1. Agency and Contracting Activity: (FAR 6.303-2(b)(1))

2. Description of Action: (FAR 6.303-2(b)(2)) Approval of this J&A will support issuing a new, sole-source contract bridge to CACI-WGI, Inc., 8618 Westwood Center Dr., Suite 200, Vienna, VA 22182-2222. Period of Performance will be 17 Sep 2016 to 16 Mar 2017 with three, 1-month option
3. Description of Supplies/Services: (FAR 6.303-2(b)(3)) and assists in USSOCOM requirements for programs. Continuation of the SARM support is critical to the execution and oversight demands
Estimated cost of 6 month bridge is Total cost includes all materials, travel, labor, and equipment necessary to provide the required services.

10 U.S.C 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1
5. Reason for Authority Cited: (FAR 6.303-2(b)(5)) The services provided under this contract are highly specialized, SOF-unique, and mission critical. The contractor must possess a Top Secret (TS) Facility Clearance and employees require TS-Secure Compartmented Information (SCI) security clearances. The requirement will transition to and be competed among our SOCOM-Wide Mission Support (SWMS) contracts as soon as they are available for use. Due to the brevity of this bridge contract and the pending transition to our competitive SWMS contracts, substantial duplication of cost to the Government is not expected to be recovered through competition of this short-term, bridge contract.
6. Efforts/Actions to Increase Competition: (FAR 6.303-2(b)(6)&(11)) This requirement was issued competitively under SOCOM's award Global Battlestaff and Program Support (GBPS) contracts. It is our intent to transition the follow-on contract to SOCOM's multiple award SOCOM-Wide Mission Support (SWMS)-C contract when it is available for use. SOCOM's SWMS acquisition began in 2014. Due to an extended acquisition timeline as a result of multiple protests, SWMS is not yet available for use. The contract supported by this J&A will bridge this mission critical support.
7. Market Research: (FAR 6.303-2(b)(8)).
Industry will be notified of our intent to support this requirement using Other Than Full and Open competition via a Special Notice posted to the Federal Business Opportunities website (www.fbo.gov ). Responses will be documented accordingly.

Prior to approval, J&As will be screened to identify proprietary data and information exempted from disclosure by 5 U.S.C. 552, Freedom of Information Act, so that the final J&A may be prepared for required posting to FedBizOpps IAW Section 844 of NDAA 2009 as implemented via DPAP Memo, Public Disclosure of Justification and Approval Documents for Noncompetitive Contracts, dated 13 February 2009. J&As shall be posted to FedBizOpps within 14 days unless 10 U.S.C 2304(c)(2), Unusual and Compelling Urgency is cited. In that particular case the J&A will be posted within 30 days.
