United States Special Operations Command (USSOCOM) Justification and Approval (J&A) Brand Name: Consew/Juki for USASOC Sewing Machines Justification for Other Than Full and Open Competition (J&A) Brand Name: Consew/Juki for USASOC Sewing Machines

Authority: (10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 (a)(2)

Project/Program Name: Lifecycle Replacement of All USASOC Rigger Facility Sewing Machines Component: All USASOC Major Subordinate Units (MSUs) Estimated Contract Cost (including options) : Redacted Type J&A: (Individual FORMCHECKBOX or Class FORMCHECKBOX 10-016

1. Agency and Contracting Activity: (FAR 6.303-2(a)(1))

U.S. Army Special Operations Command (USASOC), DCS Acquisitions & Contracting (AOCO)

2. Description of Action: (FAR 6.303-2(a)(2))

The anticipated result of this acquisition effort is the purchase of two-hundred and eight (212) new and not remanufactured or refurbished sewing machines for the twenty-two (22) rigger facilities within USASOC. The contract will be a commercial FFP acquisition using O&M funds. Of the 212 sewing machines, there are 9 different models from two manufacturers: CONSEW and JUKI. These sewing machines are needed to support four new parachute systems (T-11, T11R, MC-6, and JPADS), the MC-4 military freefall parachute system and its replacement, the Advance Ram-Air Parachute (ARAP) system. This life-cycle replacement will allow USASOC to standardize the sewing machines across the command reducing sustainment costs and ensuring stability.

3. Description of Supplies/Services: (FAR 6.303-2(a)(3))

Currently, USASOC rigger facilities do not have the proper sewing machines to sustain all the parachute systems in accordance with the Army’s technical manuals. The sewing machines that are assigned to the facilities are approximately twenty (20) years old, and some rigger facilities have sewing machines that are much older. Repair parts are not available for many of the sewing machines due to their age. USASOC Major Subordinate Units (MSUs) have stated it is very difficult to sustain and train parachute riggers on all the different models or types of sewing machines since there is no standardization. Historically, when a rigger facility receives a sewing machine, there is no training or sustainment package associated with the reception the new sewing machine. Recently, the Army rigger community has changed its philosophy on sewing machine maintenance. All sewing machine maintenance must be performed at unit level since there is no depot level maintenance within the rigger community. This maintenance includes in-servicing to beyond economical repair (BER) status.
