About this file
This is a Justification and Approval (J&A) document for a non-competitive sole-source contract action issued by the United States Special Operations Command (USSOCOM) through the 95th Civil Affairs Brigade, Special Operations (Airborne) at Fort Bragg, North Carolina. The contracting activity is US Army Special Operations Command (USASOC) Headquarters Contracting Office located at Fort Bragg.
The acquisition seeks specialized instructional services, scenario development, and curriculum delivery for the Joint Human Domain Integration (JHDI) Training Program to support pre-deployment certification of personnel from the 95th Civil Affairs Brigade. The contractor must deliver a full suite of courses including Joint Network Analysis and Targeting (JNAT) - Leaders Course, Joint Network Design Course (J-NDC), Joint Critical Infrastructure Analysis and Reporting (JCIA/JCIR), Basics to Applied Fundamentals to Open-Source Research (BAF-OSR), and Culture and Language Support to Exercises. This action will establish a single-award Blanket Purchase Agreement (BPA) under FAA Part 15 procedures with five one-year ordering periods plus a six-month option to extend services. The contract authority is 10 U.S.C. 3204(a)(1) under the Revolutionary FAR Overhaul (RFO) 6.302-1, allowing only one responsible source to satisfy agency requirements.
Market research conducted from May to July 2026 through a combined Sources Sought/RFI notice (SAM.gov Notice ID: H92239-26-R-E010) identified Obsidian Solutions Group, LLC (OSG) as the only source capable of meeting the government's requirements. OSG possesses an exclusive teaming agreement with The Hetherington Group, the sole commercial entity holding a pre-existing, formally validated curriculum memorandum from the 1st Special Forces Command (1SFC) G9 certifying compliance with mandatory USSOCOM and 1SFC policies—a mandatory prerequisite for award that cannot be obtained within acceptable timeframes. The competing vendor, Valens Global, confirmed inability to meet this mandatory pre-award requirement, citing a 6-12 month validation process that would cause unacceptable mission-critical delays. The J&A identifies three additional supporting factors: proprietary curriculum and intellectual property rights held exclusively by OSG's subcontractor, risk of inconsistent training and mission failure if multiple vendors provide separate courses, and unacceptable duplication of cost and time required to develop and validate a competing curriculum. Price reasonableness will be established through comparison to the Independent Government Cost Estimate (IGCE), existing GSA schedule contracts, and historical pricing for similar specialized instructional services.

requirement and encourage any newly validated vendors to submit their qualifications.
3. Ongoing Market Monitoring: The Contracting Officer and the COR will continue to conduct market research to identify any additional vendors who successfully complete the 1SFC G9 validation process, with the goal of fostering a competitive environment for the follow-on contract.
