H92239-25-R-0009, Performance Enhancing Drug (PED) Testing Amendment 01 – Changes are highlighted in yellow U.S. Army Special Operations Command
SOURCES SOUGHT ONLY: The United States Army Special Operations Command (USASOC) – Contracting, located at Fort Bragg, North Carolina, is conducting market research to determine the existence of interested sources capable of providing all personnel, equipment, supplies, facilities, materials, supervision, and other items and non-personal services necessary to analyze the human urine specimens for anabolic steroids as defined in the Designer Anabolic Steroid Control Act of 2014 in support of the USASOC. The drug testing laboratory must be accredited with the World Anti-Doping Agency (WADA), all aspects for drug testing are specified in the attached DRAFT Statement of Work (SOW). The “DRAFT” SOW (Sources Sought Number: H92239-25-R-0009 can be downloaded from the https://sam.gov/content/opportunities website. This is not a Request for Proposals, but instead a market research method to determine interested sources prior to issuing the solicitation. Anticipated period of performance is a 12-month base period, plus four (4) one-year ordering periods. The purpose of this Sources Sought Notice is to obtain an indication of interest of all businesses, determine any interest from the small business community, and obtain voluntary limited capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been made. The Government will not award a contract based on this Sources Sought Notice. The information provided by the participants is strictly voluntary.
This IS NOT a request for technical/management proposals. If you are an interested source and capable of meeting the entire requirement without failure, please provide the following voluntary information:
1) Company name and Point of Contact;
2) Unique Entity ID number and CAGE code;
3) Socioeconomic Status (to include 8(a), HUBZone, SDVOSB, Large, etc.), if applicable.
4) GSA Schedule Contract Holder Information, to include contract number, if applicable; and
5) A brief Statement of Capability (no more than 5 pages); which addresses the following questions and demonstrates the ability to meet the requirements specified in the Draft SOW and includes any Past Performance information on Government contracts of similar size and scope.
The Government requests detailed responses to the below questions, simply answering yes or no will not suffice.
• Can you provide lab tests that meet the World Anti-Doping Agency (WADA) standards and accreditation? Also provide a copy of your WADA accreditation with your submission.
• Do you have the capability to analyze the human urine specimens for anabolic steroids? Provide an explanation.
• Do you have the capability to conduct Isotope Ratio Mass Spectrometry (IRMS) tests? Provide an explanation.
• Do you have the capability to provide Subject Matter Experts able to discuss the scientific and forensic procedures of the laboratory, interpret data, and provide a meaningful synopsis? Provide details on the experience levels.
• What contract vehicle does the vendor suggest for the resulting contract (Stand-alone, BPA, or IDIQ)?
The anticipated NAICS code is 541380 Testing Laboratories and Services with a size standard of $19.0M and the anticipated PSC Code is Q301 Reference Laboratory Testing. No requests for capability briefings will be honored because of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No feedback will be provided regarding individual capabilities statements. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.
