Performance Work Statement (PWS) Naval Special Warfare Command Embroidery Services

1.0 BACKGROUND

1.1 Naval Special Warfare Command Center (NSWC) requires embroidery and sewing services for staff and students on digitized pattern NWU TYPE III Uniforms to include removal and replacement of white name tapes from blouses and trousers on the woodland uniform for students.

2.0 OBJECTIVES

2.1The government anticipates the award of a firm fixed price contract for embroidery and sewing services. The contract will include a base plus four option periods.
3.0SCOPE The Contractor shall provide the personnel, management, and materials necessary to execute the requirements of this PWS.
4.0REQUIREMENTS Contractor shall provide embroidery and sewing services for digital NWU type III and woodland uniforms.

4.1 Contractor shall possess requisite licenses from NEXCOM in order to use or reproduce Navy patterns, insignias, and logos.

4.2 Contractor shall pick up and deliver items for embroidery and sewing at Naval Special Warfare Center on a bi-weekly basis.

4.3 Contractor shall embroider:

4.3.1 Up to 1200 sets of uniforms per year; up to 2 sets of uniforms per staff member. One pair of trousers, one blouse, and one cover constitutes a set.

4.3.2 Contractor shall embroider each blouse with up to a maximum of 2 Warfare Designators per blouse.

4.3.3 Contractor shall embroider up to 2 8-Point Covers Type III with service member’s rank insignia.

4.3.4 Contractor shall embroider up to 120 Sea Bee Logos per year; not to exceed 2 logos per service member.

4.3.5 Contractor shall provide up 1800 embroidered Slip-on Rank Insignias per year; not to exceed three per service member.

4.3.6 Contractor shall sew on, remove, and replace White blank name tapes on BDU/NWU TYPE III: up to 19,000 White Tapes.

4.4 Contractor shall return embroidered and sewn items no later than one week from date receipt.

4.5 Contractor shall thread TYPE III Uniforms as follows:

4.5.1Rank Insignia: All rank insignias shall be done with BLACK HAN thread (CABLE 67138) except Chief Warrant Officer 2, Ensign and Lieutenant Commander, which will be SPICE BROWN thread (CABLE 67196).
4.5.2Warfare Device: All warfare devices/insignia's will be done in BLACK HAN thread (CABLE 67138).
4.5.3Sea Bee Logo: Logo will be done in BLACK HAN thread (CABLE 67138).

4.6 Warfare Designation:

Contractor shall possess the ability to embroider the following types of Warfare Designations: Trident, ESWS, EAWS, Naval Aircrew, Naval Aviation Warfare, Naval Parachutist, Sub Warfare Deep Submergence, Master Diver, 1st Class Diver, 2nd Class Diver, Scuba Diver, Master EOD, Senior EOD, Basic EOD, FMF, SWCC, Small Craft, SCW, Seabee Emblem, Naval Flight Officer (NFO), Surface Warfare Officer (SWO), SWO (Supply/Submarine/Medical/Aviation), and Information Dominance Corps (IDC).

5.0 DELIVERABLES

5.0 Turnaround time:

One day, work volume 1-5 sets (BDU/NWU Mod Regular embroidery/Operational tape) Two days, work volume 6-10 sets (BDU/NWU Mod Regular embroidery/Operational tape) Three days, work volume 10 or more sets (NWU Mod Regular embroidery)

6.0 CONTRACTOR MANPOWER REPORTING

The contractor shall report the amount of uniforms Embroidered and sewed required for performance of services provided under this contract for the NSWC via a secure data collection site. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7.0 CONTRACTOR TRAVEL The government does not anticipate travel costs.

8.0 PLACE OF PERFORMANCE

Naval Amphibious Base, Coronado. Contractor shall pick up and deliver items on a bi-weekly basis to the place of performance.

9.0 PERIOD OF PERFORMANCE

Period of performance consists of a base period of one year from date of award plus four option periods.
