Performance Work Statement (PWS) Naval Special Warfare Group Four Laundry and Mat Services
1.0 BACKGROUND
Naval Special Warfare Group Four (NSWG-FOUR) requires service to provide rental of mats, towels, linen (flat and fitted sheets and pillow cases for a single bed), and blankets, and provide laundry cleaning service of all items. Towels are provided for the gym. Mats are provided for multiple buildings on the compound.
2.0 OBJECTIVES
2.1 This Performance Work Statement outlines the NSWG-FOUR’s laundry and mat service requirements. NSWG-FOUR intends to award a firm contract with four option years.
| 2.2 | NSWG-FOUR looks for laundry and mat services to provide clean linens for duty personnel, clean towels for members using the gym facilities, and mats in entry ways to prevent slipping. Laundry and mat services for items listed in the delivery table in paragraph 5.0. Sheets, pillow cases, blankets, and laundry bin are provided for the duty bunk rooms. |
| 3.0 | SCOPE |
The contractor shall furnish all management, labor, transportation, pickup and delivery service, housekeeping and facility operation in accordance with the terms and conditions of this contract. This contract includes all laundry, dry cleaning, and all other tasks and responsibilities deemed necessary and spelled out in this contract. The contractor shall receive, account for, process, and return all organizational and individual items tendered for cleaning.
| 4.0 | REQUIREMENTS |
| 4.1 | Contractor shall pick up, launder, and return clean laundry and mats in quantities specified in the delivery table in paragraph 5.0. Clean laundry and mats are items that are free of visible soil, lint and objectionable odor. Contractor shall launder and clean items in such a manner that spots and stains are removed without damaging the fabric. |
4.2 Delivered articles shall conform to the generally accepted industry and local standards of quality, cleanliness, and appearance. The items shall not only be clean but also be sterilized so that they are free from bacteria, fungi, and microorganisms, including pathogens and disease producing organisms.
4.3 Linen Exchange Activity. The contractor shall operate a linen exchange activity. The contractor is responsible for receiving, collecting, exchanging, and distributing linen exchange articles to and from organizations, activities, or authorized individuals and accomplishing the tasks below:
4.3.1 Receive, collect, exchange and distribute linen exchange articles to and from organizations, activities, or authorized individuals.
4.3.2 Verify count of items received against receiving and shipping documents.
The contractor shall establish a stockage inventory system to track all incoming and outgoing linen. The contractor shall perform a search for missing items in order to reconcile inventory with stock records.
4.3.3 Items being turned into the contractor will be counted in the presence of the organizational representative and contractor representative and agreement reached on the number count before the totals are permanently affixed to the laundry list. Both attesting parties shall sign the laundry list.
4.3.4 Items that have been identified for direct exchange shall be exchanged for like items at time of turn-in.
4.4. The contractor shall provide pickup and delivery service. This service shall include loading, unloading, segregating, transporting, counting and obtaining necessary documentation for items picked up or delivered. The contractor shall provide his own vehicles and they shall be maintained in safe operating condition at all times. The contractor shall establish routes so as to gain access to the base through Gate 3 and delivery operations shall be made between the hours of 8:00 AM and 4:00 PM. On Wednesday of Every Week.

6.0 CONTRACTOR MANPOWER REPORTING
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Naval Special Warfare Group Four via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7.0 CONTRACTOR TRAVEL
No contractor Travel.
8.0 SECURITY:
Contractor shall obtain or possess base access using RAPID Gate in order to exchange services. The contractor shall establish routes so as to gain access to the base through Gate 3 and delivery operations shall be made between the hours of 8:00 AM and 4:00 PM every Wednesday on a weekly basis.

8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of government data.
9.0 PLACE OF PERFORMANCE
