Statement of Work Naval Special Warfare Group TWO SEAL Team TWO Jungle Warfare Training SOW PART A - GENERAL INFORMATION Introduction:

This SOW covers requirements for a 5 Year, overarching contract, consisting of 1 initial course with an additional 2 courses per option year equaling a total of 9 courses or 1 per SEAL Team, per Staff Integration Training (SIT) cycle over the life of the contract. To initiate the contract resulting from approval of this SOW, SEAL Team TWO (ST-2), 3 Troop will conduct Jungle Warfare Training (JWT) starting 8 June 2015 and ending on 19 June 2015, in and around Hurlburt Field, FL with follow on options in either Hurlburt, FL or in and around Stennis, MS. The purpose of training is to address environmental factors in development of Tactics Techniques and Procedures (TTP)'s commonly associated with operating in Jungle environments that are common throughout the SOUTHCOM AOR. This Performance Work Statement (PWS) describes the work necessary to effectively support the stated training objectives and satisfy the commander's intent for training listed below:

1. Meet the needs outlined by Naval Special Warfare Unit Four (NSWLM) Mission Guidance Letter (MGL) dated 8 MAR 13 and all referenced documents there in.

2. Identify and address NAVSOF requirements outlined by CDRUSSOUTHCOM in the USSOCOM Theatre Campaign Plan FY14-18 dated 19 NOV 12.

3. Train to standards and address field readiness requirements outlined in COMNAVSPECWARCOM INSTUCTION S3500.3. [SEAL 2.08] Background:

There is no formalized course of instruction offered by Naval Special Warfare to address environmental training specific to certain environments. SEAL Team TWO, 3 Troop and other subordinate commands to NSWGRU-2 with elements deploying to SOUTHCOM, require training to gain proficiency and competence to successfully operate in the jungle environment. This course will address the specific equipment and techniques called upon when conducting operations in the jungle environment. The broad scope of terrains encountered during tactical operations requires training and educating personnel in how to move as a tactical element through hot, humid, canopy terrain, how to move supporting assets through this terrain and potentially how to move detained personnel through this area without relinquishing security.

Operations conducted in these jungle environments, require a depth of knowledge and depth of rehearsal to ensure the safety of each unit, from the smallest operational element to the movement of a larger NSW force. The need for this training is driven by the multiple areas that Naval Special Warfare forces are currently operating in and may be called upon to operate in the future. With the current operational tempo and manpower limitations found within the NSW forces on the East Coast, contractor assistance is required. Contractor assistance will act as a force multiplier, enhance unit capabilities and improve on the readiness and effectiveness of the command by providing technical and tactical resources to support the war-fighter. Contractor support is critical in assisting the command in meeting emerging mission essential requirements.
