Section A - Solicitation/Contract Form
MINIMUM/MAXIMUM
MIN/MAX DESCRIPTION
An Indefinite Delivery Indefinite Quantity (IDIQ) contract for supplies and incidental services over a six (6) year ordering period. The Government may issue Delivery Orders on a Firm Fixed Price (FFP) or Cost Plus Fixed Fee (CPFF) basis. The minimum guaranteed contract value is $2,500.00. The Government anticipates ordering approximately a combined total of 6,000 NGMP radios during the life of this contract.
Contract Minimum. The minimum guaranteed contract value is $2500.00.
Contract Maximum. The maximum (total) dollar value is $290M.
Dollar Values have been included for each basic contract CLIN for purposes of the Government procurement systems ONLY. There are no minimum or maximum dollar values established at the CLIN level for this contract.
To facilitate Delivery Order execution the items listed in the solicitation for Accessories/Spare Parts, Training and Repairs in Contract Line Item Numbers (CLINs, 0002, 0003, and 0004) have been structured in contract Exhibits A-C as Exhibit Line Item Numbers (ELINs).
Pricing listed at the CLINS and ELINs are for the following time frames:
Year 1 Ordering Period 1 Pricing - 2017 to 2018 Year 2 Ordering Period 2 Pricing - 2018 to 2019 Year 3 Ordering Period 3 Pricing - 2019 to 2020 Year 4 Ordering Period 4 Pricing - 2020 to 2021 Year 5 Ordering Period 5 Pricing - 2021 to 2022 Year 6 Ordering Period 6 Pricing - 2022 to 2023 All hardware CLINs shall be ordered by using the ordering range unit prices on a per order basis and are not cumulative unless the hardware CLINs are ordered within a 30 day period (window). Identical CLINs ordered may be priced at the cumulative quantity price for the appropriate range ordered within a 30-day period. As an example, if the Government ordered 40 NGMP Radio Systems (CLIN 0001) on April 1st, and then ordered an additional 20 NGMP Radio Systems on April 25th, the price per unit would be based on the cumulative quantity of 60 radios ordered from that price range. If there is a price break at quantity 50, then the entire 60 would receive the 50 quantity price. The Government may apply the credit due for the reduction of the 1st order price as 1) a delivery order modification to the first order or 2) as a one-time reduction to the second order pricing. Please note that if a third order is placed on May 15th, it would not qualify for the cumulative quantity pricing because the 30-day window started on April 1st (even though the third order was less than 30 days after the second order). In this case, the third order starts a new 30-day window. The arrangement applies to pricing only and not to the delivery schedule requirements. Each order's delivery dates shall be calculated on a stand-alone basis.

In addition the NGMP shall be capable of receiving Intelligence, Surveillance and Reconnaissance (ISR) data in the form of full motion video (FMV) either as an embedded capability or via an attached mission module (MM). The NGMP shall be capable of supporting all three of the aforementioned waveforms simultaneously. The NGMP shall be capable of crossbanding data from one of its two channels to the other and from the ISR receiver to either of the two radio channels. The NGMP shall also include an embedded SAASM Global Positioning System (GPS) receiver and other waveforms and capabilities as identified in the Government’s NGMP Performance Specification (PS). The NGMP shall replace legacy manpack radios such as the AN/PRC-117F, AN./PRC-117G, and the AN/PRC-150. The NGMP shall include SOF unique capabilities including the the Demand Assigned Multiple Access (DAMA) Integrated Waveform (IW) for UHF Satellite Communications (SATCOM), Mobile User Objective System (MOUS), general purpose Narrowband and Wideband High Frequency (HF) waveforms, Advanced Special Communications Modes (ASCM) and Electronic Counter-Counter Measures (ECCM) waveforms.
The purpose of this Statement of Work (SOW) is to clearly define the requirements for this IDIQ contract. Government review of Test Plans is required and comments provided will be addressed by the Contractor.
5.0.3 System Test Procedures. The Contractor shall prepare Test Procedures (CDRL 0009). Test Procedures shall be developed for each CDT and PQT test event and shall address verification of each requirement of the radio set undergoing testing during the test event. Government review of Test Procedures is a prerequisite prior to the start of each test event. The Government may request additional Test Procedures.
5.0.4 System Test Reports. The Contractor shall prepare CDT and PQT Test Reports documenting the results of each test (CDRL 0010).
5.1 CDT. The Contractor shall conduct internal design verification and validation for all engineering changes. All developmental testing shall be coordinated with Government to include Government witness for technical validation to preclude subsequent, duplicative developmental testing. All CDT shall include functional, mechanical, electrical, software, environmental, Electro-magnetic Interference (EMI), and regression testing as appropriate to the magnitude of the change. The Contractor shall conduct testing in accordance with the requirements of the applicable delivery order SOW and the Government reviewed Test Plans (CDRL 0008) and Test Procedures (CDRL 0009). 5.3 Safety and Safety Assessment Report (SAR). The Contractor shall be responsible for all safety aspects of engineering changes and shall evaluate all real and potential hazards associated with personnel operation, test and maintenance procedures, and component attributes. The Contractor shall perform a Safety Assessment and submit a SAR using MIL STD-882D as a guide and in accordance with (CDRL 0018). The SAR shall:
· Document the safety risk being assumed prior to test or operation of the NGMP and VMS.
· Identify all safety features of the system hardware and software design, specific controls or precautions to be followed in the use of the system
· Provide verification of compliance to safety requirements identified in the system specification
· Identify toxic and environmentally unacceptable materials used in the system, any possible alternative materials, and recommended actions to eliminate or reduce the use of hazardous materials
· Address any exposure concerns to personnel during operational or maintenance procedures to include fabrication, transportation, setup and tear down, or resulting from damage to the equipment
The Contractor shall attach to the SAR a completed System Safety Design Verification Checklist and Material Safety Data Sheets for all hazardous materials and identify any material used in the system design that requires disposal as a hazardous waste.

6.1.3 Economic Repair Analysis. The repair cost for a NGMP major component (e.g., transceiver, mission module, power amplifier, power supply, etc.) shall not exceed 65% of the cost for a new component, as listed in section B of the contract, without Government approval. Prior to initiating any repairs to other non-warranted items (not including the R/T), the Contractor shall determine the cost of repairs. If the repair cost is estimated to exceed 65% of the replacement cost of the PME, the Contractor shall notify the Government and obtain direction for repair or replacement of the defective item within 10 working days.
6.1.4 Non-Warranty Failure Analysis and Repair. The Contractor shall receive, inspect, test, and perform failure analysis and/or isolate each NGMP major component failure to determine the specific work required to restore it to a serviceable condition. The Contractor shall repair any major component that is not determined to be Beyond Economical Repair (BER) to the latest production or approved configuration. If a failed component is determined BER, the Government may choose to replace the component. The Contractor shall not perform any non-warranty repair on failed components until Government authorization IAW paragraph 6.0.3 of the SOW.
7.0 Supply Support. The Contractor shall provide inventory management, e.g., receipt, storage and issue etc., of spare and repair parts and availability of spare and repair parts so as not to interfere with the NGMP production. Distribution of any and all spare and repair parts will be directed by the USSOCOM Next Generation Tactical Communications (NGTC) program office.
