The following questions were asked in response to Amendment 0003 SORDAC Position start dates and the 23 January 2015 FBO update.
Amendment 0004 was issued to revise Attachment 3 and Attachment 7.

Amendment
Amendment 0002 added position start dates for the SORDAC
Support Task Order. There are seven different start dates, from
1 June 2015 to 18 January 2016. Attachment 3, the Group A
Pricing Template, Revision 1, requires a single Unit Price per month for the SORDAC Support Task Order. A single Unit
Price will be high, relative to the labor provided during the early months, and low during the later months. Will
Attachment 3 be changed to accommodate the staggered start dates?
Amendment 0004 revised the template to account for SORDAC position start dates in the base year.

1/23 Q&A Per Amendment 0004, the wording is ambiguous as to how many analytics positions are requested: Does USG intend to provide desk space to, and thus require, one analytics position
EACH at PACOM and CENTCOM, for a total of two positions, or one analytics position TOTAL that will support both PACOM and CENTCOM?
Analytics Support (Section 2.9 of the SOW) is required at both
PACOM and CENTCOM. PACOM and CENTCOM will each allocate government space for one individual providing analytics support at both PACOM and CENTCOM.

1/23 Q&A The Government has notified bidders, via FBO posting, of its intent to release Amendment 4 on Monday, 26 January. This is only 2 days before the proposal is due. The posting newly designates 3 personnel as “key” and requiring resumes, plus it designates responsibilities for an analytics position that was previously the bidder’s responsibility to define. The
Government has stated that it will not extend the proposal due date. A change of this magnitude to the requirements at this stage of the proposal suspense is highly unreasonable and anti-competitive without allowing bidder’s adequate time to respond to new requirements. This unfairly tilts the competition in favor of incumbent contractors, and given that previous Q&A indicated that only task leads would be key, seems to have misdirected offerors in preparation of their proposals. The
Government will not even be providing the Amendment until
Monday. Will the Government provide a one week extension to 4 February to enable bidders to adequately and competitively respond to these new requirements?
Amendment 0004 revised Attachment 7 to clarify key personnel positions and resume requirements. It is the offeror’s responsibility to propose their management plans to meet the
PWS. The only position being identified as Key Personnel is the overall task lead.
