SOCOM Wide Mission Support (SWMS) Group A Senior Military Engagement Program (SMEP)

Performance Work Statement

1. DESCRIPTION OF ORGANIZATION REQUIRING SUPPORT

1.1 USSOCOM J39- Military Information Support Operations (MISO) requires the planning, development, production and dissemination of branded, commercial-quality, senior military engagement (military-to-military) publications, delivered quarterly, along with other collateral media products in support of the Geographic Combatant Commands’ (GCCs) efforts to communicate directly with foreign military target audiences with messages supporting U.S. goals, objectives, interests, and theater security cooperation strategies.

1.2 The SMEP is a military engagement program in which the GCCs produce targeted media and, as directed by the USG, produce other collateral print media such as special editions, calendars, inserts, and brochures. The primary purpose of the program is to support GCC Regional and Theater Strategic operational objectives. The contractor will produce and disseminate products to audiences in GCCs. Specific target audiences vary by product and are defined by the GCC and are validated by the J39 during the planning phase of product development. Because the program coordinates content across all Areas of Responsibility (AORs) and program products, it requires an understanding of highly complex cultural nuances of intended audiences. SMEP is a GCC effort focused on regional objectives; however, the program is synchronized by USSOCOM and integrated with the GCCs to achieve desired effects.

As the USSOCOM lead for the SMEP program, J39 partners with the GCCs to support the production and distribution of targeted products. This program is designed to achieve classified objectives as outlined in the Theater Security Cooperation plans and approved MISO Programs.

The branded family-of-products include: Africa Defense Forum published by USAFRICOM;

Asia Pacific Defense Forum published by USPACOM; per Concordiam published by the George C. Marshal European Center for Security Studies; and UNIPATH magazine published by

USCENTCOM.

1.3 TASK PURPOSE AND OVERALL OBJECTIVE: The objective of this task order is for the contractor to develop publication content, publish deliverables specified in 3.0 (DELIVERABLES), and distribute the deliverables per government furnished subscriber lists.

2. SPECIFIC REQUIREMENTS

2.1 Task Lead: Due to the size and complexity of this requirement the Government will require a single point of contact from the contractor, normally referred to as a Task Lead to ensure contractor support is received across all Directorates throughout the period of performance and allow for contractor flexibility and movement of personnel based on changing priorities. The Task Lead is considered Key Personnel in accordance with contract clause 5652.237-9001 and is expected to:

2.1.1 Be responsible for handling the day-to-day management and administration of project tasks.

2.1.2 Assign contractor staff responsibilities and supervise all contractor staff efforts.

2.1.4 Utilize, control and redirect available resources as necessary to complete tasks in accordance with scheduled milestones for deliverables and execution requirements, perform quality checks of all work products.

2.1.5 Be available to interact with the Government Contracting Officer Representative (COR) and any appointed Contracting Officer Technical Representatives (COTR, or TR) at a Government facility approximately 30 hours per week to present interim results, discuss concerns, and ensure total product/service satisfaction.

2.2 Schedules and Theme Development. Due to variations in GCC staffing processes, the Contractor shall assume publication of existing branded magazine products on the production timelines stated in paragraph 3.0 (DELIVERABLES) of this SOO. The contractor shall jointly document with the Government the themes to be used on the applicable product(s), and the date the production timelines will start.

2.3 Cultural Relevance. The contractor shall work closely with the USSOCOM J39 to develop the relationships necessary to understand the cultural nuances of the targeted populations and identify key regional voices or messengers who resonate with the target audience.

2.4 Creative Design. The contractor shall provide appropriate photo illustrations, photos or other culturally relevant art and informational graphics to enhance content.

2.5 Key Leader Engagement Support. The contractor shall provide UNIPATH key leader engagement team support by assisting, planning, and coordinating in advance of and after senior leader meetings, including a back brief to determine if UNIPATH was used. The support is to be provided at CENTCOM Headquarters, MacDill AFB.

2.6 Translations and Resonance. The contractor shall provide all content in specified multiple languages and ensure it meets the designated target audience language format as outlined in the planning process and ensure translations are grammatically and culturally accurate. Additionally, the contractor shall provide translations by translators, who are certified by the American Translators Association, possess ISO 9001 Bureau Veritas Certification, or equivalent translation proficiency.

2.7 Deliverables Format. The contractor shall provide an HTML coded digital version of each quarterly magazine and provide the J39 a copy of each product in a PDF or other digital format approved by the Government along with a minimum of five print versions of each completed magazine.

2.8 Email Communication. The contractor shall provide the capability for the Government to send and receive e-mail on behalf of the magazines from an e-mail server that is accessible from the Government network. The current domain names are: adf-magazine.com, apdf-magazine.com, perconcordiam.org, UNIPATH-Magazine.com; ADF-Magazine.com.

2.9 Analytics.

2.9.1 The contractor shall provide UNIPATH analytics support quarterly which includes observational evidence, usage data, and other evidence, collected, maintained and reported quarterly. Support may include conducting surveys or other research methodologies as required to obtain metrics and the maintenance of information on external polling (both governmental and commercial) that are related to UNIPATH.

2.9.2 The contractor shall provide Asia Pacific Defense Forum (APDF) analytics support quarterly which includes 1) maintaining and reporting observational evidence, usage data and other evidence collected quarterly; 2) conducting surveys and employ other methods as required to obtain evidence of effectiveness and 3) maintaining information on external polling (governmental and commercial) that are related to APDF messages and share with the government as relevant.

2.10 Distribution Maintenance. The contractor shall maintain and verify the UNIPATH distribution list on a regular basis, to include additions, revisions and an increase in point-to-point mailings to Government approved top 100 military leaders from each AOR country.

2.11 Content Development. Government will provide the contractor with themes and messages for the contractor to develop content in various languages, recognizing local customs, preferences, and information consumption habits. Contractor developed content shall be in accordance DOD and MISO policies, authorities, and doctrine. Contractor developed content shall be targeted to senior foreign military leaders and defense officials. The Contractor will seek to maximize the use of appropriate reader-generated content. The Government will provide the contractor with leads and access to foreign military counterparts. The contractor will work by, with and through the respective Geographic Combatant Commands in support of content development.
