Statement of Work
1.0 INTRODUCTION
The Marquat Memorial Research Library (MMLRC) request the acquisition of a Radio Frequency Identification (RFID) Technology as part of the library theft detection and property accountability system. The RFID combines radio-frequency and microchip technology in order to provide security and accountability of library property. This technology is capable of tracking materials throughout the library, and immediately alert when a book has been removed from the library without being properly checked-out by a Librarian. The RFID system also reduces the amount of time required to perform circulation operations by allowing a faster inventorying of books without removing them from the shelves.
1.1 OBJECTIVE AND SCOPE
This task order will provide USASOC’s Marquat Memorial Library (MMLRC) the ability to acquire and install the RFID system in the new Special Operations Forces (SOF) Language and Cultural Institution building and continue to support the Special Operations student soldiers attending the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS). The contractor shall provide all personnel, equipment, tools, supervision, and materials needed to accomplish the task of installing the RFID, and training the staff in the use of the system. The MMLRC or USAJFKSWCS will not provide any personnel, equipment, tools or materials towards the accomplishment of this task. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions and commercial practices.
2.0 GENERAL REQUIREMENTS
The contractor shall provide all personnel, equipment, tools, supervision, and materials needed to accomplish the task of installing the RFID, and training the staff in the use of the system. The MMLRC, SWEG (A) or USAJFKSWCS will not provide any personnel, equipment, tools or materials towards the accomplishment of this task. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions and commercial practices.
The contractor will provide RFID solutions that will include all labor and materials required to install RFID system, such as but not limited to, handling materials, tags, hardware, software, installation, and project management. The contractor needs to design two (2) completely equip desktop units, for circulation desk and reference and cataloguing, with the ability to manage patron accounts, collect and check-out books, determine books location, print receipt among other librarian tasks. The contractor must provide and implement an RFID system compatible with the current software (LS2 5.3) (Library Management System) at the MMLRC Library. In addition must supply with durable, ISO compliant RFID tags that easily affix to all circulating library items regardless of format and which are guaranteed for the lifetime of the item to which they are affixed. Provide six (6) effective security gates with directional door counters in compliance with the American Disability Act (ADA). Install an intuitive, customizable drop box kiosks for patron self-checkout at the Circulation Desk.
The contractor shall provide and program the RFID server station that allows communication among the various components of the system, and guarantee it is compatible with current software. The contractor will provide copy of any software to SWEG (A) Information Technology (IT) / Information Assurance (IA) teams (S6) prior to its installation in order for them to ensure its comply with US Army Cybersecurity policies, procedures, and standards. The contractor needs to coordinate with SWEG (A) IT / IA team (S6) for the RFID server OS and network requirements are in compliance with the US Army Cybersecurity policies and procedures, and standards.
The contractor will test and verify all equipment is working with and interfacing with current systems as part of the installation process. In addition, contractor will provide library staff with on-site training on, but not limited to, book tagging, RFID software/hardware technical instruction, staff station training, security pedestals, inventory, and self-check. The Library requires user manuals, plus any other materials that are typically distributed during training.
The contractor shall perform the services required under this contract during standard duty hours, Monday to Friday from 08:00 to 17:00, unless otherwise coordinated through the corresponding authority.
The contractor shall obtain post passes for all employees and vehicles, and comply with all requirements, safety standards and procedures in accordance with Fort Bragg Installation.
Personnel shall present a professional appearance at all times and refrain from possessing weapons, firearms, ammunition, either on themselves or within privately-owned vehicles.
3.0 CMRA STATEMENT
The Library Director will inspect that all contractor tasks for each day has been completed according to the plan throughout the installation, programming, testing phase of the contract. The Library Director will inspect that the contractor understands and uses the right handling of materials and methods are appropriate to the items at hand, and building or post regulations. The Library Director will inspect that they provide supervisors who are subject matter experts in the field and competent operatives to the task assigned. In addition, the contractor shall report all labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the performance of services provided under this contract for the USAJFKSWCS via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during the Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of the calendar year. 4.0 SECURITY
4.1. Access and general protection policy and procedures. All contractor employees, including subcontractor employees, requiring access to an Army or USSOCOM controlled installation, facility, or area shall comply with applicable security policies and procedures (provided by the government representative). This includes policies pertaining to the use or prohibition of electronic recorders, devices, cameras, etc. If the Contractor is required to take photographs or videos on a Government Installation, the Contractor must obtain written permission from the Senior Commander. The contractor shall also provide all information required for background checks to meet installation and facility access requirements to be completed by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and USSOCOM, USASOC and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should Force Protection Condition (FPCON) at any individual facility or installation change, the government may require changes in contractor security matters or processes.
4.2. Will be escorted in areas where they may be exposed to classified and/or sensitive materials. All contractor employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials. The Vendor will coordinate with the COR and/or the facility security office for access when required.
4.3. NCIC and terrorist threat data base screening required. All contractor employees, including subcontractor employees, who are not in possession of a current Common Access Card (CAC) will be vetted by the local security office to determine fitness and eligibility for access IAW DTM 09-012, paragraph 2.b(4) to include but not limited to an NCIC III and Terrorist Database screening. The Vendor will ensure that the government has sufficient biographical information to conduct said screening including, but not limited to the person's name, date of birth, and social security number.
4.4. For contractors that do not require CAC, but require a federal ID access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
4.5. Pre-screen applicants using E-Verify Program. The Vendor must pre-screen applicants using the E-verify Program (http://www.dhs.gov/ E-Verify) website to meet the established employment eligibility requirements. The vendor must ensure that the applicant has two valid forms of government issued identification.
