1. Agency and Contracting Activity: (FAR 6.303-2(b)(1))
Agency: U.S. Army Special Operations Command (USASOC) USAJFKSWCS
Contracting Activity: Deputy chief of Staff, Acquisition and Contracting, United States Army Special operation Command, Building E-2929, Fort Bragg NC 28310
2. Description of Action: (FAR 6.303-2(b)(2))
Approval is requested to negotiate a sole source award with Cumberland County Crown Complex for the rental of an arena-type facility to conduct Special Forces Qualification Course (SFQC) Graduations. The contract will be a Firm, Fixed Price (FFP) acquisition.
3. Description of Supplies/Services: (FAR 6.303-2(b)(3))
USASOC will hold approximately six (6) SFQC Graduation ceremonies per year.
Ceremonies are usually held at 1500 (3:00 p.m) with a need to enter the facility at 0800 (8:00 a.m) for ceremony rehearsal. The period of performance is a base year and four one-year options.
4. Authority Cited: (FAR 6.303-2(b)(4))
10 U.S.C 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1
5. Reason for Authority Cited: (FAR 6.303-2(b)(5))
The United States Army Special Operations Command has a requirement for a facility with the capability to seat at least 1,500 up to a maximum of 3,500 personnel during the SFQC Graduations. Several vendors located within a 20 mile radius of Fort Bragg.
Fayetteville State University, Methodist College, Fayetteville Technical Community College, Robeson Community College, Pembroke University, and the newly constructed Fort Bragg Conference and Catering Center, all are not able to meet the requirement as
FOR OFFICIAL USE ONLY – J&A No. 16-904 per the statement of work. There would be conflicts with the use of university and college auditoriums due to school's activities and classes conducted in the auditoriums.
Some require the purchase of an insurance policy in order to use the facility. No other vendors were able to offer a facility that seats a minimum capability of 1,500 and a maximum of 3,500. Cumberland County Crown Complex is only responsible source that is located within a 20 miles radius that can meet the specifications.
6. Efforts/Actions to Increase Competition: (FAR 6.303-2(b)(6))
A notice was or was not publicized as required by FAR 5.2.
7. Market Research: (FAR 6.303-2(b)(8))
Market research indicates there are 136 small businesses in North Carolina under the NAICS 531120. However, because of the nature of this requirement, it is determined to be in the best interest of the Government to find a facility located near Fort Bragg (within 20 mile radius) so as not to incur additional cost such as transportation, travel, lodging, and per diem. Market research was conducted by contacting several colleges, universities and vendors in the local area, Fayetteville State University, Methodist College, Fayetteville Technical Community College, Robeson Community College, Pembroke University, and the Fort Bragg Conference and Catering Center. These facilities do not have adequate seating required as per the statement of work (minimum 1,500 and maximum 3,500). There would be conflicts with the use of auditoriums due to school's activities and classes conducted. Some require the purchase of an insurance policy in order to use the facility. It is determined that the Cumberland County Crown Complex is the only responsible source that can offer a facility located within the 20 mile radius and is able to meet the requirements as per the statement of work.
8. Interested Sources: (FAR 6.303-2(b)(10)&(11))

9. Other Authorities/Factors: (FAR 6.303-2(b)(9))
