L.4.1.2 Past Performance Information regarding Small Business Subcontracting. N/A
L.4.1.3 Relevant Contracts. Relevancy will be determined based on contract references reflecting past and present performance over the past three years which is relevant to the following:
L.4.1.3.1 For the prime offerors, relevancy is defined as contracts that are most similar to the magnitude, size and scope of this overall effort. Some of the factors in determining relevancy include: the diversity of required expertise, scope of SOW, magnitude (somewhat relevant is defined as a services contract at a minimum of $3 million annually; very relevant would be a medical instruction contract for $3 million annually), project complexity, security classification requirements, business management and control processes, contract type(s), number of employees required, special operations support, other DoD support, and some major functional areas as JSOMTC’s
SOW, etc. The more the overall effort is similar in all areas, the more relevant it becomes.
L.4.1.3.2 For proposed subcontractors/teaming partners, relevancy is defined by that which reflects experience in the area of expertise the subcontractor is projected to actually perform under the JSOMTC curriculum/program, (i.e.
specific areas in the SOW).
L.4.1.3.3 When making the relevancy determination the definitions contained within Table 1 below will be utilized.
SECTION L - Table 1. RELEVANCY CRITERIA TABLE
Very Relevant (VR)
Present/Past Performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant (R)
Present/Past Performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant (SR)
Present/Past Performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant (NR)
Present/Past Performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
L.4.1.4 Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. Not to be used for evaluation purposes, but, in order to facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts identified for the past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts identified and general enough to apply to efforts on which the Government receives information from other sources.
L.5 VOLUME 4 – FACTOR 3 – Price
L.5.1 Factor 3. The offeror shall submit a total price for each contract line item number (CLIN) contained within
Section B of the SF 33, except for travel and overtime CLINs, within one Microsoft Excel 2007 document with separate tabs for each contract year and one tab for a total overall summary price. All prices will be provided as a
Firm Fixed Price per Section B, therefore all proposed prices shall be inclusive of all direct (i.e., direct labor, material, and other direct costs) and associated indirect costs plus fee related to each CLIN. Proposed prices shall be identified by base and option periods. Each price proposal should clearly indicate the appropriate Section B CLIN for each year (generic examples, i.e. CLIN 0001AA for base year, CLIN 1001AA for option 1, etc.).
L.5.2. Data beyond that required by these instructions shall not be submitted unless it is considered essential to document or support the offeror's cost/price position. All information relating to cost or pricing data must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall cost or pricing information be included elsewhere in the proposal.
L.5.3 ADVISORY NOTICE. The offeror is advised that the page limitations, per Table L.1.11 will be enforced. If proposal information is added to the Title page(s), the Government will either count the page or not use the information during evaluation. The method the Government will use to eliminate the overage will be to remove the pages from the end of the proposal section that exceed the listed page limitation. Title pages, tables of contents, resumes, divider tabs and past performance information is not included in the page count.
L.5.4 ADVISORY NOTICE - MANNING. The current manning requirement to the best of the Government’s knowledge will remain at the same level during the initial contract period, but be advised, that possible increases or decreases may occur that exceed 50% during the base or option years. Projected growth is expected that could grow from twenty-four (24) full time equivalents (FTEs) to forty-four (44) FTEs.
AMENDMENT 0003 NOTE: It is the Government's intent to issue the first task order for the 24 FTEs (3
AMI and 21 SOF-P FTEs) identified for performance beginning 01 AUG 13. The base period of performance is shortened to eleven (11) months from 01 AUG 13 – 30 JUN 14.
