SOURCES SOUGHT 30 Oct 2024
United States Army Special Operations Command (USASOC) on behalf of United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS)
The purpose of this Sources Sought is to provide industry the opportunity to identify themselves as interested sources capable of meeting the requirement of providing Robotic Human Type Targets (RHTT). The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to provide RHTT support.
RHTT’s must have all of the following characteristics:
• Commercial-off-the-shelf (COTS) - The RHTT is available as a non-developmental COTS item
• Contains a 3D target mannequin (4'1" to 5'9" tall) that is affixed to a four-wheel, all-terrain base station that is heavily armor-plated
• The base station has been tested extensively with ballistic protection using 5.56mm and 7.62 ammunition
• Optimized to perform in a multitude of terrain environments such as doorways, pavements, packed dirt, grass, loose dirt, tall grass, short brush, sand, gravel, slopes, and minor curbs and holes
• Is trackless and fully autonomous while utilizing GPS and a scanning laser range finder for navigation so the robots can drive themselves without an operator for up to six hours with a range of up to 20 miles and walking/running speeds up to 11 mph
• Ability to navigate around unexpected static obstacles taller than 2 feet and can avoid collisions with one another even when given deliberately intersecting paths in an open area
• Equipped with onboard speakers that will make an audible sound (scream) when hit; for example, the RHTT Robotic Target will "flinch" by exhibiting rapid shakes of the mannequin to reflect a bullet wound
• Operates in all lighting conditions (day and night), indoor lighting, and complete darkness.
• Moves seamlessly between indoor and outdoor environments during small-arms live fire training
• Operates out-of-sight of the operator such as behind natural features or buildings or in GPS-denied environments (indoors, urban environments, thick tree canopy, etc)
• Artificial Intelligence Driven Behaviors:
-Simulates how an enemy fighter or a combination of fighters might move or react during a live-fire situation, including specification of speeds or random speeds within a defined area.
-Acts as standing targets, pop-up targets, or moving targets.
-Performs tasks such as patrolling in formation, scattering to cover, chasing other fleeing targets, attacking a position using bounding techniques, or be programmed to act as a single robotic opposing force.
• Includes one or more communication range extension kits and command & control laptops
• Equipped with built-in sensors for hit detection and hit indication shots from all direction. Able to distinguish between head/spine shots and body shots; when the target is shot, the real-life mannequin target is quickly lowered to register a direct hit and resets itself to the raised position automatically
• Easily transportable and can easily interface with one another, including static, or other non-moving targets
• Ability to lean or "peek" from cover to expose just the head and shoulders to simulate real life threats that peek from cover before fully exposing themselves
• Autonomously navigates itself back to a safe zone where technicians can perform maintenance and repairs
• Mannequin is 3D active thermal providing a uniquely crisp, high-contrast signature visible from all directions. Optional muzzle flash effects illuminate the dummy in the dark.

The information sought herein shall not be construed as a request for quote (RFQ) or request for proposal (RFP) as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government because of information submitted in response to this Sources Sought.
INTERESTED SOURCES CAPABLE OF FULFILLING THIS REQUIREMENT shall submit documentation addressing all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Contractors interested in providing this product should be registered in the System for Award Management (https://sam.gov). Contractors responding to this Sources Sought are asked to provide the following information: Company's full name and address, CAGE and UEI number, applicable North American Industry Classification Standards (NAICS) and business size (whether they are a large, small, small-disadvantaged, 8(a), HUBZone, woman-owned, Service-Disabled Veteran Owned Small Business, historically black college or university and/or minority service institute), address, and a point of contact. Respondents should advise the Government of pending changes in the business size status. In addition, any additional documentation they consider relevant.
FINAL DETERMINATION: Information received from this Notice will be used to determine if a competitive solicitation will be issued.
Responses shall be submitted electronically via email to Jason San Juan, jason.g.sanjuan.civ@socom.mil and Sandra Bramble, sandra.g.bramble@socom.mil and reference “Request for Information – RHTT” in the subject line. All responses shall be submitted by 1:00 PM EST, 01 Nov 2024.
