Statement of Work (SOW) Naval Special Warfare Command Vertical Wind Tunnel

1. OBJECTIVE: The Government seeks a qualified Contractor to provide a vertical wind tunnel facility and training time for SEAL Team TWO, Two Troop personnel, starting no later than 01FEB15 and ending 30OCT15, within 100 miles of Virginia Beach, VA, in order to maintain proficiency / currency of military freefall parachutists. The objective of the training is to obtain a C1 rating in HAHO operations as per Army FM as per COMNAVSPECWARCOM INST S3500.3 Field Readiness Manual (FRM), Army publication ATTP 3-18.11/NTTP3-05.26M, Appendix C, Table C-2, C-l and COMNAVSPECWARCOM INST 3000.3B Air Operations Manual.

2. BACKGROUND: SEAL Team TWO, Two Troop will conduct their initial air block of training early in their designated Unit Level Training (ULT) block. Two Troop is SEAL Team TWO's Marine Craft Air Delivery (MCAD)s contingency troop. The air training outlined in this SOW is part of a phased plan to obtain a C-l deployment rating as stated above. Contracted hours will allow flexibility to train their personnel to a standard that will allow them to jump with Night Vision Goggles (NVG)s during operational scenarios according to FRM requirements. The Troop has identified that it is likely that there will be gaps during air operations training that affect proficiency / readiness certification in HALO/HAHO operations.

The vertical wind tunnel is a valuable tool that enables parachutists to practice and improve body flight technique. It enables parachutists to practice emergency procedures while wearing military equipment, i.e. parachutes and equipment bags in a controlled environment. 1 minute of VWT time is equivalent to 2 jumps worth of experience flying. This training is vital to keeping parachutists safe and proficient in order to accomplish their mission as it relates to Naval Special Warfare.

3. DESCRIPTION OF REQUIREMENT: The contractor shall provide a clean, effective facility for the conduct of vertical wind tunnel training. User requires access to classroom spaces for debriefing purposes. User also requires wind tunnel safety observer personnel.

3.1. The contractor will provide a secure area for military personnel to conduct wind tunnel training and instruction. Facility will be sufficient in size to accommodate multiple personnel performing relative work (RW) training.

3.2. Facility wind speed will be sufficient to lift a parachutist wearing tunnel-safe parachutes and equipment bags.

3.3. The contractor will provide 80 vertical wind tunnel rental hours over the course of this contract. User will schedule usage with contractor as required.

3.4. The contractor will provide a qualified safety observer from the wind tunnel staff during all training being conducted.

3.5. The contractor will provide tunnel coaching for 40 hours over the course of one year. The course of instruction shall be able to be delivered upon awarding of contract.

3.6. The contractor shall provide access to the training facility from 0700 until 1800 on designated scheduled days. Hours outside this timeframe may be required.
