SOURCES SOUGHT 11 September 2023
United States Army Special Operations Command (USASOC) on behalf of JFK Special Warfare Museum The purpose of this Sources Sought is to provide industry the opportunity to identify themselves as interested sources capable of meeting the requirement of providing mannequins for JFK Special Warfare Museum. The NAICS Code is 326199 and PSC Code is 9905. To fulfil this requirement the mannequins must meet the following Salient Characteristics:
Eight heads:
Five (5) Caucasian – 3 male and 2 female One head 292 (last one on photo head page) goes to flexible body One (1) Caucasian – 1 male w/beard One (1) African American – Male One (1) Hispanic – Male
The heads must be compatible to the existing mannequins utilized by the JFK Special Warfare Museum. Heads must present a realistic appearance which can be changed for customization of eyes, implanted eyebrows and eyelashes and hair, thereby conforming to the figuration of the mannequin required for exhibit. In our request, we have asked for a head figure and hair that corresponds with that which is in their catalog.
Any substitution should be as compatible as possible to the image we are trying to achieve.
Heads should be manufactured of a durable, yet somewhat pliable vinyl or silicone with a 2-1/2”
– 3” opening at the neck allowing positioning over a neck apparatus of a mannequin. The cowl at the base allow for it to be hidden under uniform clothing and also to attach to mannequin. If not compatible with the mannequins on hand, then they are unusable.
Flexible form with head: One (1) Constructed from urethane foam with annealed wire and steel interior armature, bendable at the neck, elbow, waist, hip, and knee. Bending points must be reinforced to help the figure maintain its position during staging. Arms have to be manufactured of the same armature and foam with a bolt-locking joint in the shoulder to ‘fix’ the arm in a desired pose, but in a manner where the lock can be released for easy dressing. Legs have an interior square metal tube from the heel to the knee that slides down over a heelplate post to stand independently (only one is needed to stand). Heads and hands must be attached to the body in a manner where they can be removed. This is not only for dressing the mannequins, but this also allows for change of head and hands dependent on what is being represented.
Suit form (large): Three (3) Suit forms are half forms of ETHAFOAM with a polyester stockinette covering with a more realistic shape mounted on a black 1” anodized aluminum pole, 41” in length which can be adjustable in height. A powder coated steel base in your choice of round or square, silver or black, is included. The shoulders are attached by an easy-snap fitting (beneath the covering) and are removable.
Economy form (male): One (1) Forms w/segmented chest, hip, and arms made of solid ETHAFOAM®. Arms have to be flexible to allow a bend at the elbow and snap fitting at the shoulder. Padding and black stockingette cover must be 100% polyester. Chest and hips are interchangeable. The neck must be formed to accept an optional head. Forms to be mounted on anodized center mount aluminum poles painted black. The poles need to be adjustable for overall height and distance between chest and hip. Square base. Kit of instructions, polyester padding, hex wrench, and t-pins must be included.
Conservation (male) heads: Two (2) Conservation Heads with Features designed for use with the ETHAFOAM® Man/Woman and Economy ETHAFOAM® forms. Covering is of 100% polyester stockinette. A 6.75” diameter powder coated steel round base in silver or black is provided.
Heelplates and Waist brackets: Six (6) each Must be compatible to existing Dorfman mannequins in the JFK Museum. Aluminum manufacture that stabilize mannequins either through the heel or at the waist.
The shipping address will be Bldg D-2815, Ardennes St. Fort Liberty, NC 28310
