About this file

This document contains responses from the United States Special Operations Command to industry questions regarding the Psychological Assessment Support Services solicitation (H9223925R0008). The questions and answers cover critical aspects of the contract, including CLIN (Contract Line Item Number) structure, period of performance, security clearance requirements, and pricing details. Key clarifications include: the government will require daily labor rates for each Sub-CLIN, the base year runs from 01 August 2025 through 17 July 2026 with a 14-day phase-in period, and a Secret Facility Clearance is required at time of proposal submission. The solicitation seeks psychological support services across multiple locations, with potential surge capacity up to 15 psychologists, and will use a Firm Fixed Price contract type with specific evaluation factors prioritizing past performance and pricing.

Question # RFP Document Paragraph/Reference Industry Question and the Government’s Response 1 Solicitation/

PWS

p.55, para. (c); p.62, para. 1.7.3.8

Q: Given the two (2) key personnel required full time Monday-Friday for performance on this contract, will the Government consider a full-time equivalent (FTE) FFP CLIN for the key positions?

A: It is Government’s determination not to revise the CLIN structure. It is the Offeror’s responsibility to provide a solution for the requested services. The Key Personnel shall act as a point of contact for issues that may arise pertaining to the performance of the work under this contract.

2 PWS p.57, para. 1.1.1 Q: Given the requirement for PASS performance at up to 6 simultaneous locations, would the Government consider a solution that allows for some (6 FTE) psychologists and a corresponding FFP CLIN for the FTE workforce? This would facilitate the PTE "surge" requirement of up to 15 psychologists around the full time FTE workforce.

A: It is Government’s determination not to revise the CLIN structure. It is the Offeror’s responsibility to provide a solution for the requested services for up to 6 simultaneous locations in accordance with the Performance Work Statement.

3 Solicitation/

PWS

p.3-33 Q: Will the Government consider a simplified CLIN structure for "surge" PTEs as T&M? i.e. combine all Max Quantity Days to allow just for an hourly rate (or daily rate) regardless of task.

A: It is Government’s determination not to revise the CLIN structure. The Government considers Firm Fixed Price (FFP) as the appropriate contract type to meet the Government’s needs for this requirement.

4 PWS p.94, para 2.1.2 Q: Considering the Government may request some or occasional PASS services requiring TS/SCI clearance, does the Government require a Top Secret FCL at time of submission?

A: The Psychological Support Services requirement is for Secret FCL in accordance with the Performance Work Statement. In accordance with the Solicitation’s paragraph 2.2.1.2, page 87), and FAR 52.212-2 Addendum To, Evaluation-- Commercial Products and Commercial Services, (page 94), the prime offeror has adequately demonstrated that it possesses a SECRET FCL as accredited by the DCSA at the time of proposal submission.

5 Q: Please clarify the period of performance. Base year starts on 01 August 2025 and runs through 17 July 2026.

Why does the base year end in the middle of the month versus the end of the month? Then, the options years will start and end in the middle of July. Is that correct?

A: Yes, this is correct. The Phase-In period is from 18 July 2025 – 31 July 2025, for a total of 14 days. The Base Ordering period is from 01 August 2025 – 17 July 2026, for a total of 11 ½ months. The Phase-In period and Base Ordering period cannot exceed 12 months.

6 Q: For VOL I, section 2.2.1.3, we are asked to provide the socio-economic status of our proposed contractors.

Can you please clarify what socio-economic status means and how you want it quantified?

A: Socio-economic status refers to businesses based on size, ownership, social and economic disadvantages. (i.e., small business, small-disadvantaged business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, or a women-owned small business). The only quantification required is the size, by number of employees. This section applies to the Offeror’s proposed subcontractors and affiliates.

7 Q: For VOL III, in section 2.2.3.2 it states that information examples for each contract should be limited to “one” page. However, in section 2.2.3.3, it asks that the information examples include specific information across seven areas (a-g). It will be impossible to respond to all seven areas in one narrative page. Is the page limit of “one” in error? Please clarify.

A: The Government has revised the page limit from one page to two pages. Please Amendment 0001 for the revision.

8 Q: For VOL IV, under the TAB A price schedule on page 93, items (f) through (h) do not seem to apply to the rest of the pricing volume instructions. Can you please clarify the “replace paragraph” instructions in this section?

A: Information from FAR 52.212-1 f-h was incorporated. This means the following information pertains to this solicitation: period for acceptance is held for 90-days, offerors should submit only 1 proposal, and the Government will award on an “all or none” basis. FAR 52.212-1 paragraph (c) is replaced with the information in paragraphs f-h.

9 RFP SF1449 & Attachment

There appears to be a conflict between the SF1449 CLINs and Attachment 2 pricing spreadsheet. The SF1449 Continuation Sheet has the "UNIT" for all Labor CLINs listed as Days, while Attachment 2 Pricing Spreadsheet requests an hourly cost. COMMENT: Two factors the government may want to consider; 1. The industry standard for pricing psychological support in a temporary duty status is to price a daily rate, and 2.

There is no reference in the solicitation to how many hours constitutes a manday.

Q: Is it the governments intent for the contractor to bid a daily rate? If so, will Attachment two be modified to align with the SF 1449 CLINS?

A: Yes, the Government is requiring the Offeror to propose a daily labor rate for each Sub-CLIN for the Base Ordering period and the Four Ordering periods. Attachment 2, Pricing Spreadsheet, has been revised to assist the Offeror with completing the pricing for the SF 1449 CLIN structure.

RFP SF1449 & Attachment

We came across a discrepancy between the RFP and the attached pricing spreadsheet for VOL IV. The RFP is requesting we price the CLINs in days, however, the pricing spreadsheet is labeled in FTE hours. The work provided under this contract is not full-time so we cannot convert our daily rate to a FTE equivalent.

Q: Do you have a pricing spreadsheet that reflects days supported not FTE hours? Or is there a specific algorithm or formula we should use to calculate the conversion?

A: Please see the Government’s response to question 9.
