4. 2.4.2 Are you looking for 18 instructors per course with a 2:1 ratio?

Answer: We are not looking for a 2:1 ratio for the classroom portion of the training. The 2:1 student to instructor ratio is for the jumps out of the plane. Section 2.4.2 of the SOW has been updated to “The Contractor shall provide three instructors to support the training and must have a minimum instructor to student ratio of 2:1 in the beginning phase of the training working up to a 12:1 ratio to build up the student’s canopy control skills while jumping from the aircraft.”

5. Is it a five day course or a three day course?

Answer: The entire Arch Angel course is a 10-day course max. Within the 10-day course the team/teams will require a 3-day or 5-day canopy course. The canopy course length is based on how experienced the team members are in their canopy control. The length difference of 3 to 5 days of canopy instruction will be determined by the need of the team during their training.

6. 2.4.4 Could you let me know why you are using D License non instructors in an instructional role? Wouldn’t it be better to use either an AFFI or an MFFI?

Answer: The SOW has been changed to reflect the need of only having an AFF-I or an MFF-I type instructors.

Answer: The government will provide its own radios to communicate with the team members.

The instructors must have the ability to sync their radio equipment with the teams.

8. Are the instructors packing for themselves?

Answer: Yes the instructors will pack their own parachutes.

9. If the instructors are qualified to do so will they be allowed to jump the groups gear?

Answer: No, the instructors (contractors) will only be allowed to use their own commercial equipment.

10. 2.4.5 & 2.4.6 Are you wanting the vendors instructors to plan and help execute Level 1 and Level 2 proficiency for the teams or is the vendor only providing the support and logistics for the teams to achieve this on their own?

Answer: In accordance with 2.4.5 & 2.4.6 the contractor instructors shall provide MFF Proficiency Training for level 1&2. The contractor shall provide the support and logistics to meet this requirement.

11. 2.6 lodging – If we have larger rooms that accommodate more than three but no more than eight comfortably is this acceptable?

Answer: The government will accept alternate quotes for lodging accommodations however, it reserves the right to determine if the alternate solution is acceptable. Please ensure that descriptive literature is provided for evaluation and that the price quote is adjusted to accommodate the number of rooms required to support all personnel and equipment at a daily rate.

12. It says you are wanting 216 rooms – 18 Rooms for 13 days, wouldn’t that be 234 rooms?

Answer: Yes the 234 rooms for one Arch Angel Class is correct. The CLINS in the combo synopsis have been changed to reflect the need for a minimum of 234 rooms.

13. Also I presume this is for 1 rotation so would that number need to be multiplied by 12 for the base year, so 2808 rooms?

Answer: The Contractor shall provide lodging in support of MFF training for up to 54 personnel per monthly rotation. The facilities must accommodate 54 personnel with a not to exceed 3 individuals per room. Minimum of 18 rooms available for 13 days per class.

BASED ON THE WAY THE LINE ITEM READS. 18 rooms for 3 people. For 13 days. 18 individuals x 13 rooms =234. That is one Arch Angel rotation.

234 rooms x 12 Arch Angel classes = 2,808. That is the total number of rooms for One year at Arch Angel.

14. Requesting an extension of the due dates for both questions and the proposal submission.

Answer: The questions has been extended to 12:00 PM EST 18 April and the quotes are due 1:00 PM EST on 30 April 2018

Section 1.1.4.3, Primary Instructor Certification & Licenses, identifies that a USPA PRO rating is required; however, this is not identified anywhere else in the solicitation and is inconsistent with the requirements identified in previous sections 2.4.4 and 2.2.1.4.3. Will the Government please clarify the PRO rating requirement or remove it from the solicitation?

Answer: Customer recommends to remove the pro requirement....on the last set of questions we took that out and added MFFI/ AFFI

20. Does the Government envision all three teams experiencing the training concurrently with other teams, or is a staggered (“round-robin”) schedule acceptable?

Answer: Would rather it happened concurrently, but if you plan a round robin, I would like to see the proposal. I know each team will show up at different levels of proficiency that is why we would like concurrent training.

21. Section 2.4.2 identifies a student to contractor ratio of 2:1. Will the Government be open to alternative student to contractor ratios, provided the Contractor can prove the quality of the curriculum will remain intact and efficient?

As the aircrew has the capability to access commercially available wind reading data, what is the Government’s preferred data source, as some maybe more accurate than others?
