCM and CCH craft.
4.1.2BCommon faults, trouble shooting, calibrating, emergency procedures, maintenance, and remediation
4.1.3BReplacement of engine subassemblies
4.1.4BDiscuss and explain fuel, oil, closed cooling, raw water cooling, turbo, engine management, and electronic system with engine drawings and hands on the engine
4.1.5BSensor, relay, and fuse troubleshooting, location and how to replace
4.1.6BExplanation of the fluids and lubricants specification
4.1.7BExecution of preventive (QL1) and corrective maintenance tasks (QL 2)
4.1.8BEngine wiring, SmartLine monitoring system, DiaSys 2.XX (most current version), Governor (ECU-7) functions and parameters (level 0), and electronic component replacement.
4.1CThe Contractor shall conduct a 4-day CE3/M electronic which trains personnel on the following topics:
4.1.1CHandling of documentation for CCM and CCH craft; system description

manual, engine wiring diagrams, and ship wiring diagrams

4.1.2CEngine wiring and sensors; explain sensor harness diagrams, explain sensor location and function
4.1.3CSystem configuration and exchange of electronic components; explain and perform node
numbering, explain and perform exchange and configuration of components
4.1.4CIntroduction to the MTU diagnostic software DiaSys (1B Level); Installation and handling of software, data recording and evaluation, advanced data evaluation and failure code handling
4.1.5CAdvanced Troubleshooting; explain and perform troubleshooting tasks via display

Navigation and MTU diagnostic software

4.2All COIs listed above shall be a mix of hands-on practical application and classroom instruction.
4.3The Contractor shall provide course curriculum outline and detailed schedule of events to the component command’s training representative NLT 7 days prior to start of the each course for review and approval. (A001)
4.4The Contractor shall provide standard technical documentation on CD ROM to the component command’s training representative at the end of each training evolution. (A002)

6.CONTRACTOR TRAVEL

7.SECURITY
7.1The Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.
7.2The Contractor must be able to obtain personnel and vehicle access to military installations. Contractor shall coordinate all necessary access through the local Military Pass and Decal Office.
7.3The Contractor personnel shall be citizens of the United States.
8.SAFETY
8.1Nothing in the performance work statement nor any Government action or failure to act in performance of the contract shall relieve the Contractor of its responsibility for the safety of the Contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the Contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
9.QUALITY ASSURANCE
9.1The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
9.2Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the Contracting Officer will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The Contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the Contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

11.1None.
12.PLACE OF PERFORMANCE
12.1Training shall be conducted at contractor facility.
13.MANPOWER REPORTING
13.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Naval Special Warfare Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/

13.2 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. 14.0 CONTRACTING OFFICER REPRSENTATIVE (COR)

14.1 The COR will be identified by separate letter. The COR is not authorized to change any of the terms and conditions of the resulting contract or subsequent task orders.
