Docume nt Section Para. # Page
# Question/Comment Gov't Response
Amend
L 1.2.2 7 of
The government altered the way it will count 11x17 foldout pages in the proposal (i.e., they will be counted as 2 pages versus 1 page). This is a dramatic change that will be difficult to react to, as offerors have had 30 days (since the RFP release on 5 December) to design and perfect their proposal responses. If the government will not accede to reverting to the previous foldout standard (that of counting them as 1 page), we respectfully request an increase in the page length restrictions.
Amendment 0002 will increase the page count as follows:
Sub-factor 1.1 from 45 pages to 50 pages; Sub-factor 1.2 from 15 pages to 20 pages; Sub-factors 2.1, 2.2 and 2.3 from 15 pages to 20 pages; Past Performance Summary from 3 pages to 5 pages. As stated in L1.2.2 foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics; not for pages of text.
Is there an OCI conflict if a defense contractor was awarded both SWMS Part-A and SOFSA”? Although SWMS Part-C was a contract vehicle intended to prevent OCI concerns, the language of SWMS Part-A is vague in some regards.
At this time USSOCOM has not made a determination that being a Group A prime contractor would automatically make the company ineligible to participate in the future SOFSA solicitation.
69 RFP L-1 L.1.3 35 Are zip files acceptable in lieu of breaking large files down to smaller files?
No. Reference L1.3, regarding large files uploaded to FBO.
RFP Sec B 3/4 CLINS 0003 and 0004 identify Firm-Fixed Priced Incentive and Cost-Plus Incentive Fee CLINS respectively; there is no further discussion within the solicitation as to when/how these CLINS may be utilized in the contract. Can the Government provide that information?
The Government will make the determination on the best contract type appropriate for the effort. The Instructions to Offerors for future task orders will include the contract type.

1. While the INSTRUCTIONS in the PWS clearly specify that while the J2 Intel Task Lead is considered "key", that a resume is not required, does that mean other positions identified in the J2 Intel PWS may be considered key personnel in which case a resume would be required? 2. In the PAGE LIMIT column in the 3rd row of Table L.1, an asterisk does not appear next to the word resumes. Does that mean these resumes can exceed 2 pages; and if so, for which positions may resumes exceed 2 pages?
Q1: Amendment 0001 removed the requirement to submit a resume for the J2 Sample PWS. Any future request for task order proposal will state if resumes are required.
Q2: OBE, Amendment 0001 removed the resume requirement for the IDIQ Technical Capability.
RFP Section L 3.1 37 Listing of Past Performance contents does not precisely map to the detailed requirements in paras L.3.2 and following paras (e.g. SF294/295s are no longer used, but ISRs and SSRs are). Can bidders assume that the detailed instructions in paragraphs L.3.2 - L.3.7 take precedence?
Amendment 0001 revised L3.1 to remove the list of items.
RFP M2.5 1 N/A M2.5 states that the Government may require submission of data to support the determination of fair and reasonable price.
However, "fair price" is not previously mentioned in M2.5, which lists the evaluation factors of completeness, compliance with the instructions, price reasonableness, and IDIQ TEP.
Would the Government please clarify whether or not price fairness will be an evaluation factor? Additionally, since M2.5 only lists evaluation factors in relation to price, could the Government please confirm that price, not cost, will be the basis for evaluation? If this is not the case, could the Government please confirm how cost will be evaluated?
As stated in M2.5, Volume III will be evaluated using one or more of the techniques defined in FAR 15.404 Proposal Analysis Techniques, in order to determine if the price is fair and reasonable. Amendment 0001 revises the language in M2.5 to clarify the evaluation of price/cost.

General Informati on
Place of Perf.
2 When the government states that the place of performance is "off-site," does this mean that the place of performance is a contractor site or government site?
Contractor Site
RFP Section L 3.3 38 The past performance submission is now limited to 5 references only. If offerors are to demonstrate a "record of performance in providing the services delineated in the Group A SOW and specific TO requirements”, five references cannot do justice to the breadth of the SWMS A IDIQ Level SOW, the J.2 SOW and the three TO SOWs. Will the Government consider increasing the limit from five references to 15?
No.
RFP Section M
3.3 38 The RFP limit of five total past performance references will not allow teams to demonstrate the full range of capabilities to meet the evaluation criterion. Will the Government allow offerors to include up to five references from the prime and, say, two references for each teaming partner / subcontractor and impose a volume page limit, as per the draft RFP?
No.
RFP Section L 2.2.1.2 36 Referenced section states that the IDIQ PM resume is required in this section, but Table L.1 on RFP page 35 allows the resume to be outside of page count. Just for clarification, can offerors assume that this resume is indeed outside the 45-page limit for Subfactor 1.1?
The IDIQ PM resume is submitted as part of Sub-factor 1.1 but is excluded from the 45 page limit identified in Table L.1.
As stated in L.1, the resume cannot exceed 2 pages.

8.0 Travel
8.0 Travel
10 While TO states required travel, the cost volume the government provided does not have a plug number for travel for this TO, but does for the other TOs. Can the government provide a plug number for travel for this TO?
Offerors should include the travel costs as part of their proposed FFP; travel will not be a separate cost reimbursable CLIN.
