4. Authority Cited: (FAR 6.303-2(a)(4)) 10 U.S.C 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1

5. Reason for Authority Cited: (FAR 6.303-2(a)(5)) AAS is the only organization that provides the required training and conducts psychological autopsies and accompanying data analysis to government agencies. Both of these programs are recognized as best practices by the Suicide Prevention Resource Center and industry. AAS currently provides the same training throughout the Veterans Administration Health Care System. AAS uses an established and proven methodology for suicide related data collection services that are currently being provided to the U.S.

Marine Corps. Contracting with AAS for the required services that are currently being provided across DoD ensure congruence of data across services.

The purpose of the notice was to notify industry of the intent to issue a contract to AAS using other than full and open competition procedures. No responses were received by the closing date 13 July 2015. The notice was reposted on 30 July 2015 with the corrected NAICS and closed on 14 August 2015 with no repsonses received.

7. Market Research: (FAR 6.303-2(a)(8)) Market research conducted by the Veterans Administration was reviewed. The Suicide Prevention Resource Center’s best practices registry ( http://www.sprc.org/bpr ) was also reviewed. These reviews yielded no other vendors that offered comparable training or subject specific analysis capability as required by this command. Additionally, the USSOCOM Technical and Industrial Liaison Office (TILO) database and Contracting Directorate ID/IQ list were reviewed for potential sources. There were no other potential sources identified during this search.
